About this file
This is an Additional Specifications document for a Helfrich tractor low profile procurement by the State of Illinois. The solicitation requires brand new, unused equipment free from defects. Vendors must be authorized wholesalers or retailers and shall provide manufacturer name, make, model number, and complete specifications with all quotes. Standard manufacturer's warranty information must be included with proposals. Upon delivery, vendors are responsible for installing attachments if applicable and providing training on equipment operation and maintenance. Two copies of operator and maintenance manuals must be supplied upon delivery.
The document establishes "Brand Name or Equal" provisions allowing vendors to submit alternative products meeting the salient physical, functional, and performance characteristics specified. Bidders proposing equal products must clearly identify the item by brand name and model number, provide descriptive literature such as illustrations or drawings, and describe any modifications needed for conformance to solicitation requirements. The Contracting Officer will evaluate equal products based on information furnished by the offeror or reasonably available documentation; the burden of proof that a product is equal rests with the bidder. Freight shall be included FOB Destination to the specified ship-to location, and pricing must reflect all delivery costs.
