About this file

This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Illinois Department of Natural Resources (DNR) for emergency stabilization materials at Horseshoe Lake State Park in Madison County. The emergency procurement was necessitated by a major roadway failure on the causeway that provides the only access to the campground. The failure resulted from unexpectedly poor soil conditions encountered during excavations for a pump station replacement project; as adjacent soils were excavated, extreme pumping of the underlying causeway soils occurred, causing partial collapse of both the causeway and road. The DNR required emergency stabilization measures in the form of steel sheet piling installation to prevent further failure, allow project resumption, and safely reopen the causeway to the public. The supplies to be provided consist of forty-four (44) sections of PZC-18 interlocking steel sheet piling and four (4) ninety-degree connectors, all at forty feet long. The materials were to be delivered to the site for separate installation by contract. The emergency contract was awarded on June 23, 2026, with an actual expenditure amount of $109,139.20.

The selected vendor was Hammer and Steel Global, LLC, located at 11916 Missouri Bottom Road, Hazelwood, Missouri 63042, an approved materials supplier through the Illinois Department of Transportation (#18421). The DNR identified this vendor as best suited to provide the necessary materials for expeditious stabilization at an acceptable price, citing their status as a local materials supplier with required sheet piling materials nearby and available for immediate purchase and delivery. Pricing obtained from another local supplier was found to be 54 percent higher than Hammer and Steel Global's quote. No active state contract was available for the required supplies, and these materials were not available off the master contract. The procurement was funded through State Appropriation Funds with an actual cost designation rather than estimated cost.
