Pre-Proposal Conference questions and comments:

Question: Up to what date will questions concerning the solicitation be accepted by the Government?

Answer: Questions submitted in writing will be accepted up until 7 June 2011.

Questions should be sent via email to Kirk.Hansen@eu.dodea.edu and Bernadette.Honish@eu.dodea.edu. Questions will be answered prior to the proposal due date as stated in Addendum 52.212-1 – Proposal Preparation and Submission Instructions.

Question: Will an Operational Day include Saturdays?

Answer: With a probability of 99.9, Operational Days will take place between Monday through Friday. Transportation service requirements provided outside of Monday through Friday will be coordinated between the Contract Officer Representative (COR) and the contractor.

Question: What is a CWE?

Answer: The Cooperative Work Experience or (CWE) is a student work program designed for high school seniors (normally 10 or less students per High School). CWE Runs will take place between Monday through Friday and will normally require one morning Run and one afternoon Run.

Question: Is an Activity Bus included in a Run?

3. A key concern presented by the conference participants was if additional information would be provided by the Government to allow contractors to calculate the distance of each route; thereby, allowing the ability to determine the extent of resources needed to fulfill the requirement. (e.g. man-hour requirements, fuel usage)

Government Response: It was agreed that the Government would provide exhibits of each commuting area as part of the final solicitation. Exhibits will include maps of the outlying commuting areas along with a list of cities and towns where the pickup and drop off points are located.

4. Conference participants requested clarification on the proposal due date. The draft solicitation indicated a proposal due date of 19 May 2011.

Government Response: It was explained to the conference attendees that the solicitation was currently in draft form only and to disregard the due date of 19 May 2011. The actual proposal due date would be posted on FedBizOpps once the solicitation is finalized.

Note: The final solicitation was posted on FedBizOpps, 13 May 2011 with a proposal due date not later than 13 June 2011, at 4:00PM (16:00) Central European Time.
