HE125426RE006 STS for the Ft. Knox Military Community SOLICITATION - QUESTIONS & ANSWERS (Q&A)

Item # Subject RFP or Attachment Reference Question/Confirmation/Comment

Answers/Responses

01 General RFP We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

There is an incumbet and the current contract number is HE1254-21-D-2009. Ft.

Knox and Ft. Campbell were under the same contract.

02 General RFP Can you confirm whether any CBA or union labor requirements are associated with this project?

There is no Collective Bargaining Agreement (CBA) or union labor requirement. The applicable Wage Determination for this effort is included in the solicitation.

03 General RFP Is there any maintenance or parking facility available for contractor use under Government-Furnished Property?

Yes. The Contractor will be afforded a parking area for personally owned vehicles (POVs), an office and a maintenance bay, and a parking area for the buses. The Maintenance and Bus area are secured with fencing.

04 Route List Attachment 7a The historical workload data reflects significantly more than 10 routes, while the minimum staffing requirement lists only 10 drivers. Could you please clarify this discrepancy?

Please refer to the revised Attachment_7(a)_Route_List that will be distributed to those who submitted the signed Attachment_7_NDA form.

05 Evaluation FAR 52.212-2 Addendunm

We respectfully request that the Government remove the requirement in Solicitation HE125426RE006 that the prime contractor must independently demonstrate at least 1 past performance and allow the prime to rely on the relevant past performance of a teaming partner? Limiting acceptable past performance solely to the prime significantly restricts competition, particularly for small businesses, and may exclude highly capable teams with proven experience residing in their subcontractors. Federal acquisition guidance, including FAR 15.305(a)(2)(iii), supports consideration of subcontractor past performance when relevant, and doing so would expand the competitive pool, promote fair access, and enable the Government to assess the full capability of offeror teams. Allowing teaming partner experience enhances competition, strengthens best-value outcomes, and ensures the Government receives proposals from the most qualified and experienced teams.

FAR 52.212-1 Addendum and FAR 52.212-2 Addendum have been revised. Please see Amendment 2 for the revisions.

06 Route List Attachment 7a Copy of the current routes with times? Please refer to the revised Attachment 7(a) Route List, which shows the start and end times of each route.

07 Route List Attachment 7a

Safety Attendants, states 16 are needed, 2 for each routes# 37,50,63,69,85,86,81,84.

Is that accurate information?

Made revisions in the number of Safety Attendants. See the revised Attachment 7(a) Route List.

08 General RFP

Special Needs routes, how many are lift buses? The Offerors are to propose SPED buses that will meet the PWS requirements, to include the possibility of providing special or adapted buses, lifts, and ramps. Please refer to Attachment 7(a) and the PWS to provide the best offer in meeting the solicitation requirements.

09 General RFP

Bus Facility:

-Are the Office and Bus Parking located on the same lot?
-Is there indoor maintenance facility?
-Is there an fuel storage tank on the facility? If so, is the tank owned by the current

contractor or DODEA?

Yes, the office and bus parking are located on the same lot and there is indoor maintenance facility. There is an fuel storage tank on the facility owned by the current contractor, not by DoDEA.

10 General RFP

In the PWS 2.1.6 – there is always an interpretation, after the award of the contract, of how this reads. Radios are not Hands-Free. 2.1.6.2 would lead to Walkie-Talkie type unit, again not Hands-Free. We have always used cell phones for our communication.

What is DODEA actually wanting the contractor to have in terms of communication?

PWS 2.1.6.1 has been revised to state, "…hands-free or mounted" communciation devices.

11 Route List Attachment 7a Are there any Mid-Day routes? Please refer to the revised Attachment 7(a) Route for Mid-Day routes.
