About this file
This document is an amendment to a Request for Information (RFI) for the GLAP II (Geospatial Learning through Academic Programs II) opportunity from the National Geospatial-Intelligence Agency (NGA). The amendment extends the RFI response deadline from May 22, 2025, to June 2, 2025, at 12:00 PM EST and provides responses to 11 industry questions. Key clarifications include contractor accreditation requirements, with contractors needing to be accredited by a U.S. Department of Education recognized agency and USGIF-accredited (with exceptions for Geomatics or Geospatial Information Analysis courses).
The document addresses several critical aspects of the training program, such as daily instruction requirements (8 hours of training including instruction and self-study), software provision for students, course syllabus adherence, and course cancellation policies. The incumbent vendors for the GLAP II requirement are Missouri University, Saint Louis University, and the United States Geospatial Intelligence Foundation. The NGA intends to improve course coordination by allowing direct communication with instructors after contract award, while maintaining university communication protocols. The government is not currently planning an industry day but will post notifications on Sam.gov if plans change.

The purpose of this amendment is to amend the RFI PWS document and respond to questions received from industry.
PWS Rev. 1
1. The deadline for the submission of the RFI is hereby extended from May 22, 2025, 12:00pm EST to June 2, 2025, 12:00pm EST.
2. PWS is hereby revised and replaced with revised version dated: May 20, 2025.
A. Questions & answers:
The following is to address questions received:
Question 1: are you able to provide the incumbent vendor for the GLAP II requirement?
Answer 1: The incumbents are:
a. Missouri University.
b. Saint Louis University.
c. United States Geospatial Intelligence Foundation.
Question 2: Given that we are currently in our busiest month of the year in advance of the
GEOINT Symposium, I’m requesting a one-week extension to respond by May 9th, 2025.
Answer 2: RFI response due date is hereby extended from May 22, 2025 to June 2, 2025, 12:00pm EST.
Question 3: We would like to request a conversation about the proposed PWS for our team and any other potential respondents to ask questions.
Answer 3: The Government at this moment is not planning to meet with industry. However, if the Government decides to conduct an industry day, a notification will be posted in
Sam.gov.
Question 4: For the subject RFI, would the Government please advise if NGA is seeking responses from all of industry or if only seeking responses from accredited academic institutions? Contractors are identified as the audience in the Description and Roles of the
RFI instructions; however, the subsequent Background section addresses academic institutions.
Answer 4: As per revised PWS Section 2 Scope: “The Contractor shall be accredited by an organization recognized by the U.S. Department of Education as an accrediting agency. The
Contractor shall also be USGIF-accredited unless the courses offered are in Geomatics or
Geospatial Information Analysis.”
Question 5: Page 4 of the PWS states: “Every day of instruction shall include 8 hours of training, which may consist of a combination of instruction and self-study time, including, for example, homework, asynchronous reading time, and capstone projects.” Is that a maximum of 8 hours or a requirement of 8 hours?
Answer 5: This is a requirement of 8 hours and maximum of 8 hours a day.
Question 6: does GLAP PM (on page 5 and elsewhere) refer to the “Contractor Program
Manager” or the “GLAP Government Program Manager”?
Answer 6: The revised PWS dated 20 May 2025 has now replaced that title in all PWS sections with the “GLAP II Course Manager” in order to avoid confusion and better align with current titles used within the National Geospatial-Intelligence College (NGC).
Question 7: Page 5 of the PWS states: “Aside from standard Microsoft Office programs, the
Contractor shall provide students with access to all software required for course completion throughout the duration of the course.” Based on our experience, it can be costly and difficult for universities to provide proprietary software or virtual machines for NGA students.
Answer 7: Please refer to the revised PWS Section 4.2 Course Material Requirements for additional clarifications.
Question 8: Page 5 of the PWS states: “Any deviations from the course syllabus that change the originally intended learning objectives will result in failure to fulfill the requirements and consequently to non-acceptance and non-payment for the course.” I noticed that this wasn’t in the original GLAP PWS. Could you provide more background as to what drove its inclusion in the proposed PWS and what this would look like in practice?
Answer 8: This requirement was added to reinforce the importance of aligning course delivery with the approved syllabus and learning objectives. In practice, this means that while instructors may adapt delivery methods or examples, the core learning outcomes shall be met the approved syllabus. s. The goal is to ensure consistency, instructional integrity, and mission relevance across all GLAP offerings. This is not intended to discourage academic flexibility, but rather to prevent significant deviations that compromise the course’s value to the government.
Question 9: Page 6 of the PWS states: “The GLAP PM will also coordinate with the university and/or individual instructor to ensure the course syllabus meets NGC’s needs and the timing of course delivery.” Currently, NGA uses USGIF as an intermediary to the schools. Does this mean NGA would be able to go straight to the instructor for questions?
Answer 9: Please refer to Section 3.3.1 Course Planning for additional clarifications. NGA intends to improve the efficiency of course coordination and delivery. In previous program years, delays in communication have occasionally impacted the timely alignment of syllabi and scheduling. Allowing the GLAP II Course Manager to coordinate directly with instructors — after a contract award and while respecting each university’s communication protocols—is intended to streamline the process and help ensure successful course execution.
Question 10: Page 6 of the PWS states: The Government may cancel course offerings either based on mission requirements and/or if enrollment falls below the minimum of ten participants and will notify the Contractor ten (10) business days in advance of the scheduled virtual course and three (3) business days in advance of the self-paced online training.”
We’ve learned through our experience over the past five years that it’s best practice to keep that number to 21 business days, given the amount of work school’s put into courses in the weeks ahead of a course.
Answer 10: Due to the dynamic nature of our mission requirements, the current cancellation notice period—10 business days for virtual courses and 3 business days for self-paced online training—remains necessary. This timeline aligns with past practice and reflects the level of flexibility required to support our operational environment.
Question 11: Can a university be a Prime on this effort or are you looking for a Small
Business to Prime and leverage Universities as partners? Our university currently works with DoD customers.
Answer 11: Refer to answer No. 4
Opportunity to submit industry questions is now close.
