About this file

This is a Question and Answer (Q&A) document providing clarifications on Solicitation HE125426QE057 for coaching and instructional improvement professional learning services for the Department of Defense Education Activity (DoWEA).

The solicitation seeks a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for a 2-level (Foundational and Advanced), role-specific coaching program spanning three years with a one-year base period beginning September 1, 2026. The contractor must provide project planning, coaching model professional learning sessions, role-specific PL sessions and resources, facilitation preparation sessions, competency assessments for three cohorts (CIL Team, Region/District ISS, and School Leaders), program evaluation and annual reporting, and ongoing technical support. All professional learning must be designed for both synchronous and asynchronous delivery formats compatible with DoWEA's Schoology and Google Classroom platforms. The pricing structure includes eight, three-hour role-specific PL sessions per role spanning 24 hours, six competency assessments (one per role per level), 4 facilitation preparation sessions per cohort, and 12 months of continuous technical support in the base year. The acquisition is a 100% Small Business Set-Aside processed under FAR Part 12 Simplified Acquisition Procedures with a minimum guaranteed value of $10,000; however, the Government has not confirmed the anticipated total contract value or base year funding. Technical submissions are limited to 15 pages (excluding cover pages, tables of contents, and resumes/bios), with vendors required to provide web-based evaluation access for five Government evaluators and an Accessibility Conformance Report (VPAT 2.1 or later) for any independently hosted ICT platforms or tools. The Q&A addresses 80 specific clarifications regarding technical requirements, pricing interpretation, staffing qualifications, evaluation criteria, accessibility standards, intellectual property ownership, FedRAMP compliance waivers, subcontractor obligations, and delivery methodologies.

HE125426QE057 Coaching for Instructional Improvement
Question #QuestionsAnswers
1The Technical Approach is limited to 15 pages. Does this page limit include or exclude cover pages, tables of contents, and section headers? Are charts, diagrams, or tables included in the page count?Excluded from the page limit: Cover pages and tables of contents.

Included in the page limit: All narrative content, section headers, charts, diagrams, tables, graphics, and any other substantive material.

2Subfactor 2 (Key Functions, PWS 3.3) asks the extent to which the proposed Project Lead and Program Specialists meet DoWEA's requirements. Should personnel qualifications be addressed solely within Volume 2, or may resumes or bios be included as attachments in Volume 1 without counting against the 15-page limit?Resumes and bios may be included as attachments without counting against the 15-page limit.
3The PWS references DoWEA's Coaching Model and requires alignment with it. Will DoWEA provide the current Coaching Model documentation or direct vendors to a specific resource to ensure accuracy of alignment in proposals?Sharing link to DoWEA Coaching Model Handout and IC map links. Upon award, vendors will be given access to previous learning materials created to update and build new learning.

DoWEA Coaching Model Graphic: (https://dodea.widen.net/s/rprxlfhmsv/dodea-coaching-model) DoWEA a Coaching Innovation Configuration Map: (https://dodea.widen.net/s/rrhmvs9mcs/coaching-expanded-ic-map)

Updated materials shall:

Integrate strategies to develop coaching expertise.

Prioritize coaching practices for instructional leaders.

Ensure alignment with systemic priorities and the achievement of systemic goals.

Maintain skills identified in the original Innovation Configuration Maps to ensure consistency and progression in skill development

4 PWS Section 2.1.1 references role-specific customization across four cohorts. For proposal purposes, should vendors demonstrate customization for all four cohorts within the 15-page limit, or is a representative approach across cohorts sufficient? For the purposes of the proposal, a representative approach for how customization will be addressed for the different cohorts of learners is sufficient.

5The Pricing Sheet includes session-based CLINs (e.g., 8 sessions for PL, 4 sessions for facilitation preparation). What is the anticipated duration of each session in hours to allow accurate pricing? The # of hours per session for PL and faciliation preparation are defined in the detailed descriptions provided in Task 3 of the PWS.
6Are facilitation sessions expected to be delivered in person, virtually, or a combination? Will DoWEA specify delivery format per cohort, or is that at the contractor's discretion? All PL will need to be designed for delivery in person or Virtually - synchronous, asynchronous and blended, "Deliver all PL in both synchronous and asynchronous formats. PL designed for synchronous delivery shall include, at a minimum, a standardized slide deck aligned with DoWEA’s PL design standards and a corresponding facilitator’s guide to support consistent implementation."
7Does DoWEA anticipate any travel requirements for in-person facilitation? If so, should travel costs be included in unit pricing or submitted as a separate CLIN?All Travel will be included in the firm-fixed price. The quoter may submit a modified Pricing Sheet that is more appropriate to their standard commercial practice that includes an alternate pricing structure other than what is provided.
8The solicitation states the contract minimum guaranteed is $10,000. Can DoWEA confirm the anticipated total value or funding available for the base year to assist vendors in scoping their proposals appropriately? The Government is unable to confirm the anticipated total contract value or the amount of funding available for the base year at this time.
9Attachment 3 requires an Accessibility Conformance Report (ACR/VPAT) for each ICT item offered. For vendors proposing primarily facilitator-developed content delivered within DoWEA's existing platforms (e.g., Schoology, Google Classroom), is an ACR required for the content itself, or only for any independently hosted platforms or tools the vendor introduces? For submissions consisting primarily of facilitator developed content delivered within DoWEA’s existing platforms (e.g., Schoology, Google Classroom), an ACR is not required for the content itself if it does not constitute a distinct ICT product (i.e., software, platform, or tool). However, offerors are still responsible for ensuring that all delivered content complies with applicable accessibility requirements (e.g., Section 508 standards), including formatting, captioning, and compatibility with assistive technologies.

An ACR is required for any independently hosted platforms, applications, tools, or digital products introduced by the offeror as part of the solution.

10 The solicitation requires web-based access to the vendor's digital resources for 5 evaluators. If the vendor proposes to deliver content through DoWEA's existing LMS infrastructure rather than a proprietary platform, how should vendors satisfy this demo access requirement? Only if applicable an offeror can satisfy the demo access requirement by providing an equivalent demonstration of its digital resources.

This may include, but is not limited to, providing temporary access through an alternative web-based environment, a hosted demo site, or a structured virtual demonstration (e.g., guided walkthrough, screenshots, or recorded demo) that adequately represents the functionality, content quality, and user experience of the proposed solution.

Offerors should ensure that the Government’s evaluators are able to meaningfully assess the proposed digital resources against the solicitation’s evaluation criteria.

11Attachment 2 (Terms of Service Addendum) must be completed by subcontractors. Should subcontractor TOS Addendums be included within Volume 1 as separate documents, or compiled into a single submission?Subcontractor Terms of Service (TOS) Addendums shall be included within Volume 1. Offerors may either submit each subcontractor TOS Addendum as a separate, clearly labeled document or compile them into a single consolidated document. In all cases, submissions must clearly identify the applicable subcontractor for each Addendum to facilitate Government review.
12FedRAMP Level 2 scope (PWS Technical Exhibit #1, 1.1; Objective 2, Task 3). Where the proposed solution delivers editable professional-learning resources (slide decks, facilitator guides, toolkits, competency assessments) into DoWEA's own learning environment (Schoology and Google Classroom) rather than through a contractor-hosted platform, does the FedRAMP Level 2 requirement apply, and what is the process and timing for requesting the case-by-case waiver referenced in the PWS?Per DoW policy for cloud-based services, DoWEA conducts a supplemental series of validations, which closely mirror the FedRAMP Internet Cloud vetting processes. Contractor participation/cooperation is normally required to complete this process. FedRAMP Level 2 waivers may be considered on a case-by-case basis after selection for award.
13Scope of the ACR/VPAT (RFQ Section 2.1.1.e; PWS Section 5, Section 508). For Attachment 3, should the Accessibility Conformance Report address the professional-learning content and documents delivered under this effort, or is it limited to commercially available hosted software? If no contractor-hosted ICT platform is proposed, how should the vendor complete the ACR and the five-person evaluation access requirement in Section 2.1.1.j?All delivered content must still comply with applicable Section 508 accessibility standards (e.g., proper formatting, captioning, compatibility with assistive technologies).

The ACR is required for any commercially available or contractor-provided ICT, including hosted software, platforms, tools, or applications introduced as part of the proposal.

14Cloud Questionnaire applicability (Attachment 4). If the solution does not host DoWEA data on a contractor platform and instead delivers resources into government-furnished systems, may the vendor mark inapplicable items "N/A" with written justification rather than as unacceptable non-responses?Offerors shall not leave items blank or provide unsupported “N/A” responses. For any item marked “N/A,” offerors must provide a clear, written justification explaining why the requirement does not apply
15Subcontractor attachments (RFQ Section 2.1.1.d and 2.1.1.f). Please confirm which attachments a subcontractor must complete, and whether a subcontractor whose scope does not touch DoWEA data or systems is exempt from the Cloud Questionnaire.Subcontractors must complete the Terms of Service (TOS) Addendum (Attachment 2) if they will provide any products, services, or licenses subject to terms of service or similar agreements.

Subcontractors must complete the Cloud Questionnaire (Attachment 4) if their scope involves providing cloud services or otherwise includes accessing, storing, processing, or transmitting DoWEA data or interacting with Government systems.

For subcontractors whose scope of work does not involve DoWEA data, Government systems, or contractor-hosted cloud services, the Cloud Questionnaire may be determined not applicable. In such cases, the subcontractor shall not leave the attachment blank and must instead mark items as “N/A” and provide a clear written justification explaining why the requirement does not apply based on their specific scope of work.

16Which geographic regions (Americas, Europe, Pacific) should vendors anticipate travel to for in-person facilitation and facilitation preparation sessions? Will travel costs be reimbursed as actual costs or must all travel be included in the firm-fixed price? All Travel will be included in the firm-fixed price.
17The PWS lists Government Furnished Information as "None." Will the Contractor have access to any materials or documentation from prior coaching program implementations to ensure continuity of approach, or must all resources be developed from scratch? The contractor will have access to prior learning to support updates to foundational learning and reference as a foundation to building differentiated learning for advanced levels.
18Does DoDEA have a pre-approved list of FedRAMP Level 2 compliant platforms vendors may reference, or will each proposed tool require individual vetting post-award?DoWEA does not maintain or provide a pre-approved list of FedRAMP Level 2 compliant platforms for use under this solicitation. Per DoW policy for cloud-based services, DoWEA conducts a supplemental series of validations, which closely mirror the FedRAMP Internet Cloud vetting processes. Contractor participation/cooperation is normally required to complete this process. FedRAMP Level 2 waivers may be considered on a case-by-case basis after selection for award.
19The RFQ requires pricing for a potential 6-month extension per FAR 52.216-8. Should this be priced as a separate line item on the pricing sheet, or prorated from the final option period rates and noted in the pricing narrative? For pricing purposes, vendors shall follow the structure provided in Attachment 1 (Pricing Sheet). The six-month extension line item shall be calculated as 50% of the total price for the final option period, as reflected in the Pricing Sheet formula.

This methodology is intended to represent a reasonable extension of services based on the established contract rates, consistent with the evaluation approach described in the solicitation.

20For CLIN 0002 (Competency Assessments, Qty: 6 Each), does "each" refer to one assessment instrument per cohort role, or per individual assessment administration?Comptency assessment for each role for both Foundational and Advanced. Thus 3 roles X two levels = 6 assessments
21For purposes of FAR 52.219-14 Limitations on Subcontracting compliance, will measurement be made at the contract level (end of each period) or at the individual delivery order level?By the end of the base term of the contract and then by the end of each subsequent option period.
22The solicitation includes DFARS 252.204-7012 and 252.204-7020. Can the Contracting Officer confirm whether Cybersecurity Maturity Model Certification (CMMC) is required for this contract, and if so, at what level? The inclusion of DFARS 252.204-7012 and 252.204-7020 does not by itself establish a Cybersecurity Maturity Model Certification (CMMC) requirement.

This solicitation does not include DFARS clause 252.204-7021, which is the clause that specifies CMMC requirements and the required certification level. Accordingly, CMMC is not a requirement for this procurement.

Offerors are reminded, however, that DFARS 252.204-7012 and 252.204-7020 still apply, including requirements related to safeguarding Covered Defense Information (CDI) and maintaining a current NIST SP 800-171 assessment, as applicable.

23 The PWS Scope of Work references the DoWEA Professional Learning Guidance at `https://dodea.widen.net/content/p1gwewl224/original/Professional-Learning-Guidance.pdf`, the DoWEA Coaching Model at `https://dodea.widen.net/s/rprxlfhmsv/dodea-coaching-model`, and the Coaching Expanded IC Map at `https://dodea.widen.net/s/rrhmvs9mcs/coaching-expanded-ic-map`. Confirm whether these URLs will remain accessible to offerors throughout quote preparation, and provide revised URLs if any have changed.

The URLs provided are accurate and will remain accessible for quote preparation.
24SOL Volume 1 instructions note that the Government "reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror's proposed ICT items to validate Section 508 conformance claims." For the demonstrator URL provided per SOL §2.1.1.j (5-evaluator web access), should we anticipate Section 508 conformance testing on the evaluation-only demonstrator, or only on the production deliverables (PL slide decks, facilitator guides, SCORM modules)? The Government may conduct Section 508 conformance validation on any proposed Information and Communication Technology (ICT) items provided for evaluation, including materials or systems made available through the demonstrator URL. Vendors should ensure that any ICT made accessible for evaluation purposes is representative of, or consistent with, the level of Section 508 conformance described in the submitted Accessibility Conformance Report (ACR).

Section 508 validation may also be applied to final production deliverables during performance, as applicable.

25Confirm the VPAT version expected for Attachment 3 (e.g., VPAT 2.4 Rev 508, VPAT 2.5 Rev 508, or a specific alternate version). As stated in the solicitation instructions, vendors shall complete the Accessibility Conformance Report (ACR) using the Voluntary Product Accessibility Template (VPAT) Version 2.1 or later. Vendors may use any current VPAT version that satisfies this requirement (e.g., VPAT 2.4 Rev. 508, VPAT 2.5 Rev. 508, or a later version), provided it fully addresses applicable Section 508 standards and solicitation requirements.
26The 5-evaluator web-based access requirement per SOL §2.1.1.j specifies access "for the pendency of the evaluation process." Two clarifying questions:

(a) Is a commercial-cloud-hosted evaluation environment (e.g., on a US-based commercial provider) acceptable for the purpose of evaluation-only access?

(b) Approximately how long is "pendency of the evaluation process"? (For planning credential expiration and the demonstrator availability window.)

(a) A commercial-cloud-hosted evaluation environment is acceptable for the purpose of providing evaluation-only access, provided it complies with all applicable solicitation requirements, including but not limited to security, privacy, and accessibility requirements. Vendors remain responsible for ensuring their proposed solution aligns with any applicable Federal and DoD requirements identified in the solicitation and associated attachments.

(b) “Pendency of the evaluation process” refers to the period from quote receipt through completion of the Government’s evaluation and award decision. While the exact duration may vary, vendors should plan for the evaluation access to remain available for a minimum of 60–90 calendar days following the quote due date to ensure uninterrupted Government evaluation activities.

27 As an alternative or complement to web-based evaluator access, confirm whether delivery of a single-binary Windows executable on encrypted physical media (e.g., USB drives shipped to each of the 5 evaluator points of contact) would satisfy the SOL §2.1.1.j 5-evaluator access requirement. This format aligns with the firm's local-first deployment architecture and may simplify access for evaluators on restricted-network environments. No. The solicitation requires vendors to provide web-based access to their digital resources for evaluation purposes in accordance with SOL §2.1.1.j. Delivery of a standalone executable via physical media (e.g., USB drives) would not satisfy this requirement as a substitute for web-based access.

Vendors may propose alternative access methods as a supplement to the required web-based capability; however, such alternatives will not replace the requirement to provide functional web-based access for evaluators throughout the evaluation period.

28 For the 5-evaluator evaluation environment, will DoDEA provide evaluator workstations meeting standard Government Furnished Equipment configuration (Windows 10 or 11, current-generation x86-64 architecture, standard administrative rights for software installation), or should the firm anticipate specific configuration constraints affecting demonstrator delivery format? The Government will not provide specific guarantees regarding evaluator workstation configurations, administrative privileges, or the ability to install software. Vendors should assume that evaluation will occur within a standard Government computing environment that may include security controls, restricted user permissions, and limitations on software installation.

Accordingly, vendors are responsible for ensuring that their proposed evaluation access method including the required web-based access functions within typical Government IT constraints and does not require elevated privileges or special configuration by the Government.

29The PWS Technical Exhibit requires the system server(s) and network devices to be "in an environmentally controlled and secure facility under controlled circumstances." For an offline single-binary local-workstation deployment (no offeror-operated servers; all data resident on DoDEA-owned/controlled endpoints), do these facility-controls requirements apply only to any hosted/cloud component, or are they intended to apply to DoDEA's own client devices as well? These requirements are not intended to impose facility-control obligations on Government-furnished or Government-managed end-user devices.
30The PWS Competency-Based Assessments item under Task 3 Foundational Professional Learning lists assessment for the "CIL Team, Region/District ISS, and School Leaders respectively" — three of the four cohorts named in the Task 3 Foundational PL section. Confirm whether competency-based assessment for the Executive Team is intentionally excluded, or whether it is also expected and should be priced. The competency based assessment is not needed for the Executive Team and was intentionally excluded.
31Task 3 Foundational PL establishes facilitator preparation sessions (not to exceed 4, 1.5 hour sessions per cohort) for the CIL Team, Region/District ISS Team, and School Leader Team to support DoWEA-side redelivery with fidelity. Confirm whether these facilitator preparation sessions are scheduled to occur prior to the Foundational PL delivery to each cohort (and if so, please indicate the preferred minimum lead time), or whether they are intended to run concurrent with PL rollout to support iterative facilitator development. The facilitator prep sessions will only need to occur one time prior to the first delivery of the Foundational PL.
32The PWS Ownership provision specifies that "All resources developed for this contract shall be DoWEA-owned and will be for DoWEA's internal use only." Confirm that this scope applies to the deliverables produced under this contract (PL slides, handouts, IC Maps, competency assessments, evaluation reports, SCORM modules), and not to underlying proprietary tools, frameworks, or platforms the Contractor uses to author and deliver those resources — consistent with standard government-contractor IP allocation under FAR 52.227-11 / 52.227-14 Rights in Data. The ownership requirement applies to all deliverables and resources developed specifically for DoWEA under this contract, including but not limited to professional learning materials, assessments, reports, and other contract required outputs.

This requirement is not intended to extend to a contractor’s pre-existing proprietary tools, platforms, methodologies, or internal frameworks used to develop or deliver those resources, provided such items are not themselves delivered to the Government as contract deliverables.

Vendors shall clearly identify any proprietary elements included in their proposed solution and describe the associated data rights or license terms. All deliverables must be provided in a manner that enables DoWEA to use them for internal purposes consistent with the PWS, regardless of the tools used to create them.

33 For FFP pricing on Attachment 1 (Pricing Sheet), two CLIN-specific clarifications:

(a) CLIN 0002 (Competency Assessments) is quoted at 6 Sessions in the Base Year. Given the three cohorts assessed (CIL Team, Region/District ISS, School Leaders per PWS Competency-Based Assessments item), confirm whether 6 Sessions represents 2 sessions per cohort × 3 cohorts, or an alternate distribution across cohorts.

(b) CLIN 0009 (Technical Support) is quoted at 12 Months in the Base Year. Confirm whether this represents continuous monthly technical support across the contract year (FFP × 12 months), or an alternate delivery structure such as event-driven or on-request support consumed across the period.

a)There should be a comptency assessment for each role for both Foundational and Advanced. Thus 3 roles X two levels = 6 assessments

b) CLIN 0009 (Technical Support) represents ongoing technical support services to be provided over the 12-month base period of performance. The pricing should reflect a firm-fixed-price for continuous availability of technical support throughout the period, rather than a per-use or event-driven structure.

As described in the PWS, technical support includes responding to service issues, troubleshooting, upgrades, and related assistance within defined response timelines. Support is expected to be available throughout the performance period and delivered as needed to meet those requirements, rather than being limited to a fixed number of discrete support events.

34The PWS Annual Report requirement appears for both Foundational PL (end of Base Year) and Advanced PL (end of each Option Year). Confirm whether DoDEA has a specific Annual Report template or format preference, or whether a report structure covering activities, deliverables, participation by cohort and role, evaluation model findings, trends and lessons learned, actionable recommendations for the subsequent year's Project Plan, and explicit alignment confirmation with DoWEA Professional Learning Guidance + ADDIE + Kirkpatrick is acceptable. There is not a specific format requirement for the annual report. DoWEA COR would review the proposed format prior to completion of the annual report to confirm that the contents are mutually acceptable.
35Attachment 1 (Pricing Sheet) includes a line item "FAR 52.217-8, 6 Months Maximum" calculated as 50% of the final Option Period total, while SOL §2.1.4 references "FAR 52.216-8, Option to Extend Services." Confirm whether the six-month extension price entry on the Pricing Sheet line should be calculated as 50% of the final Option Period total (per the formula already in the Pricing Sheet), or computed by an alternate methodology (e.g., prorated from the final Option Period unit prices).

36The PWS states that Government-Furnished Information/Resources are “None,” while also requiring the Contractor to review prior materials, existing PL, the DoWEA Coaching Model, Innovation Configuration Maps, and related resources. Will DoWEA provide editable source files for all existing materials post-award, or should vendors assume that only the publicly linked resources will be available? At the time of solicitation, Government-Furnished Information/Resources are identified as “None.” Vendors should prepare their submissions based on publicly available materials and resources referenced in the PWS.
37Can the Government confirm whether the linked DoWEA Coaching Model, Professional Learning Guidance, and Coaching Expanded IC Map represent the complete set of existing resources that must be reviewed and updated, or are additional internal resources expected to be provided after award?Upon award, vendors will be given access to previous learning materials created to update and build new learning. Updated materials shall include: Integrate strategies to develop coaching expertise, Prioritize coaching practices for instructional leaders, Ensure alignment with systemic priorities and the achievement of systemic goals, Maintain skills identified in the original Innovation Configuration Maps to ensure consistency and progression in skill development.
38Will DoWEA provide its current Professional Learning design standards, branding standards, slide templates, facilitator guide templates, accessibility templates, and any required language related to relevant Executive Orders after award?Yes this will all be provided during initial meetings.
39Can the Government clarify the extent to which the latest edition of Blended Coaching: Supporting the Development and Supervision of School Leaders must be used as a required source, including whether the Government already holds rights for use of excerpts, concepts, or derivative materials in DoWEA-owned PL resources? The latest edition of the book is meant to be used as a reference to inform the professional learning design and any necessary updates. DoWEA does not hold rights for use of excerpts etc.
40Can the Government provide an expected maximum participant count per synchronous session for each role group?Table at the top of page 3, prior to section 2 requirements, shows the number of participants in each category.
41Should vendors assume that all synchronous PL sessions may need to be repeated across Americas, Europe, and Pacific time zones, or should vendors assume a single global delivery schedule unless otherwise directed post-award?This requirement will be determined during planning phases. It is likely that the PL will need to be repeated by region but that facilitator prep would be a single global event.
42The PWS requires PL in both synchronous and asynchronous formats. Does this requirement apply to all role-specific PL, the Coaching Model overview, facilitator preparation sessions, and competency assessments, or only to the primary PL content? This requirement applies to all PL products delivered as part of this contract.
43If the Government requires in-person delivery post-award, will travel be separately reimbursed or separately ordered, or must all travel be included in the fixed-price CLINs?Travel requirements associated with contract performance, including any in-person delivery of services, shall be included in the vendor’s firm-fixed-price for the applicable CLINs unless otherwise specified in the solicitation.

The Government has not established separate travel reimbursement CLINs. Vendors are responsible for proposing pricing that accounts for all anticipated costs necessary to perform the requirements of the PWS, including potential travel.

44Can the Government clarify whether face-to-face meetings, if required, will occur at DoWEA Headquarters, regional locations, schools, or another location?Meetings will be virtual, section 2.2.5. If a face-to-face meeting is required, the location will be at the DoWEA Headquarters.
45The pricing schedule includes 8 sessions for several “Professional Learning and Resources” subCLINs, while the PWS describes 3-hour role-specific Foundational PL sessions with facilitation not to exceed 4 sessions. Can the Government clarify how the 8-session quantity should be interpreted and priced? The 8 session quantity should be interpreted as a learning series totaling 24 hours with 8, 3 hour sessions by role. The vendor can price this as a total package or into 8 separate unit costs per 3 hour session to be paid as they are developed.
46Can the Government clarify whether the 8 sessions listed for role-specific “Professional Learning and Resources” represent development units, delivery sessions, synchronous sessions, asynchronous modules, or a combined Foundational/Advanced total? The 8 sessions should be designed in a coherent scope and sequence to move each role in their skills from foundational to advanced coaching across the 24 hours of learning and application in alignment with the assessments/competencies. Thus, the PL and resources should be represented two ways: the overall approach to achieve advanced level coaching skills based on comptencies and assessments and how the learning will be sectioned into 8, 3 hour progressive learning sessions across 2 years. Per the PWS, every session must be designed for sync or async delivery, face to face or in person.
47The PWS identifies competency assessments for the CIL Team, Region/District ISS, and School Leaders, which appears to be three assessments, while the pricing schedule lists 6 competency assessments. Can the Government clarify what the six assessments represent? There should be a comptency assessment for each role for both Foundational and Advanced. Thus 3 roles X two levels = 6 assessments
48Should vendors price competency assessments as separate instruments for Foundational and Advanced levels for each of the three role groups, or is another structure intended?Yes price as separate instruments by level and role.
49Option Line Item 1001 is labeled “Project Plan” with a quantity of “1 Months.” Should this be interpreted as one lot/annual update for the project plan, or as one month of project plan support?Option Line Item 1001 is intended to represent an annual effort associated with the review and update of the Project Plan in support of the option period. The unit of “1 Month” is administrative in nature and should be interpreted as a single lump-sum (lot) deliverable for that effort, rather than a recurring monthly level of effort.

This aligns with the PWS requirement for the Project Plan to be reviewed and updated annually based on progress, evaluation findings, and evolving priorities

50Option Line Item 2010 is labeled “Review/Revision of Foundational Professional Learning,” while PWS 2.1.5.1 refers to review and revision of Advanced PL in Option Year 2. Can the Government confirm the intended scope and title for CLIN 2010?Attachment 1, Price Sheet updated to reflect, "Review/Revision of Advanced Professional Learning"
51The solicitation references evaluation of a potential six-month extension of services. Should vendors calculate this extension using the final option-year monthly technical support rate only, or should the extension include prorated pricing for all recurring service CLINs?See answer to 35
52For IDIQ ordering, should vendors assume the base-year quantities shown in the pricing sheet will be ordered in full at award, or may the Government issue multiple delivery orders for partial quantities throughout the year? The Government may issue orders for partial quantities and may place multiple orders throughout the period of performance based on actual requirements. Vendors should not assume that all estimated quantities will be ordered at time of award.
53Can the Government confirm whether “NSP” may be used for deliverables bundled into other fixed-price CLINs when the full scope is still priced elsewhere?Yes. Vendors may use “NSP” (Not Separately Priced) for individual line items or sub-CLINs when the full scope of those items is included within other priced CLINs, provided that all required work is clearly accounted for in the overall pricing.

Vendors remain responsible for ensuring that their pricing submission is complete, consistent, and reflects all requirements of the solicitation. The Government may determine a quote to be nonresponsive if required items are not priced or otherwise accounted for.

Additionally, vendors should clearly identify where costs for NSP items are captured within their pricing structure to ensure transparency and facilitate evaluation.

54Can the Government clarify the expected distinction between Foundational and Advanced PL for the Executive Team, since both descriptions reference coaching coaches for systems-level instructional improvement and contain similar language? The distinction lies within the coaching IC Map. Although the exectutive team will likely come with coaching skills, it is paramount that they are able to function at the distinguished coaching level to coach district level leaders in systems level improvements.
55For Advanced PL, the PWS requires differentiation through leveled content and graduated engagement rather than separate PL offerings. Should vendors design one Advanced PL experience per role group with embedded differentiated scenarios, or should vendors design separate tracks that are delivered within the same session?Either of these concepts could work and can be determined at a conceptual level with COR during design phase.
56Should the Advanced PL differentiation levels align specifically to “intermediate” and “distinguished,” or may vendors recommend additional proficiency levels based on the competency assessment design?DoWEA is open to hearing vendors ideas beyond the IC map for the advanced levels during the design phase.
57For the Region/District ISS PL, should content-specific classroom instructional improvement scenarios be customized by subject area, grade band, or ISS function, or should they remain broadly applicable across content areas?Broad Content specific scenarios are ideal.
58For School Leaders, should the PL focus primarily on principals and assistant principals as coaches of teachers, or also on their role in building schoolwide coaching systems and monitoring coaching implementation?Yes to both here.
59For the Executive Team, does the Government expect the Contractor to facilitate all sessions directly, or also prepare DoWEA personnel to redeliver Executive-level content?Initially the PL for Executive team will be delivered by vendor but ultimately faciliation will transiton to SMEs within DoWEA
60Will DoWEA provide an existing coaching competency framework or rubric for assessment development, or should the Contractor propose and validate one aligned to the Coaching Model and IC Maps?Vendor needs to propose the framework and assessments
61Should competency assessments be designed as self-assessments, knowledge checks, scenario-based performance assessments, artifact reviews, observation tools, or a combination of these methods?A combination of the methods is ideal.
62Will competency assessment data be collected in a Government platform, Contractor platform, DoWEA LMS/PL platform, or through editable files provided to DoWEA?This can be determined after award, data will need to be collected via internal DoWEA platforms
63What level of personally identifiable information, if any, should vendors assume will be collected for competency assessments, participation tracking, evaluation reporting, and differentiated support? This will need to be determined post award but plan for minimal PII
64The Program Evaluation requirement references “certification outcomes,” but the PWS does not otherwise describe a certification process. Is a formal coaching certification expected under this contract, or should “certification outcomes” be interpreted as competency/participation outcomes?Interpret as compentency outcomes
65What data will DoWEA make available to support Kirkpatrick Level 3 and Level 4 evaluation, particularly evidence of changes in coaching practice, instructional practice, and student learning?DoWEA can provide access to trend, system level data from classroom walkthroughs and ISS classroom engagements. Further data needs can be discussed post award in partnership with DoWEA research branch.
66Does the Government expect the Contractor to evaluate direct impact on student outcomes, or is the Contractor expected to provide a practical evaluation model using available leading indicators, participant feedback, evidence of practice, and implementation data? There is not an expectation to evaluate direct impact on student outcomes. As stated in 2.1.3.7: "Provide evaluation support to assess the effectiveness of Foundational PL by role, monitor participant progress, and evaluate the development of coaching competencies aligned to the DoWEA Coaching Model. Support shall include implementation of agreed upon evaluation measures, analysis of role-specific evidence of practice, and alignment of findings. Evaluation findings shall inform continuous improvement of PL and the Advanced level project planning and reporting."
67The PWS requires access to digital resources within three business days after receipt of the initial delivery order. Since custom PL development begins post-award, what specific access or materials must be available within three business days?DoWEA will provide access to the digital resources that contain previous guidance documents and professional learning coursework in relation to the DoWEA Coaching Model to inform the planning timeline and customiztion needs.
68The PWS states that Contractor personnel with access or potential access to DoWEA data must be U.S. citizens. Does this requirement apply only to personnel with access to DoWEA data, systems, or PII, or to all personnel supporting content development and project management under the contract? The U.S. citizenship requirement applies to contractor personnel who have access to, or the potential to access, DoWEA data, systems, or information, including but not limited to PII and other sensitive data.

This requirement is not intended to apply to personnel who do not have any level of access to DoWEA data or systems in the performance of the contract. However, vendors are responsible for clearly defining roles and ensuring that any personnel supporting the contract who may access DoWEA data directly or indirectly meet all applicable PWS requirements, including citizenship restrictions and privacy safeguards.

69 The evaluation criteria reference the proposed Project Lead and Program Specialists. Does the Government require named personnel and resumes in Volume 2, or may vendors describe roles, qualifications, and staffing approach with names provided post-award? Vendors shall provide sufficient detail in Volume 2 (Technical Approach) to demonstrate that the proposed Project Lead and Program Specialists meet the qualifications and experience requirements outlined in the PWS.

Vendors may propose personnel either by name (e.g., including resumes) or by describing the roles, required qualifications, and overall staffing approach. However, the information provided must be detailed enough to allow the Government to evaluate the offeror’s ability to meet the Key Functions requirements and successfully perform the contract.

If personnel are not identified by name at the time of proposal submission, the successful contractor shall provide specific individuals post-award who meet or exceed the qualifications described in their proposal and the requirements of the PWS, in accordance with the personnel requirements and substitution provisions.

70The PWS states the Program Lead shall be nationally recognized or possess an advanced degree in a relevant area and show successful oversight of at least one comparable K-12 coaching implementation. What forms of evidence will the Government accept to demonstrate “nationally recognized”?Evidence could include an overview of the Program Leads resume with links to websites where the person has been nationally recognized, CV, or reviews of person leading discussions or learning on the topic of coaching. This is not an exhaustive list.
71Does the 15-page technical volume limit include resumes, staffing tables, graphics, compliance matrices, and sample artifacts, or may those be included as appendices?See answer to question 2.
72May vendors include sample professional learning artifacts, sample coaching tools, or sample evaluation instruments in Volume 2, or would those count against the 15-page technical limit?Vendors may include sample artifacts (e.g., professional learning materials, coaching tools, evaluation instruments) within Volume 2 as part of their Technical Approach submission. All such materials included in Volume 2 will count toward the 15-page limit for the Technical Volume.

Vendors are encouraged to be concise and selective in the materials provided and ensure that any included artifacts directly support and enhance the evaluation of the proposed technical approach. Excess pages beyond the stated limit will not be evaluated.

73The solicitation requires web-based access to the Offeror’s digital resources for five evaluators during the evaluation process. If the proposed solution is primarily custom-developed after award, what type of evaluation access is acceptable? The purpose of the evaluation access is to enable the Government to assess the vendor’s technical approach, usability, and compliance with requirements (e.g., accessibility, functionality), even if the final deliverables will be customized post-award. Vendors are responsible for ensuring that the provided access is sufficient to support a meaningful evaluation consistent with the solicitation criteria.
74For evaluation access, may vendors provide access to representative samples, a demo environment, sample PL resources, or prior similar materials rather than the final DoWEA-specific resources?Yes. Vendors may provide access to representative samples, demonstration environments, sample professional learning resources, or prior similar materials in lieu of final DoWEA-specific deliverables, where the proposed solution will be customized post-award.
75Could the DoWEA clarify the required delivery method for the professional learning and facilitation sessions? Specifically, should the vendor anticipate any onsite, in-person delivery, or will all sessions be conducted entirely through synchronous and asynchronous virtual methods? If onsite sessions are required, will DoWEA provide the training venues, or is the contractor responsible for securing and arranging the facilities?Deliver all PL in both synchronous and asynchronous formats. The method of facilitation (i.e., in-person, virtual, or hybrid) will be determined post-award by the Agency in consultation with the Contractor. If onsite sessions would be needed, DoWEA will provide the venue and secure facilitities.
76Does the NIST 800-171 assessment score need to be submitted to the Supplier Performance Risk System (SPRS) for this project?
In accordance with DFARS 252.204-7020, NIST SP 800-171 DoD Assessment Requirements, contractors are required to have a current NIST SP 800-171 DoD Assessment score posted in the Supplier Performance Risk System (SPRS) if the clause applies to their proposed solution.
77There appears to be a discrepancy in the Option Year 1 Schedule of Supplies/Services (pages 4 and 5) when compared to the Base Year CLINs. For the CIL Team, Region/District ISS, and School Leaders cohorts, the Option Year list only includes Sub-CLINs for "Facilitation Preparation" (CLINs 1005AB, 1006AB, and 1007AB) and completely omits the core "Professional Learning and Resources" Sub-CLINs that appear in the Base Year (CLINs 0005AA, 0006AA, and 0007AA). Please clarify if the intention for contractors is to provide the core professional learning sessions and resources during Option Year 1, and if so, how those services should be priced. No, Professional Learning sessions and resources are only in the base and not in the option year.
78The solicitation states that the contractor must "Provide digital resources designed to run in DoWEA learning management system (LMS, Schoology) and Google Classroom..." To satisfy this requirement, is it acceptable for the contractor to develop these digital resources within our proprietary LMS and export them into the DoWEA virtual learning environment, provided all delivered content files are fully SCORM-compliant?Yes. Contractors may use proprietary systems or tools to develop digital resources, provided that all delivered content is fully compatible with DoWEA’s learning management systems (e.g., Schoology) and Google Classroom in accordance with the PWS requirements.

Deliverables must meet all applicable technical specifications outlined in the PWS, including SCORM compliance (where applicable), interoperability standards (e.g., IMS, LTI, QTI), and compatibility with DoWEA’s virtual learning environment.

Contractors are responsible for ensuring that exported or delivered content functions as intended within DoWEA systems without requiring additional configuration, administrative privileges, or external dependencies beyond those permitted by the PWS.

79 Proposal submission - it says the proposal needs to be available for web access for 5 evaluators. What is DoWEA’s preferred method for web access? DoWEA does not require a specific platform or method for providing web-based access. Vendors may use any commercially available or proprietary solution to provide access, provided it enables secure, reliable, and user-friendly access for five evaluators during the evaluation period.

Acceptable approaches may include, but are not limited to:

Secure web portals or hosted demonstration environments Learning management system (LMS) instances Cloud-hosted platforms or applications Password-protected websites or dashboards

Regardless of the method used, vendors are responsible for ensuring that:

Access is provided via standard web browsers (e.g., Chrome, Edge) without requiring special configuration or administrative privileges Login credentials (if required) are provided for each evaluator The environment remains available and functional for the duration of the evaluation period The solution complies with applicable solicitation requirements, including accessibility, security, and compatibility with typical Government IT environments No personally identifiable information (PII) is required to access or evaluate the provided materials 80 If the prime contractor intends to supplement its project team with contracted external coaching specialists, are there specific personnel forms, representations, or background checklists that must be completed individually by these specialists and included within Volume 1 of our proposal package? Vendors shall comply with all Volume 1 requirements as outlined in the solicitation, including submission of required representations, certifications, and attachments at the entity level (and for any subcontractors, where explicitly required, such as applicable attachments identified in the solicitation).

For Volume 2, vendors are responsible for providing sufficient information regarding proposed staffing to demonstrate that all personnel whether employees or subcontracted specialists meet the qualifications and requirements of the PWS.
