About this file

This is an instructional guide published by the Virginia Business Opportunities (VBO) platform on eVA.virginia.gov, updated March 22, 2024, detailing the procedural steps for responding to Invitations for Bid (IFBs) through the state's electronic procurement system. The guide outlines a seven-step process beginning with accessing opportunity details through the "My Leads" notification system, reviewing all posted information and attachments on the Info and Items tabs, and contacting the buyer with any questions prior to submission. Bidders must thoroughly review all Request for Proposal (RFx) documents available on the Overview tab before beginning their formal response. The process includes completing the Response Information tab to add labels, validity end dates, and descriptions, then attaching any buyer-requested supplier documents such as acknowledgements of addendum, references, or licenses.

The pricing component of the response occurs on the Item tab, where bidders input unit prices for each listed item, with automatic total calculations upon saving. Bidders may alternatively download the item list to Excel, complete their quotation offline, and upload the file. The system allows bidders to save and close their work at any time, with progress automatically retained for later retrieval through the "Sourcing, Manage RFx's" section. Once all response grids are completed across all applicable tabs, bidders must click "Validate & Submit," followed by "Submit my proposal," which triggers a confirmation message. The guide emphasizes the importance of thoroughly reading all documents and completing all required response grids before final submission.
