About this file
This is Addendum #1 to Bid #D00226, a questions and answers document issued by the City of Staunton, Virginia on April 30, 2026, regarding the 2026 Health Department Modified Bituminous Membrane Roofing System Replacement project. The City seeks qualified Class A contractors to remove and replace the existing spray foam roof system at the Staunton City Health Department. The project involves installing a 2-ply modified bitumen roof system and must be completed within an estimated 2-month timeframe. Work hours are restricted to 7:00 a.m. to 6:00 p.m., with exceptions only for urgent public safety needs requiring police chief authorization. The building will remain occupied during the project, functioning with normal Monday through Friday working hours from 8:00 a.m. to 4:30 p.m. Material staging and dumpster placement will be discussed during a preconstruction meeting with the awarded contractor, with the City providing adequate material staging and parking. Contractors are responsible for all safety compliance, including OSHA requirements, and must coordinate any necessary power line blanking with local utility companies. Interior areas exposed to the elements must be protected at all times, with the contractor held liable for any interior damages resulting from inadequate protection.
The addendum clarifies that EPDM roofing materials are not acceptable for this project; submitted manufacturers must meet or exceed specified product requirements and provide all required manufacturer inspections. No roof hatch is part of the project despite prior representation in drawings. There are no liquidated damages specified in the contract terms. No active roof fans are present on the building. The contractor must provide a detailed construction schedule prior to beginning work. A signed acknowledgement of this addendum must be submitted prior to the bid due date and attached to the bid submission, separate from the original bid document signature requirement.
