About this file

This file is an email correspondence chain documenting a first right of refusal inquiry from the City of Santa Fe Regional Airport to High Desert Landscaping regarding landscape maintenance and snow removal services. The correspondence, dated July 15-18, 2025, outlines the scope of work for monthly landscape maintenance of three parking lots (short-term and long-term), including gravel raking and cleaning, weekly weed checks with non-selective herbicide application for densely weeded areas, sidewalk clearing, and shrub and tree trimming up to fourteen feet in height. The inquiry also specifies irrigation system maintenance requiring weekly checks of spray patterns, timer operations, broken lines, on/off sequences, line leaks, and valve operations, with spring activation and fall shutdown. Snow plowing services are detailed as removal when accumulation exceeds three inches, with ice control managed through scoria application and concrete-safe ice melt products. High Desert Landscaping declined the first right of refusal offer on July 18, 2025, through Sandra Lucero, Contracts & Compliance Coordinator for Horizons of New Mexico.

The correspondence indicates that major irrigation repairs would be billed at $65.00 per hour plus material costs, while minor repairs such as sprinkler head replacement would be charged for materials only with labor included in the monthly contract. The email chain represents an informal procurement inquiry rather than a formal bid process, with the City of Santa Fe offering the incumbent contractor an opportunity to continue or renew services before pursuing broader competitive bidding. No specific pricing, budget allocations, contract term, or renewal options are detailed in this preliminary refusal correspondence, though the related contract opportunity indicates a ten-year contract term with price increase requests limited to no more than 10 percent annually.
