About this file

This is a Privacy Checklist that contractors must complete and certify when handling personally identifiable information (PII) on behalf of the Department of Defense Education Activity (DoDEA).

The checklist establishes mandatory privacy and security requirements for all contractors, companies, and entities working with DoDEA student and sponsor PII. Key compliance obligations include: adherence to the Privacy Act of 1974; completion of a Privacy Impact Assessment (using DD Form 2930 or 2930a) before systems become operational; provision of initial and annual role-based privacy training to all personnel with PII access; timely notification to DoDEA and US-CERT of any data breaches within 24 hours of discovery (documented on DD Form 2959); and limitation of PII use to written, agreed-upon purposes only. Additional requirements prohibit acquisition of hardware, software, and services from Russia-based Kaspersky Labs and Chinese entities including Huawei Technologies, ZTE Corp., Hytera Communications, Hangzhou Hikvision, and Dahua Technology, with contractors required to report any such discoveries. All federal records created for DoDEA business are owned by DoDEA, and contractors must coordinate with the DoDEA Records Management Officer regarding records management procedures. An authorized representative must sign and certify understanding of all acknowledgments before returning the checklist to the DoDEA Action Officer or Contracting Officer.
