About this file
This is a specification document for a low-profile utility tractor being procured by the State of Illinois through the James C Helfrich Government Purchasing Cooperative (GPC). The specification outlines detailed requirements for a single tractor unit featuring a minimum 85 PTO horsepower turbocharged diesel engine compliant with current EPA exhaust standards, equipped with mechanical front wheel drive, a 16-speed forward and reverse transmission with power reverser, and power steering with hydraulic wet disc brakes. The tractor must include manufacturer's standard hydraulic systems with dual mid-valves, an independent 540 RPM power take-off, and a category 2 3-point hitch convertible to category 1 with anti-sway braces and swinging drawbar. The operator's station requires an open cab with OSHA-approved rollover protection, padded air suspension seat with three-inch seatbelts, and access from either side with grab handles and steps.
The tractor specification includes a loader attachment package as a required component, consisting of a general duty 70 to 85-inch bucket with loader prep kit, quick attach capability, self-leveling function, and joystick controller, along with one set of 48-inch pallet forks. Additional mandatory equipment includes agricultural-type tires (minimum 12.5-18 front and 16.9-24 rear), cold start grid heater or glow plugs, clearly labeled diesel and DEF tanks, lockable toolbox, slow-moving vehicle emblem, and all standard lighting including headlights, hazard lights, and rear-facing lamps. The instrumentation package requires key-operated ignition, water and weather-resistant starter switch with neutral start safety feature, throttle, tachometer, fuel gauge, DEF gauge, electric direct-reading hour meter, engine coolant gauge or warning light, and air-filter restriction gauge or warning light. All exterior painted surfaces shall be finished in manufacturer's standard colors.
