About this file
This document is a solicitation questions and answers file for the Hickam Open House 2025 event, issued by the Department of the Air Force's 766th Enterprise Sourcing Squadron on 30 July 2025. The document provides key insights into the contract, including that this is the second year of the event, with the previous contract (FA521525C0002) covering only parking and bus transportation. The government intends to award a single contract to one prime contractor to manage all Performance Work Statement (PWS) requirements, which include event services for two days: Friday with 1,000 expected attendees and Saturday with 4,000-6,000 attendees.
The solicitation clarifies specific service requirements, noting that buses are not needed on Friday and that the contractor will have discretion in determining sanitation maintenance needs. The event will require bus transportation, parking management for 1,000 vehicles, and sanitation services, including 30 portable toilets and five handwashing stations. The contractor will be responsible for event sanitation from 11-13 September 2025, with the primary event date being 13 September 2025. Potential bidders are informed that partial bids will not be accepted, and the contract will be awarded to a single contractor who can comprehensively manage all specified requirements.

Solicitation Questions for Hickam Open House 2025
Question 1. Is this a brand new contract or is there an incumbent performing these services?
a. This will be the second year that Hickam will be hosting this event. Last year, the contract was only for the parking and bus transportation. Sanitation rental was done through a separate acquisition.
Question 2. If not brand new, could you please provide the current/previous contract number?
a. FA521525C0002
Question 3. Has the customer bought similar services in the past?
a. Yes
Question 4. Is it possible to submit a bid for a portion of the work?
a. No. The Government intends to make a single award to one prime contractor to manage all the
PWS requirements.
Question 5. If so, how many people are expected per day?
a. Friday – 1,000 people / Saturday – 4,000-6,000 people. Reminder that buses are NOT required on Friday.
Question 6. Can you provide details on the sanitation maintenance?
a. The Government does not want sanitation maintenance during the event. As the subject matter expert, we want the contractor to determine whether or not the portajohns need to be serviced on Friday at the end of the day. If not, then only the pick up maintenance that needs to happen will be on Saturday.
