About this file

This is a Request for Information (RFI) and sources sought notice issued by the Virginia Contracting Activity (VaCA) on behalf of the Defense Intelligence Agency (DIA) for Audit Remediation Support Services. The RFI is market research only and does not constitute a solicitation, commitment to award a contract, or obligation to pay for response preparation. VaCA is conducting preliminary planning to inform a potential future acquisition using a Blanket Purchase Agreement (BPA) structure, contingent on FY27 funding availability. Responses are voluntary and will not receive individual feedback; however, information gathered will assist in shaping acquisition strategy, refining technical requirements, and developing a future solicitation.

DIA requires support for remediating auditor-identified findings (Notices of Findings and Recommendations), developing and tracking corrective action plans, improving audit response timeliness and quality, and sustaining remediation across audit cycles. Performance must include on-site work in TS/SCI environments at DIA facilities consistent with DIA security requirements and the DD Form 254. Respondents must address experience in federal financial statement audit remediation, DoD and Intelligence Community support, TS/SCI cleared staffing sustainment, NFR inventory management, root cause analysis, CAP development and tracking, audit liaison functions, evidence quality management, process improvement and automation, and knowledge management practices. Additional information requested includes recommended staffing models, clearance sustainment strategies, transition approaches, contract type recommendations (FFP, FFP-LOE, or T&M), performance metrics, identified risks and mitigations, and feedback on the draft Statement of Objectives. Responses are limited to 15 pages (excluding attachments) and must be submitted by June 30, 2026 at 4:00 p.m. EST to Dale.Williams2@dodiis.mil. Respondents must provide organizational information including SAM UEI, CAGE code, GSA schedule details if applicable, size classification, and socio-economic status certifications.
