About this file
This is an asbestos testing analysis report prepared by Baratta-Hardy & Associates, Inc. for the City of Staunton, Virginia Health Department regarding suspect asbestos-containing materials at the municipal facility. On November 5, 2025, the city submitted one sample of suspect roofing material from the Staunton Health Department located at 1414 N. Augusta Street for laboratory analysis. The sample was forwarded to AmeriSci Richmond Laboratories, Inc. in Midlothian, Virginia for testing in accordance with EPA method EPA-600/M4-82-020 using Polarized Light Microscopy analysis procedures. The report, dated November 11, 2025, documents the findings from this testing.
The analysis results identify the asbestos content of the roofing material sample labeled B1, a black roofing field sample. This testing report directly supports the related contract opportunity, Bid #D00226 - 2026 Health Department Roof Replacement, which seeks qualified Class A contractors to remove and replace the existing spray foam roof system at the Staunton City Health Department. The asbestos testing results provide necessary baseline documentation of hazardous materials present at the facility prior to the roof replacement project and are essential for contractor safety planning and regulatory compliance during the removal and replacement work.

Re: Analysis of Suspect Asbestos Containing Materials Staunton Health Department 1414 N. Augusta Street Staunton, Virginia 24401
Dear City of Staunton:
On November 5, 2025, we received one sample of suspect roofing material from you. We understand that this sample was obtained from 1414 N. Augusta Street.
We forwarded the sample to AmeriSci Richmond Laboratories, Inc. of Midlothian, Virginia for analysis. Analysis was performed in accordance with EPA method EPA-600/M4-82-020 (Polarized Light Microscopy). The results are as follows:
Sample Number
Description Asbestos Content
B1 Roofing black, field <1% chrysotile
Technically the roofing product is not an ACM. However, due to trace amounts of asbestos minerals, Virginia OSHA had declared it be treated as Asbestos Containing Material. A copy of the test report is attached.
A contractor using personnel and procedures conforming to OSHA and USEPA requirements should perform any asbestos removal.
Please feel free to contact us if we can be of further service or should you desire any additional information.
Respectfully, BARATTA & ASSOCIATES, Inc.

*NAD = no asbestos detected, Detection Limit <1%, Reporting Limits: CVES = 1%, 400 Pt Ct = 0.25%, 1000 Pt Ct = 0.1%; "Present" or NVA = "No Visible Asbestos" are observations made during a qualitative analysis (Not covered by NVLAP or NY ELAP accreditations); NA = not analyzed; NA/PS = not analyzed / positive stop; PLM Bulk Asbestos Analysis using Olympus, Model BH-2 microscope, Serial #229707, by EPA 600/R-93/116 per 40 CFR 763 (NVLAP Lab Code 101904-0) and ELAP PLM Analysis Protocol 198.1 for New York friable samples which includes quantitation of any vermiculite observed (198.6 for NOB samples) or EPA 400 pt ct by EPA 600/M4-82-020 (NYSDOH ELAP Lab # 10984); CA ELAP Lab # 2508; Note: PLM is not consistently reliable in detecting asbestos in floor coverings and similar NOB materials. NAD or Trace results by PLM are inconclusive, TEM is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos-containing in New York State (also see EPA Advisory for floor tile, FR 59, 146, 38970, 8/1/94). NIST Accreditation requirements mandate that this report must not be reproduced except in full without the approval of the laboratory. This PLM report relates ONLY to the items tested.
