About this file
This is an instructional guide document issued by the Commonwealth of Kentucky for responding to online bids through the Kentucky Vendor Self Service (VSS) platform. The document provides step-by-step instructions for vendors to access the VSS website, locate solicitations, and submit online responses to various types of procurement opportunities including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP). Vendors must create an account and log into the VSS system to submit responses. The document outlines how to search for solicitations by Document ID or keyword, utilize advanced search filters by category, type, and status, and navigate the submission process. Responses can be submitted with conditions if necessary, and vendors must enter unit prices, contract amounts, and delivery days as applicable. The system automatically times out after 30 minutes of inactivity, requiring vendors to save changes frequently to avoid losing work.
The submission process requires vendors to complete a submission checklist, attach supporting documentation such as bid sheets, catalogs, and affidavits with a maximum file size of 65,000 kilobytes, and specify whether attachments are standard or proprietary in nature. For RFP submissions, vendors must submit separate documents for cost, technical, and proprietary information. The platform allows vendors to apply discounts and provide overall comments in a designated section. Vendors may withdraw responses only while the solicitation status remains open; once withdrawn, the response status is marked as withdrawn in the system. The document does not specify pricing terms, set-asides, funding amounts, or contract terms, as it serves solely as a procedural guide for the online bidding platform.
