QUESTIONS AND ANSWERS (Revision 1)

Solicitation #: HEVAS6-10-R-0004, (Fort Bragg School Bus Transportation Services)
Question/Concern #1: Paragraph 3.1.1 directs the contractor to use double-runs as the schedule permits. However, paragraph 4.3.2 states that buses must arrive at school 10 minutes before the opening and closing of school. There is not enough time between the closing of the elementary schools and the closing of either Irwin or Albritton to allow for any runs to be doubled. Can the afternoon requirement for being there 10 minutes early be dropped, allowing time for double runs? Alternately, can you change closure times?
Answer/Response #1: Performance Work Statement (PWS), paragraph # 4.3.2 has been revised and posted in Amendment 1 to Solicitation # HEVAS6-10-R-0004.
Question/Concern #2: Can you provide the existing contract number, name of the incumbent contractor, pricing structure and contract value?
Answer/Response #2: The existing contract number is W91247-07-D-0006. The name of the incumbent contractor is Bragg Lines Incorporated. For additional information, you may submit a Freedom of Information Act (FOIA) request to the Fort Bragg Contracting Office to request other information pertaining to the existing contract.
Question/Concern #3: How will the addition, deletion or combination of runs from Linden Oaks under CLIN# X001 be priced after award is made and performance under the contract has begun?
Answer/Response #3: All changes to include price pertaining to the Linden Oaks runs/routes (CLIN # X001) will be accomplished by contract modification. Changes in pricing will be based on the prices listed in (b) of the CLIN’s description or by negotiation.
Question/Concern #4: What are the seating requirements for the different grade levels?
Answer/Response #4: Seating standards shall be in compliance with state (North Carolina) and local transportation laws. Students’ safety must always be a priority consideration.
Question/Concern #5: Paragraph 52.121-2 (a) refers to the Government awarding a firm-fixed price contract, but the bid schedule would appear to be that of a requirements type contract since it is priced by daily route. Will the contact price fluctuate based on the number of routes run during a month or will it be a fixed price based on the estimates?
Answer/Response #5: Contract will be awarded as a firm-fixed unit price, single award not to exceed contract pricing. Changes will be accomplished by contract modification based on the proposed pricing in the schedule if available or by negotiation if not pre-priced.
Addition/deletion of routes will occur as new schools are built or removed from service.
Question/Concern #6: Is the intention of Paragraph 3.1.3 that the Government will be doing all the bus routing?
Answer/Response #6: The intent is that the government will approve all routes developed by the contractor.
Question/Concern #7: A majority of the buses on Fort Bragg utilized for regularly scheduled bus service have one or more students with special needs who have an Individual Education Plan (IEP), but are being mainstreamed in compliance with the parents’ request. Could bus aides be required on these buses under the provisions of paragraph 4.3.1?
Answer/Response #7: No. Bus aides will not be provided/required for daily commute buses.
Bus aides are only provided on Special Needs buses when indicated as required on the IEP.
Question/Concern #8: If more than one student on a bus meets the criteria of paragraph 4.3.1, will an aide be required for each of them?
Answer/Response #8: Requirement will not exceed one bus aide per special needs bus. The number of bus aides on Special Need buses is determined by the District Special Needs Coordinator and is usually only one aide per bus. If additional aide(s) are required, the contract will be modified.
Question/Concern #9: Is an AM & PM double run to be billed as one or two routes?
Answer/Response #9: An AM and PM double run is two routes. Billing will be in according with the unit of measure in the schedule (days or hours).
Question/Concern #10: There are a number of cul-de-sacs on Fort Bragg which are too small for a standard sized school bus to negotiate. Is it the intention of paragraph 4.2.1 that short-wheel-based vehicles be provided to negotiate these areas and provide service under Item No 0001?
Answer/Response #10: Only special needs buses must have curb to curb ability and will need to be able to access cul-de-sacs. Normal Daily commute buses will not require access to cul-de-sacs. Daily commute bus stops will be conveniently located which allows close proximity to residents but allows normal size buses to be used.
Question/Concern #11: Since there are no high schools in the Fort Bragg School System, which high schools are to be serviced and what services are to be provided under CLIN Item No 0003?
Answer/Response #11: The language in CLIN Descriptions # X003 is changed from: “Includes High School Off Campus Curricular After-School Programs as described in PWS” to “Includes Off Campus Curricular After-School Programs as described in PWS.”
