Q2. Is the contractor allowed Overhead and Profit margins and or General and Administrative charges for materials used during repairs/maintenance (ITEM NO 0002)?
A2. Contractor will be allowed Overhead and Profit for materials. G&A shall be included in your Overhead rate. In your Price proposal, please include your overhead and profit rate. Attachment 3 has been updated to include this line item. This rate will be incorporated into the awarded contract.
Q3. Is the contractor allowed Overhead and Profit margins and or General and Administrative charges for materials procured and associated shipping/delivery costs (ITEM NO 0003)?
A3. See answer #2
Q4. Is the contractor allowed Overhead and Profit margins and or General and Administrative charges for materials and equipment used for installations (ITEM NO 0004)?
A4. See answer #2
Q5. Is the contractor allowed to charge for equipment used during local delivery, installations and removals?
A5. This should be included in your overhead rate.
Q6. I would like to verify that attachment 3 (labor rates) will be used for price comparison (a required submission) and that Section B (Supplies or Services and Prices) is no longer a required submission.
A6. Attachment 3 will be evaluated for reasonableness and realism. The seed projects will be used for price comparison and evaluated for reasonableness and realism. Once awarded labor rates will be incorporated as fully loaded and fully burdened rates. Correct, Section B is no longer a required submission.
Q7. Could you state the acceptable Japanese license that is considered equivalent to “Professional Engineer and Registered Architect”.
A7. 1st Class Kenchikushi will be acceptable to meet this requirement.
Q8. Regarding SOW, 5.1.4 - C : States in part “copy of telescopic load test to all loads described in 1.03 above”. Please clarify reference 1.03.
A8. The reference to 1.03 was a typo. The proper reference is 5.1.3.
Q9. Regarding SOW, 5.1.4 - C : States in part “observed by a qualified independent testing laboratory”.
As the Government is to specify manufacture of bleachers to be procured, can it be assumed that the manufacture will be able to provide all required documentation?
A9. Should the Government decide to issue a task order for a full bleacher replacement, the Government will provide the name of a couple recommended manufacturers in section 5.2.1 A that are capable of providing the documentation. The successful contractor must verify the manufacturer of the system they propose meets these requirements if they decide to use another source.
Q10. Regarding SOW, 5.1.5 – C & Item No E003 Attachment 3: How is the contractor to be assured that this requirement can be met and the costs associated with meeting the requirement without the knowledge of the manufacture?
A10. The Government has listed the manufacturer names of currently installed systems in the solicitation which may be used to develop pricing for E003 and for ensuring the requirement of 5.1.5C can be met.
Q11. Regarding SOW, 5.3.2 – B : This requirement poses the same problem as question 10, without current knowledge of manufacture a cost cannot be compiled to produce the required labor rate.
A11. The Government has listed the manufacturer names of currently installed systems in the solicitation which may be used to develop the labor rate.
Q12. At the pre-proposal conference the due date for this was said that it will be extended to April 30th.
Will that still be the case?
A12. Yes, due date has been extended to 0900 on Friday, 30 April 2010, Japan Standard Time.
Q13. Page 64 of the Solicitation, Submittal Requirements, Technical Factor 2(a) and Techinical Factor 3.
I understand this to be asking for the same information twice. Are we required to include Past Perfomance info as part fo both Technical Factors 2(a) and Factor 3?
A13. 2a is asking for list with title/description, date of project and dollar value. Part 3 is asking for same info as 2a, but also specific contact information for the customer.
Q14. Attachment 3, ELINs, Labor Category Rates Item No. E003, Quality Control(Manufacturer's Rep.)
If existing bleachers are foreign made products and maintenance and inspection is to be performed, can our local Manufacturer's Representative certify and perform the maintenance and inspections?
A14. A local representative may be used for the inspection if the individual is certified by the manufacturer of that bleacher system as outlined in the statement of work section 3.0 C. A Professional Engineer or Registered Architect (or host nation equivalent) is also authorized to conduct the inspection.
The repair portion does not necessarily need to be performed by a manufacturer's representative, Professional Engineer or Registered Architect however the work shall be in accordance with the manufacturer's recommendations and standards.
Q15. Price Proposal shall be in U.S. Dallors.(Instruction on Pre-Proposal Conference)Which conversion rate from Japanese Yen to U.S. Dollars shall we use, current or fix? It fix, is there particular rate?
