About this file

This is a Questions and Answers document from a Request for Information (RFI) regarding Audit Remediation services for the Defense Intelligence Agency (DIA). The document compiles market research inquiries from two vendor sources—Advent and Keystone Advisors—addressing contract structure, operational requirements, and acquisition strategy considerations.

The DIA is planning to establish a Blanket Purchase Agreement (BPA) to remediate approximately 88 Not-Found Remediation (NFRs) in the first call order, with the majority concentrated in Property, Plant & Equipment (PP&E) audit areas. The Government will furnish the system of record and tracking tool (currently ServiceNow), and vendors may propose AI tools subject to government approval and system constraints. Contractors must have an existing Federal Facility Clearance (FCL)-holding entity on their team for the initial call order. The Government is evaluating all contract type options (FFP, FFP-LOE, T&M, or hybrid configurations) and has not yet established target performance metrics for closure rate, audit-response timeliness, or recurrence reduction—inviting industry input on practical performance standards. Work will be performed on-site 100 percent of the time. Contractor formatting for deliverables is acceptable unless otherwise specified in DD 1423s. Regarding acquisition strategy, the Government will determine through market research whether a small business set-aside or socioeconomic set-aside is appropriate. The Government declined to identify incumbent contractors or provide existing contract information.

Questions Answers Vendor

What is the approximate size of the current open NFR population in scope, and roughly how is it distributed across DIA organizations and audit areas?

In the first planned Call Order, there are roughly 88 NFRs, with a majority in PP&E.

Advent

Will the Government furnish or designate the system of record and tracking tool, or may offerors propose a FedRAMP-authorized platform deployed inside the DIA boundary for this purpose?

The Government will furnish the system of record and tracking tool. A new platform is outside the scope of this requirement, but may be considered in the future.

Advent

For SOO Objective 4, is there an approved-tools / approved-automation list, and what is the authorization path for introducing analytics or Ai-assisted capability?

The vendor may suggest to use AI tools available in the Government system of record for audit compliance (currently ServiceNow) subject to government approval of proposed AI courses of action.

Vendor use of AI is subject to the constraints of the system of record and the AI architecture in the Government provided network which may include metering and affordability of proposed solutions.

Advent

At award, will the Government sponsor a company-level FCL for the awardee, or is an existing FCL-holding entity required on the team for the initial call order?

An existing FCL-holding entity is required.

Advent

What contract types does the Government anticipate per call order (FFP, FFP-LOE, T&M), and is a hybrid acceptable?

The Government is considering all options.
