4. Authority Cited: 10 U.S.C. 2304(c)(1)

Procedures used are in accordance with FAR 13.501(a), a sole source acquisition (including brand name) under the authority of simplified procedures for certain commercial items.

5. Reason for Authority Cited:

Over the past 10 years, DoDEA has installed approximately $10 million of SMART interactive products and SMART Notebook software in all of its classrooms in the Pacific. The new Osan Elementary School will inherit some of the SMART equipment previously procured for the old elementary school. To outfit the remaining of the new classrooms with interactive white boards, the new elementary school will require both new equipment for the additional number of classrooms and replacement of older equipment that was not transferable.

The current widespread usage of SMART interactive products also dictates that the expansion of the interactive whiteboard presence in classrooms must be accomplished with SMART products.

Teachers have received significant training over the past ten years on SMART interactive products and SMART Notebook software. A separate interactive whiteboard product would cause significant training requirements and support issues. Segregating management by manufacturer adds complexity and interoperability concerns, as well as the need for personnel to become very familiar with a much longer list of equipment items. These circumstances would result in an increased risk to the availability of the system, increased cost to own by requiring multiple workforce skills inventories and management tools, and a decrease in the overall efficiency of sustaining the system. In addition, some existing SMART products being used in the classrooms are not compatible with other manufacturer’s boards; and other manufacturer’s products (such as wireless interactive response systems) are not compatible with existing SMART boards.

For these reasons, it’s in the Government’s best interest that this expansion of the interactive whiteboard system is from the same manufacturer as the existing system.

6. Efforts to Obtain Competition:

Based on market research performed, there are numerous vendors available to re-sell SMART equipment and accessories, which will ensure competition.

7. Actions to Increase Competition:

The solicitation will be posted to Federal Business Opportunities to provide a fair opportunity for all SMART authorized resellers to respond.

8. Market Research:

Market research indicates that there are numerous vendors capable of satisfying the brand-name requirement for this purchase. Through internet searches seven vendors have been identified as being able to provide SMART equipment to the Government. In addition, a majority of these vendors have held contracts to remove/install SMART equipment.

9. Interested Sources:

The requirement will be competed giving fair opportunity to all interested SMART re-sellers. The synopsis/solicitation notices required by FAR will be published, and all quotes received that comply with the solicitation will be considered.

10. Other Facts:

DoDEA subject-matter experts continually monitor new developments and software applications for the organization. As requirements change and new alternatives for meeting them enter the marketplace, interested parties will be given the opportunity to compete.
