EVALUATION and AWARD:

In order to provide the Laboratory with the greatest degree of flexibility to match the available funding levels with the received offerings and to expedite the process, it is necessary to develop the Base Proposal and Alternate Proposal. As such, FRA reserves the right to place one (1) award for the Base Proposal, for Alternate Proposal, or to place no order at all.

Source selection will be conducted on a “Best Value” basis. Best Value employs a trade-off process that permits award to other than the lowest priced Offeror, or other than the highest technically rated Offeror. FRA may select the source whose proposal offers the best value to FRA in terms of technical merit, capabilities and experience, and other factors including price. Evaluation criteria are divided into two categories, Technical and Price.
