Solicitation Summary

This is a Request for Quote (RFQ) for a women-owned small business (WOSB) set-aside, Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract for coaching and instructional improvement services. The Department of Defense Education Activity (DoDEA) issued solicitation HE125426QE057 on June 27, 2026, with quotes due by June 11, 2026, at 12:00 PM Eastern Time. The contract is for an estimated base period of one year (September 1, 2026 through August 31, 2027) with two optional one-year extension periods, totaling three years of potential performance. The total estimated contract value is USD $24,000,000.00.

The scope of work requires development and delivery of a two-level (Foundational and Advanced), role-specific coaching program aligned to DoDEA's Coaching Model for school-level and above-school-level educators. Core deliverables include a project plan, competency assessments, professional learning sessions with related resources, facilitation preparation sessions, evaluation support, annual reports, and 12 months of technical support annually. Line items include services organized by role (Executive Coaches, Coaching Instructional Leadership Team, Region/District Instructional Support Specialists, and School Leaders), with all items priced on a firm-fixed-price basis using a per-session or per-lot pricing structure. Vendors must submit three separate volumes: Volume 1 (administrative documents including pricing sheet, certifications, privacy checklist, and accessibility reports), Volume 2 (technical approach not exceeding 15 pages), and Volume 3 (pricing). Award will be based on best value considering technical approach and price. DoDEA will evaluate whether vendors' proposed resources meet or exceed PWS requirements for guiding principles, key personnel functions, professional learning content, and program evaluation capabilities. Payment will be made through Wide Area WorkFlow (WAWF) with electronic invoicing requirements.
