About this file
This document is a Sources Sought Notice from the Defense Logistics Agency (DLA) Troop Support Medical Supplier Operations Directorate seeking market research for a Tailored Logistics Support (TLS) initiative for Hospital Supply equipment. The solicitation targets commercial supply chain support for medical and dental treatment facilities, military sites, and federally funded partners, focusing on medical equipment, accessories, consumables, and durable items. DLA is specifically expanding its market research to include Foreign Military Sales (FMS) under FOB Origin terms, requesting vendor input on their capacity to support international sales requirements.
Key details include the requirement for vendors to provide comprehensive logistics functions such as shipping, receiving, storage, inventory management, and transportation visibility. The market research seeks responses to four specific questions about vendor capabilities, including ability to source hospital supply items under FOB Origin terms, potential product distribution limitations, and any prohibitions impacting FMS requirements. Interested vendors are asked to submit responses to Zahkiyah Taylor and Yasmeen Turner via email, with the notice covering NAICS codes 339112, 339113, 339114, and 339115. The research is for planning purposes only and does not constitute a formal solicitation or guarantee of future contract award.

Subject: Sources Sought Update- inclusion of FOB Origin Terms for Foreign Miliary Sales (FMS)
As part of our ongoing market research efforts, DLA is expanding the scope of analysis to include FOB Origin terms as an additional delivery method. The original sources sought established FOB Destination terms, which are still applicable, and the main evaluation point for the Price Evaluation List (PEL) in providing the source of supply. However, incorporating FOB Origin will provide a more comprehensive view of potential Government need, and capacity of suppliers for Foreign Military Sales requirements- which is now part of the market research initiative.
The sources sought notice issued on 06 Feb 2025, established that the Defense Logistics Agency (DLA) Troop Support Medical Supplier Operations Directorate- Philadelphia is conducting market research for a Tailored Logistic Support (TLS) initiative for Hospital Supply equipment, accessories, consumable, and durable mission related supplies. The acquisition targets commercial supply chain support for a wide variety of products in the Hospital Supply industry to meet customers’ needs, to include Medical and Dental Treatment facilities, military sites and other federally funded partners. In addition, vendors will provide the full range of logistics functions, including shipping, receiving, storage, inventory management, and transportation visibility to achieve a solution for DLA customers. DLA is seeking input from potential small and large businesses.
This update requests a response to identify vendor capacity to support Foreign Military Sales under the Tailored Logistics Support initiative. All orders placed for FMS are subject to competition requirements. Additionally, delivery /inspection requirements for FMS are FOB Origin and require other considerations, as provided herein:
1. FMS Terms – Transportation shall be F.O.B. Origin.
2. Inspection & Acceptance Point – All delivery orders will be F.O.B. origin requiring Inspection and Acceptance at source via FDA/DLA Troop Support or Certificate of Conformance
· Items Requiring Food and Drug Administration (FDA)/DLA Troop Support Inspection: The vendor will be responsible for coordinating this inspection via the WAWF/IRAPT. No order shall be shipped to the consolidation point prior to source inspection and acceptance unless instructed to by the DLA Troop Support KO either in the RFO notification or written consent following delivery order placement. All orders are to be held at the vendor(s) facility until inspection and acceptance is completed by either DLA Troop Support or FDA. In addition, the awarded vendor of the delivery order shall ensure that this process is followed in the event that any portion of a delivery orders is “drop shipped” by another source.
· Items Requiring Certificate of Conformance (COC): In lieu of the source inspection, a Certificate of Conformance will be requested from the vendor prior to accepting the invoice in Wide Area Work Flow (WAWF) now Invoice Receipt and Property Transfer (IRAPT).
3. Pricing and Availability – The contractor(s) may be asked for Pre-Requirement support to determine price and availability on specific items in order for an FMS customer to gain budget approval.
4. Pricing of Offered items – TLS offerors and, following award, contractors, shall NOT include transportation costs in their proposed unit prices.
Market Survey Continuation:
1. As a TLS vendor, you would be required to pull together resources of the commercial industry under one business umbrella. Can you source Hospital Supply equipment, accessories, consumable and durable type of items under FOB Origin terms?
2. Are there any products categories that you currently distribute and/or would be unable to distribute under FOB Origin terms?
3. Do you have any prohibitions, or know of any prohibitions that impact support for FMS requirements?
4. Comments or anticipated challenges?
