A. Quotes that receive an unacceptable rating for technical acceptability will not be considered for award.
Quotes that do not meet all stated requirements of the solicitation may be considered non-responsive and may not be considered for award.
B. The Government will review all quotes for compliance with the RFQ, to include compliance with all instructions, provisions and clauses, and submission dates.
C. Compliant quotes will then be evaluated using a Lowest Price Technically Acceptable (LPTA) approach in accordance with the following factors:
• Factor 1 : Price:
- The Offeror shall provide a firm-fixed-price to perform all services listed in Attachment 1 - PWS.
For your pricing and planning, please refer to the schedule detailed in the enclosed Performance Work Statement (PWS) – Technical Exhibit 1. Specifically, note that the service frequency is quarterly or semi-annually (February, May, August, and November. The quote must include the four months of performance and the total price per month should account for this specified schedule. (22 hood cleanings in Feb/Aug and 15 hood cleanings in May/Nov).
- The quoted price should include a six-month extension period that will be used to determine whether the Total Evaluated Price (TEP) is fair and reasonable IAW FAR 13.106-3. Pricing for technically unacceptable quotes will not be evaluated. IAW FAR 52.217-8, pricing for the six-month extension period shall use option year four (4) pricing as a placeholder, however, should FAR 52.217-8 be enacted at an earlier period, both the executed and funded amount shall reflect the most recent year’s pricing.
• Factor 2 : Technical Acceptability:
- Acceptability of this factor is based on an Offeror describing an adequate approach to addressing the below elements of the PWS. The submission shall document the Offeror’s processes and capabilities to demonstrate an understanding of the requirement. Statements that the offeror understands, can, or will comply with the PWS; statements paraphrasing the PWS or parts thereof; and phrases such as “standard procedures will be employed” or “well known techniques will be used” etc., will be considered unacceptable.
The Offeror shall document their approach to:
The detailed process for cleaning hoods, ducts, fans, and filters to bare metal while ensuring compliance IAW the PWS Section 1.
The Offeror shall:
Provide a detailed narrative to show employees are trained as defined by National Fire Protection Association (NFPA) and add any certifications and training required by employer IAW PWS 4.4.2.
- The following table shall be used for the evaluation of Factor 1:
