ASPR Professional Staffing Support Industry Day – 5/17/2019 Questions and Answers

1. What is the difference between ASPR and FEMA?

a. Both have emergency response components to their complex missions in support of

American citizens, but each focuses on the specific areas they specialize and collaborate as part of a larger USG team of Federal Civilian and Defense agencies as needed.

i. FEMA’s mission information can be found here:

https://www.fema.gov/about-agency

ii. ASPR’s mission information can be found here:

https://www.phe.gov/about/aspr/Pages/About-ASPR.aspx

2. Will the RFP be released for specific schedules?

a. At this time the strategy is for Full and Open, so this requirement is not going to be released on any specific schedule. However, this strategy is subject to change.

3. How much money do we anticipate this procurement being awarded for?

a. Estimated total dollar value of this procurement, base and options, is ≥$500M, this is just an estimate based on history data, we will further define what our estimate is as the requirements are more defined.

4. Is the timeframe for the RFP fiscal year 2020 or calendar year 2020?

a. ASPR operates on Fiscal Year, so October through September 2020.

5. Is the anticipation for Small and Large Business to team or be in a joint venture?

a. ASPR is providing an attendee list for today’s Industry Day to encourage teaming, partnering, and Joint Ventures (VJ’s). It is up to vendors to establish these relationships.

6. Is there a goal to consolidate the number of Prime Vendors?

a. At this time, no. The current strategy is a multiple award IDIQ.

7. For the labor categories what will the security and citizenship requirement be?

a. The RFP will include qualifiers for Labor Categories and ASPR currently maintains Foreign National contractors, but this requires additional security screening.

Vendors are encouraged to review information regarding security and background investigation requirements for Foreign Nationals.

8. For Surge Support, do we anticipate the contractors working at risk or will the Task Orders be funded up front?

a. ASPR does not have contractors working at risk. All Task Orders will be fully funded at the time of award with changes to scope that impact cost requiring a contract/task order modification.

9. How will the selection process be for multiple awards?

a. ASPR is still formulating the evaluation criteria for the RFP.

10. Is it anticipated that the RFP will be released on a schedule (E.g. GSA) or be Full and Open?

a. See response to question #2.

11. How many small and how many large vendors are anticipated for the award?

a. Currently the total number of vendors anticipated for award is unknown and cannot be determined until the RFP is released and proposals are evaluated.

12. Can we verify which NAICS Code we plan on using?

a. Currently ASPR is reviewing how it will handle NAICS Code.

13. Will we evaluate each Offeror against each area?

a. At this time the strategy is that offerors will be evaluated based on the area(s) they propose they can support in response to the RFP.

i. Example: Acme Corp. can support only areas One and Three of 10 support areas identified in the RFP. Acme Corp. submits a proposal for areas One and Three and will be evaluated based on the RFP’s evaluation criteria only for areas One and Three.

b. ASPR strongly encourages all interested vendors to accept that ASPR’s evaluation approach at this stage is still being developed, and its approach is subject to change until release of the RFP.

14. Will we consider looking at awarding to different businesses in different categories?

a. ASPR will take this under consideration.

15. Surge staffing post award, is the security process going to occur prior to a Task Order being issued?

a. ASPR, under HHS/OS, has specific security requirements that prohibit any contractor from performing until they’ve successfully cleared security. There may be some exceptions dependent on the type of work the contractor is providing, which may allow for some contractors to begin providing specific services at the contractor’s facility prior to clearing HHS/OS security, but these situations are requirement specific and reviewed and acted upon on a case-by-case basis at the Task Order level.

16. Will we consider doing a draft Task Order prior to award?

a. ASPR will take this under consideration.

17. Is there any preference for small business set aside in the RFP?

a. See response to question 5.

18. Is there any budget allocated for this staff augmentation opportunity?

a. See response to question 3.

19. Is there any rough estimates as to the number of staff requirements that might occur in the below mentioned task areas?: Information Technology (IT) at local and enterprise level, Project, Program, and Portfolio Management, and Quality Assurance/Quality Control (QA/QC).

a. This will be determined at the Task Order level.

20. Is there any mandatory criteria that will be used to shortlist the contractor?

a. Currently no, but ASPR will take this under consideration.

21. What would be the duration of contract?

a. Currently it is a base of one (1) year, with four option years, so a total of five (5) years if all options are exercised.
