About this file
This is a market research survey from the Defense Logistics Agency (DLA) Troop Support Medical Supplier Operations Directorate in Philadelphia related to a potential Tailored Logistics Support (TLS) contract for hospital supply equipment, accessories, and consumable/durable items. The survey seeks information from potential vendors about their capabilities to serve as a TLS provider, including their business size, relationships with Original Equipment Manufacturers (OEMs), Electronic Data Interchange capabilities, product distribution capabilities, and current customer base.
The survey explores vendors' ability to support both CONUS and OCONUS delivery requirements across multiple military commands, comply with Medical Marking Standards, provide firm-fixed pricing for a base period plus four option years based on a Price Evaluation List of 100-500 items, and meet surge requirements of up to 50% above normal demand. Additional areas of inquiry include implementation timeline requirements, current contract administration experience, and inventory/stocking capabilities. The associated Sources Sought notice indicates this is for planning purposes only and targets both small and large businesses to provide commercial supply chain support, including shipping, receiving, storage, inventory management, and transportation visibility for medical and dental treatment facilities, military sites, and other federal partners.

6. Who are your current commercial customers for these products? Government customers?
7. Do you currently stock any of these product categories? If so, which ones?
8. What is the unit of quantities you could support?
9. What is the average routine delivery for these product categories? Are there any that have longer lead-times than others? Identify the product category and the average lead-time experienced.
10. Delivery is predominantly CONUS, DLA Distribution locations (DDSP, DDJC, DDNV etc.) and cross-dock and consolidation points. If need be would you be able to deliver outside of the United States (CONUS, Alaska, Hawaii, Commonwealths, and Territories) to SOUTHCOM, PACOM, EUCOM, AFRICOM, and CENTCOM? Challenges to meeting this requirement?
11. All orders shall be marked IAW Medical Marking Standard No 1. This supersedes previous references to MIL-STD-129. Latest MMS Standard is available online at https://www.dla.mil/Logistics-Operations/Packaging/. Would you be able to comply with the latest MMS?

A PEL is a representative sample (100 to 500 items) of the type of items that have been requested via MILSTRIP and Depot stock ordering methods within the last 5 fiscal years and not currently supported via any DLA TS Medical Ecommerce contract (ECAT/MSPV). Offerors may be requested to provide firm-fixed pricing for these items for a base period and four (4) one-year options periods (Five years total). Would you be able to provide firm-fixed pricing for additional option periods?
14. How long of a ramp-up period (implementation period) would you require for this type of contract – 2 weeks, 30 days, 60 days, longer?

The increased quantity and accelerated delivery rate are above and beyond the normal peacetime requirements. For these items, a surge quantity option would be considered (For Example, 50% above normal demand). Are there any categories of items that would be difficult to provide a substantial increase in quantity combined with an accelerated delivery?
