About this file
This is a procedural instruction document from the Commonwealth of Kentucky detailing the process for vendors to submit online bids and proposals through the Kentucky Vendor Self Service (VSS) platform. The document serves as a user guide for accessing the VSS website, locating solicitations, and completing bid submissions. It does not pertain to a specific contract opportunity but rather provides systematic instructions for all vendors participating in Kentucky state procurement activities. The guide covers the complete process from account creation and login through solicitation searches, with particular emphasis on the multi-step response submission workflow for different solicitation types including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP).
The document addresses critical procedural elements including response types (standard bids, no-bid options, and conditional bids), required pricing information (unit prices or contract amounts), delivery day specifications, and file attachment procedures with a maximum size limit of 65,000 KB per file. The system includes a 30-minute inactivity timeout feature requiring vendors to save changes frequently to prevent loss of data. Additionally, the guide explains the five-step submission process: responding to specific lines, completing submission checklists, attaching required documentation, providing discounts or comments, and final review and submission. The document also includes instructions for withdrawing responses, which may only occur when the solicitation status remains open.
