1 . BACKGROUND AND SCOPE

1.1 BACKGROUND

National Geospatial-Intelligence Agency (NGA) has a requirement for Top Secret, Sensitive Compartmented Information (TS//SCI) clearance contractors qualified in providing sign language interpreting services. These services include American Sign Language (ASL)/ English interpreting, Contact Sign Language (CSL)/Pidgin Signed English (PSE)/ English transliterating, tactile/close vision interpreting and oral transliterating. NGA also has a requirement for Communication Access Real-Time Translation (CART) services on a case-by-case basis. These services are required to ensure equal linguistic access for all NGA employees, visitors, and applicants.

The NGA is the nation's primary source of geospatial intelligence (GEOINT) for the Department of Defense (DoD) and the United States (US) Intelligence Community (IC). As a DOD combat support agency and a member of the IC, NGA provides GEOINT, in support of U.S. national security and defense, as well as disaster relief. GEOINT is the exploitation and analysis of imagery and geospatial information that describes, assesses, and visually depicts physical features and geographically referenced activities on the Earth.

The NGA Office of Equal Employment Opportunity (EEO) ensures that NGA’s Deaf and Hard of Hearing (DHH) employees, applicants, and others conducting official business with the agency, have equal access to the terms, conditions, benefits, and privileges of employment, or for individuals doing business with the Government by facilitating effective communication with others in the performance of their responsibilities and duties.

EEO provides subject matter experts from the Interpreting Services Team (IST) to be assigned as the Contracting Officer Representative (COR), Alternate Contracting Officer Representative, (ACOR), Government Program Manager (GPM), and Technical Monitor(s) (TM). Government (GOV) interpreters have the responsibility of maintaining the daily interpreting requirements for all Government and contract Sign Language Interpreters (CSLI)(s), as well as determining program requirements.

Authority for this contract is contained in the Rehabilitation Act of 1973, as amended, in Title V, Sections 501 which provides for reasonable accommodations for employees with a disability, and in Title V, Section 504, which provides that no individual with a disability shall, solely because of the disability, be excluded from participation in or be denied the benefits of, any federal program or program receiving federal financial assistance.

Each update shall be submitted to the COR/ACOR for review and acceptance.

3. The Contractor’s QCP shall demonstrate its prevention-based outlook by meeting the objectives stated in the PWS throughout all areas of performance.

The QCP shall be developed to specify the Contractor’s responsibility for management and quality control actions to meet the terms of the contract. The QCP as a minimum shall address continuous process improvement; procedures for scheduling, conducting and documentation of inspection; discrepancy identification and correction; corrective action procedures to include procedures for addressing Government discovered non-conformances; procedures for root cause analysis to identify the root cause and root cause corrective action to prevent re-occurrence of discrepancies; procedures for trend analysis; and procedures for collecting and addressing customer feedback/complaints.

Report (CDR) will be issued. The contractor shall reply in writing within five (5) business days from the date of receipt of the CDR, giving the reasons for the unsatisfactory performance, corrective action taken, and procedures to preclude recurrence (CDRL 0013). In the event the contractor’s personnel performance continues to be unsatisfactory to the Government, the Contracting Officer (CO) reserves the right to request and receive a satisfactory replacement.
