ISDA HAZARDOUS WASTE REMOVAL - BOISE AND TWIN FALLS
Solicitation number
1436
Issued by
Twin Falls County, Idaho

About this file

This is a Request for Quote (RFQ 1436) issued by the Idaho State Department of Agriculture (ISDA) for hazardous waste removal services from laboratory facilities located in Boise and Twin Falls. The scope of work encompasses inventory, packing, manifesting, removal, transport, and disposal of laboratory chemicals and materials in compliance with RCRA, HSWA, CERCLA, OSHA hazardous waste operations standards, and Department of Transportation regulations. The Twin Falls facility (1180 N. Washington Street) requires an estimated two to three pickups annually, while the Boise facility (2300 Old Penitentiary Road) requires one to two pickups annually. Written questions are due September 23 at 11:59 PM MST, with quotes due October 1, 2026 at 5:00 PM MST through the IPRO e-procurement system. The contract term is one year with four optional one-year renewals upon mutual agreement. ISDA will provide a 30-gallon flammable waste container at Twin Falls within 14 calendar days of contract award, which vendors must replace with a clean container upon each pickup. Vendors must submit itemized invoices within 14 days of each pickup and disposal manifests for record-keeping.

Award will be based on lowest total cost calculated using a formula combining average prices from three designated pricing tables covering dichloromethane disposal, disposal services across hazard classifications and container sizes (less than 5 gallons to 55 gallons), and one-time mobilization fees per pickup location. Pricing must remain firm for the first contract year, with adjustments at renewal considered only with written justification for documented cost increases outside vendor control. All pricing must be submitted electronically through IPRO and must include all labor, materials, packing supplies, manifesting, disposal fees, and environmental surcharges. Vendors must hold a current valid EPA ID number and maintain Pollution Legal Liability or Contractors Pollution Liability insurance with minimum coverage of $1 million per pollution condition and $5 million annual aggregate, plus comprehensive general liability ($1 million per occurrence / $2 million aggregate) and workers' compensation insurance as required by Idaho law. All insurance must name the State of Idaho and ISDA as additional insureds. Vendor responses must be firm for 90 days and submitted with the completed State of Idaho Signature Page through LUMA and IPRO.

Hazards: No data available.

Indication of immediate medical attention and special treatment needed

Treatment: No data available.

5. Fire-fighting measures

General Fire Hazards: Use water spray to keep fire-exposed containers cool. Fight fire from a protected location. Move containers from fire area if you can do so without risk.

Suitable (and unsuitable) extinguishing media

Suitable extinguishing media:

Use fire-extinguishing media appropriate for surrounding materials.

Unsuitable extinguishing media:

Do not use water jet as an extinguisher, as this will spread the fire.

Specific hazards arising from the chemical:

Vapors may travel considerable distance to a source of ignition and flash back.

Special protective equipment and precautions for firefighters

Special fire fighting procedures:

No data available.

Special protective equipment for fire-fighters:

Firefighters must use standard protective equipment including flame retardant coat, helmet with face shield, gloves, rubber boots, and in enclosed spaces, SCBA.

6. Accidental release measures

Personal precautions, protective equipment and emergency procedures:

Ventilate closed spaces before entering them. ELIMINATE all ignition sources (no smoking, flares, sparks or flames in immediate area). Keep upwind. See Section 8 of the SDS for Personal Protective Equipment. Do not touch damaged containers or spilled material unless wearing appropriate protective clothing. Keep unauthorized personnel away.

Methods and material for containment and cleaning up:

Absorb spill with vermiculite or other inert material, then place in a container for chemical waste.

Notification Procedures: Prevent entry into waterways, sewer, basements or confined areas. Stop the flow of material, if this is without risk. ELIMINATE all ignition sources (no smoking, flares, sparks or flames in immediate area). Stop leak if you can do so without risk.

Environmental Precautions: Do not contaminate water sources or sewer. Prevent further leakage or spillage if safe to do so.

7. Handling and storage

Precautions for safe handling: Avoid contact with eyes. Wash hands thoroughly after handling. Keep away from heat, hot surfaces, sparks, open flames and other ignition sources. No smoking. Do not spray on an open flame or other ignition source. Do not pierce or burn, even after use. Avoid contact with eyes, skin, and clothing.

SDS_US - RE1000025389 4/14

Conditions for safe storage, including any incompatibilities:

Store locked up. Pressurized container: protect from sunlight and do not expose to temperatures exceeding 50°C. Do not pierce or burn, even after use. Aerosol Level 3

Individual protection measures, such as personal protective equipment

General information: Provide easy access to water supply and eye wash facilities. Good general ventilation (typically 10 air changes per hour) should be used. Ventilation rates should be matched to conditions. If applicable, use process enclosures, local exhaust ventilation, or other engineering controls to maintain airborne levels below recommended exposure limits. If exposure limits have not been established, maintain airborne levels to an acceptable level.

Eye/face protection: Wear safety glasses with side shields (or goggles).

Skin Protection

Hand Protection: No data available.

Other: Wear suitable protective clothing. Wear chemical-resistant gloves, footwear, and protective clothing appropriate for the risk of exposure. Contact health and safety professional or manufacturer for specific information.

Respiratory Protection: In case of inadequate ventilation use suitable respirator. Seek advice from local supervisor.

Hygiene measures: Observe good industrial hygiene practices. Avoid contact with eyes. When using do not smoke. Contaminated work clothing should not be allowed out of the workplace. Avoid contact with skin.
