Vendor QuestionsAnswers
1Is the $9,999,999 maximum for this contract the
maximum amount to be awarded for the base year and option years all inclusive?Yes; the maximum is inclusive of the base and all option years.
2The two AOIs in Russia and China total up to 26,328,734
SQKM, yet the pricing table requests pricing for AOI’s of up to 40M SQKM. Will there be additional AOI’s in other parts of the world requested?Attachment 2 shows examples of what will be requested at the

order level, but the Attachment is just an example. NGA expects additional AOIs in other parts of the world to be included at the order level throughout each year.

3 Will there be a minimum or maximum size AOI for each order? The orders are limited to a minimum of $5,000 and maximum of $2,000,000. There is not a min/max size for AOIs.

4Will AOI’s be contiguous; or will they contain multiple smaller
AOI’s within a region? No, AOI's will not necessarily be contiguous. When possible adjacent and overlaping AOI requirements will be combined to form one contiguous AOI within the $ limits defined in cell C4 for the purpose of orders.
5Can you provide anticipated conops or vision when requesting
emitter ID’s?Yes, once contract has been awarded we would encourage such TEMs. In most cases this type of discusion would require a classified TEM with cleared personnel.
6Are the AOI’s for the different bands overlapping or are they
separate AOI’s? Will each AOI collection specify bands to be collected or are they considered separately? Will the AOIs for the different bands overlap? At the order level, the awardee will be provided a list of AOIs and the frequencies required for those AOIs. Each AOI will specify bands to be collected (see example in Attachment 2). Each AOI should be considered separate for pricing purposes. For example, if there are two AOIs provided that are 10,000 SQKM, and they share the same frequency band requirement (UHF), the total SQKM would be 20,000 (under the UHF CLIN). If VHF was also required for both, the total SQKM would be 40,000.
7Will NGA be issuing a DD254 as part of the award?NGA security has provided guidance that the awardee and

the COR may coordinate with the NGA WorkForce Support group to schedule on site classified discussions without a DD254 since none of the work being performed is classified.

8Will NGA evaluate LPTA at the contract level; or at the task level?LPTA will be used for evaluation at the contract level. The pricing established at the contract level will be used to issue orders for different AOIs and frequencies as they arise.
9To maximize revisit opportunities that ensure twice a day
collection, we recommend requiring companies to offer multiple orbits, or establish as a multi-award IDIQ.There is a revisit rate of twice per day. We are not detailing how a vendor must meet the requirements; each vendor can propose different approaches to meet the minimum standards.
10The referenced DFARS 252.227.7013 is intended for Rights in
Technical Data -Non-commercial Items. Recommend the Government reference DFARS 252.227.7015 Technical Data-Commercial Items instead since Offerors are only providing firm fixed prices for commercial data. The provisions of DFARS 252.227.7015 Technical Data-Commercial Items are consistent with the commercial data customarily provided by vendors. Recommend the Government also require Offerors to provide a special license agreement to support sharing with the mission partner community to include international or multi-national defense organizations, foreign governments, and international organizations connected with NGA-led activities. We are requiring no less than Government Purpose Rights.

Additional License terms are located in Section H of the solicitation and in the SOW.
