About this file
This is a Questions and Answers document for solicitation HE1254-26-Q-E033 regarding Engineering Pathway Courseware. The document addresses nine clarifying questions from offerors regarding submission and evaluation requirements.
Key clarification points include: vendors may submit as few as three references (out of a maximum of five) for relevant contracts performed within the past five years, including Federal, State, local, and commercial customers; bids may be submitted via email to the Contract Specialist and Contracting Officer by the SF-1449 Block 8 deadline; optional CLINs may be quoted only if expressly provided in the solicitation and will not be evaluated as part of the base-price evaluation unless exercised by the Government; curriculum alignment should reference the DoDEA Engineering and Technology cluster standards at https://www.dodea.edu/curriculum/career-technical-education/clusters/engineering-and-technology. The Government will communicate any material pre-award changes through formal solicitation amendments. Post-award curriculum or standards changes are not automatic and require formal contract modification. Vendors must propose and price based on standards and curriculum guidance in effect at proposal submission; the requirement to maintain current content is limited to alignment with course descriptions and requirements identified in the solicitation and does not mandate ongoing alignment to newly adopted standards unless directed by the Government. Digital access codes demonstrating ability to meet requirements are required; physical samples are not needed, as the requirement specifies 100% digital, cloud-based commercial off-the-shelf instructional resources.

Question # Question Answer
Regarding references, would three references who have worked with us in the past suffice?
Yes. In accordinance with the solicitation under Instructions, Conditions, and Notices to Offerors or Quoters, Section 2.1.3, Volume 3: Past
Performance, vendors shall submit no more than five (5) references for relevant contracts performed within the past five (5) years. Contracts may be past or current, provided performance did not end more than five years prior to the quote submission due date, and may include
Federal, State, local, and commercial customers. Submission of three references is acceptable.
2 Can we submit our bid via email?
Yes. In accordinance with the solicitation under Instructions, Conditions, and Notices to Offerors or Quoters, Section 3.3, Submission
Requirements and Quote Due Date, submissions must be sent electronically to the Contract Specialist and Contracting Officer on or before the closing date and time identified on the SF‑1449, Block 8.
Quotes submitted via email meet this requirement.
Please confirm whether offerors may propose optional CLINs for equipment, consumables, and CAD/Onshape software or certification-related items associated with the proposed solution, and if so, whether those optional CLINs will be outside the required base offering and excluded from the Government’s base-price evaluation unless expressly exercised.
Vendors shall quote pricing in accordance with the CLIN structure identified in the solicitation. Optional CLINs may be quoted only if expressly provided for in the solicitation. Any optional CLINs identified as such would not be evaluated as part of the base‑price evaluation unless and until exercised by the Government.
The PWS references course standards at https://www.DoDEA.edu/curriculum/career-technical-education-cte. Please confirm whether the standards located at that website are the basis for alignment of Principles of Engineering, Engineering Design and Development, and Engineering Drawing CAD, or whether there are additional competency documents, curriculum documents, or other guidance that offerors should use for alignment.

If any revisions to the applicable standards, curriculum guidance, or alignment requirements are planned prior to award, will the Government provide those revisions to all offerors through a solicitation amendment?
Yes. Any material changes to the solicitation requirements prior to award will be issued to all vendors through a formal solicitation amendment.
If curriculum, standards, competencies, or other alignment requirements change during the period of performance, will the Government provide the awarded contractor an opportunity to revise its solution to continue satisfying the requirement as awarded?
The vendor shall perform in accordance with the contract as awarded.
Any post‑award changes to curriculum, standards, competencies, or alignment requirements are not automatic and would only be implemented if determined necessary by the Government and addressed through a formal contract modification.
Please confirm that offerors should propose and price based on the standards and curriculum guidance in effect at the time proposals are submitted. If the Government revises those requirements after award, please confirm whether such revisions will be addressed through contract modification.
Vendors shall quote their submissions based on the standards and curriculum guidance in effect at the time proposals are submitted. Any changes to requirements that occur after award and impact contract scope, pricing, or performance would be addressed, as appropriate, through a contract modification.
Please clarify whether the requirement to keep content/courseware current is intended only to address the currency of published instructional content, or also to require ongoing alignment to any newly adopted standards, curriculum revisions, or other Government-issued course requirements after award.
The requirement to keep content/courseware current is limited to maintaining alignment with the current course descriptions and requirements identified in the solicitation. Ongoing alignment to newly adopted standards or post‑award curriculum changes is not required unless otherwise directed by the Government.
9 Do you need physical samples or digital access for your review?
The Government does not require physical samples. As stated in
Attachment 8 (Performance Work Statement), Section 2.1.1, the requirement is for 100% digital, cloud‑based commercial off‑the‑shelf
(COTS) instructional resources. Additionally, per the solicitation under
Evaluation Factors for Award, Section 2(i), Step #1, vendors shall provide materials via digital access codes that demonstrate their ability to meet the requirements of the applicable subfactors.
