Email Question(s):

We would like to clarify some aspect of the solicitation as follows:

Pages 4(Item 0001)-11(Item 0002)-18 (Item 0003)-22 (Item 0004): General information about the service is given but neither estimated quantity or unit are specified; we took for rented that it’s just a global presentation of the service and no amount has top be specified on the blank space;

On pag 6 (Item 0001AD) quantity is 6.120 and unit is Run, but according to our calculations

6.120 should be the number of the OD while the exact amount of runs should be 12.240; can you clarify this aspect?

Answer:

Items 0001, 0002, 0003, 0004 (and 0005) are termed “informational CLINs (Contract Line Item

Numbers)” that identify the geographical area where services are to be services performed; this is also true concerning all option year CLINs e.g. 1001, 1002, 1003, 1004, and 1005. Under informational CLINs there may be additional general information provided such as the base year and option year date range. In addition to the informational CLINs, SubCLINs are listed to identify the specific item where pricing information is to be provided. SubCLINS are identified by their two digit alpha extension; i.e. 0001AA etc.

The Unit on page 6 of the schedule is correct to read “Runs.” This will include all estimated

Runs needed throughout the Operational Day; to include: morning/afternoon Runs, late activity

Runs, CWE Runs etc. Making reference to an “exact amount of Runs” as mentioned above should be avoided as we are providing estimated quantities only.

1) Email Question(s):

2) How ever in the DRAFT all option years we specified while in the FINAL the year ?( Base

Year Period of Performance: 1 August 2011 through 31 July 2012 )is always the same and repeated from page 4 to page 113? Is it a typing mistake?

3) Pag 185: ….each copy of each part being packaged in a ringed-loose-leaf binder. Since there must be two hardcopies made up of 4 parts each, shall we provide 8 binders or can we just provide two, one for the original proposal and one for the copy?

The dates provided in the expanded description under the option year CLINs “Base Year Period of Performance: . 1 August 2011 through 31 July 2012,” was a clerical error that will be correct by Solicitation Amendment. The Solicitation Amendment will be posted on FedBizOpps.

To clarify Addendum to FAR 52.212-1 and the number of ringed loose leaf binders required to submit proposals: One loose leaf binder will be required for the original consisting of Parts I, II, III and IV and One loose leaf binder will be required for the copy of the original consisting of

Parts I, II, III and IV.

Email Question(s):

1. The "Base Year Performance" from page 4 through 113 is always "1 August

2011 through 31 July 2012 4". In the Delivery Information from 114 through

125 the Base Year Performance varies in accordance with the Option Year. Do we have to assume that period in the CLINs (page 4 through 113) are mistyped or they are right and we shall indicate price without yearly reevaluation?

2. In accordance with Statement of Work, the BESS will be daily carried on the bus by the

Enhanced Guide. The Enhanced Guide is responsible for its operation while en route and shall fully charge/recharge the Signaling Unit and Alarm Activator each night. Periodically, bus

Enhanced Guides will conduct alarm function tests of the BESS.

So it was not clearly understood what is the requirement for sub CLINs 0X01AH, 0X01AP, 0X02AG, 0X02AN an 0X03AG "BESS Operation and Maintenance", considering the above statements about the BESS as part of the Enhanced Guide job.

Question #1 – You are correct. There was a clerical error made to the option year periods. This error will be corrected via solicitation amendment and posted not later than 7 June 2011 on

FedBizOpps.

Question #2 – The requirements you identified above correctly state what the Enhanced Guides are responsible for as it pertains specifically to the BESS Program. The BESS Operation and

Maintenance SubCLINs (to include all option years) were intentionally stated separately in the event that the BESS Program is not used throughout the term of the contract.
