About this file

This is a Questions and Answers document for the National Geospatial Intelligence Agency (NGA) Moonshot Labs Parking solicitation (HM157525RMSLP) containing six Q&As dated between January 21-29, 2025. The document clarifies requirements for providing 35 parking spaces within a quarter-mile radius of 911 Washington Ave, St. Louis, MO 63101.

Key details include: no specific security requirements though vendors must describe their security approach in their proposals; vendors are responsible for any security measures including fencing/gates/cameras and associated approvals/funding; both covered and uncovered parking options will be considered; spaces will be used only for passenger vehicles (no commercial vehicles); and the quarter-mile radius requirement is strict with no flexibility (a vendor inquiry about a half-mile location was explicitly rejected). NGA does not own the parking areas around the location, so vendors must make their own arrangements for proposed security measures.

# Date Question Answer 1 1/21/2025 Looking at the site, it appears the location of the 35 spots are on a surface lot next to the building. It is an open area and security is part of the RFP and what level of security are you looking for?

The Security Proposal should provide a description of the security at the proposed location that will ensure the safety of employees and visitors. NGA understands that all proposed parking locations may not be able to provide the same security approach. There are no specific security requirements, but NGA will consider the Security Proposal as part of the overall evaluation.

2 1/21/2025 Does Moonshot have ownership of this area and be able to grant installation of fencing and gates? Some clarity on this is important to our consideration of the bid. We are familiar with that area of St Louis and a high level of security is understandable but short of a dedicated containment of the areas is problematic.

NGA does not own any of the parking areas surrouding the location (911 Washington Ave). Any arrangements for proposed security measures (to include approvals and funding of fencing/gates/security cameras) are the responsibility of the proposing vendor.

3 1/22/2025 Do the parking spaces need to be covered, as in a garage or structure?

NGA will consider both covered and uncovered parking options.

4 1/22/2025 Is there a requirement for camera based monitoring? The Security Proposal should provide a description of the security at the proposed location that will ensure the safety of employees and visitors. NGA understands that all proposed parking locations may not be able to provide the same security approach. There are no specific security requirements, but NGA will consider the Security Proposal as part of the overall evaluation.

5 1/22/2025 What type of vehicles are intended to be parked the spaces, for example cars, SUVS, or larger vehicles like buses etc?

The parking spaces will be used by passenger vehicles. No commercial vehicles will use the parking spaces.

6 1/29/2025 I am reaching out regarding the Moonshot Labs Parking Solicitation (HM157525RMSLP) to clarify the strictness of the ¼-mile radius requirement for eligible parking locations.

We have received interest from a potential vendor whose parking facility is located at 1601 Lucas Ave, St. Louis, MO, which is approximately ½ mile from the required location at 911 Washington Ave, St. Louis, MO. The vendor meets all other criteria, including security, accessibility, and federal compliance, as they currently lease parking under a GSA agreement with the Social Security Administration.

Before proceeding further, we would like to confirm whether there is any flexibility in the ¼-mile radius requirement, or if proposals beyond this distance will be deemed ineligible for evaluation.

Proposals must be within ¼ mile radius of 911 Washington Ave, St Louis, MO, 63101. We will not consider proposals outside of this radius.
