Wet Film as a Service
“Fairchild”
Request for Information (RFI)
HM0476-18-Q-0024
22 May 2018
A. Description and Purpose
(U) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. While this RFI indicates currently planned contracts, it does not commit the Government to contract for any supply or service whatsoever. Further, the National
Geospatial-Intelligence Agency (NGA) is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI - all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
B. Scope
(U) NGA has a persistent mission to process original negative “wet” film as well as a mission to reproduce positive film copies from original negatives. This mission supports U.S. treaty obligations, with predetermined specifications for how much film will be received, timelines in which it must be processed, and how it must be delivered for follow-on analysis.
(U) To meet these obligations, NGA requires up to 10,000 feet of wet film to be processed, twice per month. Due to the legacy technology required for this processing, NGA shall provide Versamat automatic film processors and Niagra printers as Government-furnished equipment (GFE). NGA’s intent is for the storage, maintenance, and utilization of this GFE to occur at a Contractor-owned and operated facility, but the Government is open to technically feasible alternatives.
(U) NGA envisions fulfilling this mission support requirement through a “film as a service” based model where the processing of wet film would be bought on a per-unit basis, resulting in delivery of one fully processed film roll. The service provider would be responsible for acquiring all required processing materials, the processing of the film, the disposal of all waste, and the shipping of all processed film. It is estimated that each production run requires the following:
The tables below are unclassified
Chemistry Quantity Film Quantity
641 Dev Starter 2 9000 ft ON (3409) 18
641 Dev Replinisher 2
9000 ft Dupe (18-19 rolls) SO-
192 18
885 Fixer Replinisher 2
1000 ft flashed film (2+ rolls per mission) SO-192 2
(U) One of the primary objectives of the wet film mission is to ensure that all processed film meets the quality standards required for the film to be used for imagery exploitation. NGA seeks industry input on the most effective method for quality assurance of processed film, given the unique mission requirements and the legacy technology/techniques that must be utilized.
C. Responses
(U) Interested parties are directed to respond to this RFI by specifically addressing the questions described in Section D of this RFI.
(U) Written responses shall not include proprietary information. Any responses that are marked proprietary will not be considered. Responses to this RFI shall be UNCLASSIFIED. Classification markings shall be on every page of the response.
