About this file
This document is a Draft Statement of Work (SOW) for a commercial Non-Earth Imaging (NEI) contract opportunity from the National Geospatial-Intelligence Agency (NGA). The SOW outlines key requirements for the contractor, including demonstrating imaging capabilities at various distances, validating data formats and transmission methods, conducting sensor trade analysis, and validating processing, exploitation, and dissemination (PED) capabilities. It also specifies deliverables such as a project plan, monthly technical exchange meetings, collected data and analytic reporting, and a final report. The contract has a 12-month base period with four one-year option periods. The work will be performed at the contractor's facility, with government-furnished information limited to IT equipment access. Key security requirements include personnel security clearances and restrictions on information handling and release. The Government will have unlimited data rights to all technical data and analytic products delivered under the contract.

Introduction
The National Geospatial-Intelligence Agency (NGA) is the nation’s primary source of geospatial intelligence (GEOINT) for the Department of Defense and the U.S. Intelligence Community.
GEOINT is the exploitation and analysis of imagery and geospatial information that describes, assesses, and visually depicts physical features and geographically-referenced activities on the earth. As a DOD Combat Support Agency and a member of the IC, NGA provides GEOINT products and services to partners, decision makers, warfighters, and first responders across the globe. The NGA is the lead federal agency for geospatial intelligence (GEOINT). NGA delivers world-class geospatial intelligence that provides a decisive advantage to policymakers, warfighters, intelligence professionals and first responders.
The NGA motto is Know the World, Show the Way…from Seabed to Space.
Background
NGA’s Source (S) organization creates, collects and brokers authoritative GEOINT content and services based on NGA’s intimate knowledge of customer needs and powered by its unique command of the GEOINT supplier market, unparalleled tradecraft expertise, and cutting-edge technology to support national security priorities.
The Space Operations Division (SXOS) focuses on improving Space Domain Awareness (SDA) across the GEOINT enterprise to provide NGA customers with high fidelity SDA to increase understanding of the space operational environment.
Purpose
In the past two decades, the commercial space industry has developed from a nascent technology sector organized primarily around serving government customer needs and providing commercial satellite communications, to a robust, innovative market-driven industry focused primarily around commercial applications and commercial customers. In the commercial remote sensing industry, new capabilities offer alternate solutions for US
Government intelligence requirements.
This contract will utilize commercial unclassified Non-Earth Imaging (NEI) and associated analytics in satisfying emerging geospatial needs, and inform the development of enduring commercial NEI requirements. The contract will inform the impact of commercial SDA data on the quality and accuracy of commercial NEI data. The contract will also access alternative tasking and data delivery methods.
