1.0 General

1.1 Background

NGA has a need to discover and characterize activity at known and previously unknown locations; many of these locations host equipment that emits energy on the Radio Frequency (RF) bands of the electromagnetic spectrum.1 The survey of large areas for RF emissions supports NGA’s mission to deliver analytic insights to policymakers and warfighters, leveraging the unique capabilities of the commercial GEOINT industry.

1.2 Objective

This Indefinite Delivery/Indefinite Quantity (IDIQ) contract will provide NGA a means to reliably and consistently leverage the capabilities of the commercial GEOINT industry to produce and deliver to NGA global datasets that utilize automated techniques to detect, characterize, and geolocate emitters of RF energy. Over a 5-year period, these datasets, covering large geographic areas, will enable NGA to discover and monitor activity and equipment that emit energy in the HF to Ka band including Automated Information

System (AIS), Emergency Position-Indicating Radio Beacons (EPIRB), Automatic

Dependent Surveillance-Broadcast (ADS-B), satellite phones, L-Band communications, and radars of all functions. NGA requires data over large geographic areas of northern latitudes including China, Russia, Iran, as well as mid-latitudes including Africa, and

Central and Southern America.

The data is intended to support NGA’s research and analysis of issues including illicit trafficking of narcotics, weapons, and wildlife, as well as military equipment and activity.

NGA intends to discover and monitor these activities at both fixed sites as well as emitters at sea, in the air, and on land in dispersed areas. The objective of this effort is also to enhance NGA’s ability to respond to developing world events in a dynamic and agile manner with a data service that can deliver data from different geographic areas quickly and provide periodic revisits of an area. Ideally the latency between collection and delivery is ASAP.

1.3 Scope of Work

Although all work performed under this contract will be produced and delivered on UNCLASSIFIED networks, there may be a need to hold discussions that are CLASSIFIED.

Vendor must have ability to participate in technical exchange meetings (TEMs) at the

TS/SCI level in NGA spaces, and is responsible for handling the material appropriately.

Area to be monitored:

1 See https://en.wikipedia.org/wiki/Radio_spectrum

For each task, NGA will provide one or more contiguous areas of interest (AOI). These AOIs may be located as far north as 68 degrees N latitude and as far south as 23 degrees

S latitude. Specific AOIs and frequencies will be detailed at the order level. Attachment 2, AOIs and Associated Frequency Examples, shows an example of what will be provided at the order level. While some variation on the exact coverage areas is expected due to orbital mechanics, the data delivered should cover at least 85% of the defined areas on a daily basis.

Frequencies to be monitored:

NGA will provide a specific range of frequencies to be monitored for emitters, or signals of interest. The frequency ranges will be located between 30 MHz (VHF band) to 18 GHz (Ku band), and may be unique per area of interest. NGA will consider the following definitions of frequency ranges, consistent with IEEE:

VHF: 0.03-0.3 GHz

UHF: 0.3-1 GHz L-band: 1-2 GHz S-band: 2-4 GHz

C-band: 4-8 GHz X-band: 8-12 GHz Ku band: 12-18GHz

K band: 18-27GHz Ka band: 27-40GHz

The geolocations of emitters of specific frequencies, such as Iridium®, covered in the above frequency ranges are required to be included in the data delivered.

Guaranteed revisit:

The AOIs and frequencies to be monitored must have minimum revisit rates of twice per day.

1.4 Period of Performance

The period of performance of this contract consists of a base year of 12 months and four

(4) optional 12 month extensions.

1.5 Place of Performance

All work is to be completed off-site, at the Contractor’s location.

Description Delivery Date Acceptance Date

1 2.1 Global geolocation estimates and emitter metadata for Signals of

Interest of countries

Data will be accessible, upon order award +3 days

Order award +16 days.

3.4 Acceptance Criteria and Review Timelines

NGA will conduct substantive reviews of a random selection of geolocation estimates and associated emitter metadata deliverables every two months over the course of the contract to identify outliers and data inconsistencies. NGA will present questions, errors, and/or issues to the vendor via email, unclassified ad hoc meeting, or at a regularly scheduled quarterly meeting. The vendor shall have two weeks to provide insight into or verify outliers within the dataset.

Data will be reviewed for the following:

Metadata and attribution

Units for all measurements and conversions. The preferred standard datum is WGS84 unprojected.

Completeness of global dataset

Precision of measurements

Fidelity of units of measurement (not rounded value or denote/specify the number of significant digits)

Vendor-provided Geolocation estimates: 90% - 95% must be accurate to within 5

– 10 kilometers.

At a minimum, metadata will contain the nine attributes defined in attachment 3.

3.5 Delivery Methods

Data is to be available via an unclassified application programming interface (API) that allows for query and exportable/downloadable in commonly used formats (e.g.: .csv, .gdb, GeoJSON). Ideally, the data would feed automatically into relevant IC/DOD repositories on both unclassified and classified networks.

4.0 Meetings

4.1 Technical Exchange Meetings (TEMs)

TEMs will be held on both a regularly scheduled and on an ad hoc basis as NGA evaluate the data and discuss questions and errors to facilitate evaluating the data. NGA meetings may take place at NGA Campus East (NCE), Springfield, VA or NGA Campus

West (NCW), Saint Louis, MO; by teleconference; or other unclassified or classified co-working space as determined by the Contracting Officer’s Representative.

4.2 Post-award Kickoff Meeting

Within 10 business days of contract award, the Government will conduct a post-award kickoff meeting at NCE with dial-in from NCW. This TEM shall cover administrative issues and technical questions as necessary for the award.

5.0 Travel and Other Direct Costs (ODCs)

No travel or other direct costs are anticipated for this contract.
