About this file

This Performance Work Statement (PWS) details requirements for an On-Board Video Surveillance System (OBVSS) for the Department of Defense Education Activity (DoDEA) Pacific South District in Okinawa, Japan. The system must provide live video, audio, and GPS tracking for a fleet of 86 vehicles, including 71 buses (45-54 passenger), 13 microbuses (18-24 passenger), 1 tour bus, and 2 vans, located at Camp Foster.

Key technical requirements include 100% in-cabin/external video coverage with 1080p resolution and night vision, real-time GPS tracking, and secure data transmission to cloud storage. The system must maintain 98% operational uptime, have 98% data transfer success rates, and enable automated data transfer to DoDEA wireless access points. The contractor must perform biannual maintenance, respond to repair requests within 5 business days, and provide monthly performance reports. Contractors are encouraged to propose innovative solutions that exceed the baseline system capabilities, with a focus on enhanced data management, storage, and transmission technologies.

PERFORMANCE WORK STATEMENT(PWS)

On-Board Video Surveillance System

Okinawa, Japan -DoDEA Pacific South District

Department of Defense Education Activity

4800 Mark Center Drive

Alexandria, VA 22350

1. Scope

1.1 Background: The On-board Video Surveillance System (OBVSS) is a state-of-the-art digital system that provides live video, audio, and GPS tracking capabilities for school buses within the DoDEA Pacific South district. The system must ensure complete coverage of onboard activities and external vehicle environments with high-quality, real-time data transmission to secure cloud storage. The OBVSS enhances student safety, supports incident resolution, and aids operational management.

1.2 Requirement: The contractor shall install and maintain the OBVSS to meet the following key outcomes:

The minimum acceptable configuration is an offline system with removable hard drives equivalent to the current OBVSS baseline, but with enhanced video resolution of at least 1080p.

Contractors are strongly encouraged to propose solutions that exceed this baseline, such as secure cloud storage integration, real-time data transmission, and advanced data management capabilities.

1.2.1 Ensure 100% in-cabin/external video and audio coverage with no blind spots.

1.2.2 Maintain a minimum resolution of 1080p with night vision capability.

1.2.3 Enable seamless live data transmission and secure cloud storage.

1.2.4 Provide real-time GPS tracking with robust accuracy.

1.3 Additional Equipment Requirements: Each bus must be equipped with a terabyte-scale backup hard drive for high-capacity video and audio data storage. Additionally, the OBVSS must have the capability to automatically transfer data to DoDEA outdoor wireless access points, installed at each school and the Okinawa Student Transportation Office, ensuring secure and efficient data transmission.

1.4 At a minimum, each vehicle must be equipped with a removable hard drive system capable of storing 1080p video and audio recordings for a minimum of two weeks. In addition, the OBVSS shall support higher-capability options, such as terabyte-scale backup hard drives with automated transfer to DoDEA outdoor wireless access points for secure and efficient cloud-based storage.

2. General Requirements

2.1 The contractor shall supply all necessary materials, labor, and expertise to install, maintain, and repair the OBVSS on designated school buses. All hardware must be mounted securely to ensure minimal impact on vehicle interiors.

2.2 Contractors are encouraged to propose innovative solutions to achieve or exceed these objectives. This may include advanced data management systems, enhanced hardware configurations, or other technologies ensuring optimal performance.

3. Continuous Improvement Clause

3.1 The contractor is encouraged to identify and propose system improvements or process optimizations throughout the contract period. These may include:

3.1.1 Integration of emerging technologies to enhance system efficiency, reliability, or security.

3.1.2 Recommendations for improving data management, storage capabilities, or transmission speeds.

3.1.3 Enhanced software features for better incident analysis, reporting, and video playback.

3.2 Proposed improvements will be reviewed and vetted by the COR and forwarded to the Contracting Officer (KO) for approval and implementation.

4. Maintenance and Repair

4.1 Preventive Maintenance: The contractor shall perform biannual inspections, ensuring all systems function optimally. Detailed maintenance reports must be submitted to the Contracting Officer Representative (COR) within five business days post-inspection.

4.2 Unscheduled Repairs: The contractor must respond to repair requests within five business days to minimize system downtime. All repairs must restore the OBVSS to full operational capacity.

5. Deliverable and Reporting

5.1 Deliverables: The contractor shall provide the following deliverables for monitoring performance and improvements:

5.1.1 The contractor shall provide a comprehensive maintenance schedule within 20 days of contract award, detailing installation and servicing timelines.

5.1.1 Preventive Maintenance Reports: Submitted within 5 business days of each maintenance visit. The report should include:

5.1.1.1 Bus identification details

5.1.1.2 Description of work performed

5.1.1.3 Any identified issues and resolutions

5.1.2 Repair Logs: Submitted within 3 business days after completing unscheduled repairs.

5.1.3 Performance Reports: Monthly reports detailing:

5.1.3.1 System uptime statistics

5.1.3.2 Data transfer success rates

5.1.3.3 Any deviations from performance metrics and corrective actions taken

5.1.4 Continuous Improvement Proposals: A bi-annual report proposing potential improvements in hardware, software, or processes.

6. Performance Metrics

6.1 Performance Metrics: The contractor’s performance will be evaluated against the following key metrics:

6.1.1 System Uptime: The OBVSS must maintain a minimum of 98% operational uptime per month.

6.1.2 Data Transfer Success & Efficiency: Data transfer from OBVSS to cloud storage via cellular network or DoDEA access points must be successful 98% of the time. When DoDEA access points are required during lack of cellular network connectivity, the data transfer must occur within 15 minutes of the vehicle returning to the designated location. When both cellular and DoDEA access point data transfer are unsuccessful, retention on terabyte-scale hard drive must occur 100% of the time.

6.1.3 Video and Audio Quality: All recorded footage must meet the minimum resolution of 1080p and ensure clear audio quality with minimal distortion. At a minimum, this requirement applies to an offline system with removable hard drives equivalent to the current OBVSS baseline. Enhanced configurations, such as cloud-based storage and real-time data transmission, are strongly encouraged but must also meet or exceed the 1080p resolution standard.

6.1.4 Response Time for Unscheduled Repairs: The contractor must respond to and resolve unscheduled repair requests within 5 business days.

6.1.5 Preventive Maintenance Compliance: Preventive maintenance inspections and adjustments must be conducted semi-annually as scheduled, with a 100% compliance rate.

7. Security

7.1 Contractor personnel must pass background checks and comply with access requirements for U.S. military installations.

8. Liability

8.1 The contractor shall be responsible for any damage to government property, including school buses and their systems, resulting from the contractor’s actions during the performance of this contract. Any repairs or replacements required due to such damage shall be completed at the contractor’s expense and to the satisfaction of the Contracting Officer’s Representative COR.
