Government Response: The government does not require any special certifications for the handling of those disrupted hazardous materials. The IFPs are mounted in areas that are free of any ACMs or Lead.

Government Response: Device connectivity is the responsibility of the contractor.

COMMERCIAL ITEMS, II. PROPOSAL CONTENT AND FORMAT INSTRUCTIONS,
Volume 3: Past Performance Proposal (Factor 2), b., Page 26, Paragraph 2. The current solicitation does not appear to allow for evaluation of subcontractor past performance. We strongly believe that allowing prime contractors to leverage the past performance of their subcontractors can be beneficial to DoDEA for several reasons including encouraging additional small business participation; enhancing competition; improving contract performance through subcontractor specialization; and aligning with the strategic sourcing goal of developing long-term relationships with high-performing contractors. By recognizing the contributions of subcontractors, the government can foster better relationships with its contractors, leading to improved outcomes over time. While the FAR does not explicitly require using subcontractors' past performance, the principles of fairness, transparency, and obtaining the best value for the government suggest that considering the performance of all contributors to a contract is beneficial. Please amend the solicitation to allow for evaluation of subcontractors’ past performance.
Government Response: The Government will accept past performance when the offeror was a subcontractor.
Q9. Reference Attachment 2 - Salient Characteristics, Pages 63-69. Is it necessary that multiple students/teachers possess the capability to write, erase, and annotate simultaneously?
Government Response: Yes. The Government requires a minimum of four (4) simultaneous touch points.
Q10. Reference Attachment 2 - Salient Characteristics, Pages 63-69. Is it required for students to have the capability to annotate on their device when the whiteboard is shared at the front of the room, without requiring each student to have their own account, rather than solely observing?
Government Response: Yes. Each user must be able to screen share, to include annotations, without requiring logon to an account.
Q11. For the Smart TVs, one of the specifications listed is “Software – works with Learning Suite and Remote Management.” SMART panel Learning Suite (Lumio) and Remote Management software are only compatible on the IFPs and not on TVs. Could you remove this specification from the TV requirements?
Government Response: Yes. The solicitation will be corrected to remove the SMART panel Learning Suite (Lumio) and Remote Management software from the TV specification.
Q12. SMART boards allow for collaboration between multiple users using the board at once. Do the boards proposed need to have the capability allow multiple users (students/teachers/faculty) to erase, write, and annotate simultaneously? If so, how many users would this board need to support?
Government Response: Yes, the boards proposed must have the capability to allow multiple users (students/teachers/faculty) to erase, write, and annotate simultaneously. Some boards allow up to 40 touch points. The Government requires a minimum of four (4) simultaneous touch points.
Q13. Is it a critical specification for end users to have the ability to annotate on their device when the IFP is being shared in a central location (like the front of a classroom) without each user having a unique account as opposed to observing the content?
Government Response: Yes. Each user should be able to screen share, to include annotations, without requiring logon to an account.
Q14. Reference Pricing Template. In the original solicitation, the pricing template was broken down by region for the equipment. In the current iteration, there is no differentiation in equipment costs between the different regions. Are bidders intended to quote one flat equipment price for all regions?
Government Response: Offerors shall quote according to the pricing template.
Q15. Do the Interactive Flat Panels need to have the ability to annotate directly into Microsoft programs for saving later?
Government Response: No, the interactive flat panels do not need to have the ability to annotate directly into Microsoft programs for saving later. When teachers are logged into MS account and accessing documents, any changes are saved. Interactive Flat Panels overlay of the document usually has screen saving/recording when writing on the board.
Q16. Reference Section 2.8 - Professional Development. Will the DoDEA provide copies of previous professional development webinars to new users or is the expectation that with every order, a webinar will be needed, up to 3 per region?
Government Response: A new webinar will be needed with every order.
Q17. Reference Section 2.2.1. For the 500 SMART Lumio Learning Suite Licenses mentioned in this section, are those for pre-existing boards that need new license?
Government Response: The licenses are for the new boards.
Q18. Reference Section 2.5.14. What is the highest level of clearance needed for installation personnel to get onto sites?
Government Response: PWS section 2.5.14 has been changed. There are no clearance requirements. Specific/additional information, regarding base/installation entry, will be provided at the task order level. It is the contractor’s responsibility to ensure contractor’s personnel meets all base entry criteria. Each installation/base has different entry procedures.
Q19. For boards that are in need of replacement pens, are contractors expected to provide those at no charge or can the pens be added as a purchasable item once contract has been established?
Government Response: Historically, pens are part of the IFP package. The Government requires that new boards are be provided with pens. If pens become nonfunctional due to normal wear and tear within the warranty period, the government anticipates a replacement at no additional cost.

ATTACHMENT 1 - PWS
Performance Work Statement Interactive Displays for DoDEA Schools and Administration Offices
School Year 2023/24 – 2027/28
1. GENERAL INFORMATION AND SCOPE OF WORK
1.1. BACKGROUND
The Department of Defense Education Activity (DoDEA) serves the dependents of military and civilian employees by providing PK-12 instruction to approximately 72,000 students. The number of students varies based on the deployment of military troops worldwide. DoDEA’s curriculum, resources, and student achievement scores on standardized tests compare favorably to those of high-performing US (United States) public schools.
DoDEA is divided into eight districts that administer 167 brick-and-mortar schools. The Americas’ (AM) Southeast and Mid-Atlantic districts have 54 schools in seven states, Puerto Rico, and for administrative purposes, Cuba. Europe’s (EU) South, East, and West districts have 65 schools in England, Germany, Italy, Belgium, Netherlands, Spain, Turkey, and Bahrain. The Pacific’s (PAC) West, East, and South districts have 48 schools in Korea, Japan, and for administrative purposes, Guam. In addition, DoDEA operates a fully accredited Virtual High School with its central office in Virginia and with teaching hubs in Germany and Okinawa.
1.2. SCOPE
DoDEA requires up to 8,500 multi-touch interactive flat panels (IFP) of select varied sizes and specifications and up to 400 brand agnostic smart televisions (TVs) for use in classroom spaces, meeting spaces, and other collaborative areas in schools and offices located CONUS and OCONUS. Both device types will be used primarily for classroom learning with possible opportunities for hybrid instruction. Once a delivery or task order (DO/TO) is awarded, the contractor must supply locations both CONUS and OCONUS in accordance with the order. Bid awards will not be split by District or Region as identified by DoDEA. Once originally ordered items become end-of-life and/or as new requirements are identified products can be added throughout the life of the contract. Finally, DoDEA requires enterprise Remote Management licensing that is compatible with SMART (Lumio, formerly Learning Suite) software tools as well as the following:
2. GENERAL REQUIREMENTS
2.1 Software: DoDEA requires an enterprise license for remote management of the IFPs under one software key and inclusive of all the salient characteristics as outlined in PWS Attachment 1.
2.1.1 Up to 500 SMART LUMIO Learning Suite licenses, or equal, shall be provided for Universal Pre- K IFPs.
2.2 Interactive Flat Panels: The Contractor shall provide Interactive Flat Panel (IFP) options that meet the specifications stated in the salient characteristics for IFPs (PWS Attachment 1) and/or the order form included in the Request for Proposal (RFP).
2.3 Smart TVs: The Contractor shall provide network capable Smart TVs that meet the specifications stated in the salient characteristics for Smart TVs (PWS Attachment 2) and/or the order form included in the Request for Proposal (RFP).
2.4 IFP Hardware Mobile Stands: The Contractor shall provide an option for mobile stands for each solution with all hardware, correct plug type and voltage (indicated in PWS Attachment 2: PLUG AND VOLTAGE TYPES) for each size option outlined in the attached salient characteristics. Specific characteristics for each category of hardware are also available in the attached salient characteristics.
2.5 Installation/Removal Services: In general, the contract is specifically for IFP installations on mobile carts, however, there may be some exceptions. The number of IFPs that will be wall-mounted and installed on mobile carts will be determined when completing the deliveries. Old IFPs will need to be removed from carts and new ones installed on carts that will accommodate. There is a mix of 65”, 75” and 86” IFPs in some locations that will need to be removed. Local Logistics will then manage old IFPs/carts for DRMO. The Contractor shall provide full installation and removal services as follows:
2.5.1 Full installation, to include all labor, equipment, materials, tools, quality control, supervision, shipping, and transportation to provide equipment, installation, and overall set-up.
2.5.2 Coordinate installation schedule with the school Point of Contact (POC) based on availability of the product, within five (5) calendar days of receipt of delivery order, unless another period is specified in the delivery order.
2.5.3 Ensure method and mobile cart for mounting the unit is enough for the weight of the unit.
2.5.4 Remove all trash and packaging from site and properly dispose of all material. (Dumpsters will not be available onsite. Contractor must haul away all debris.)
2.5.5 Mount the equipment on the designated mobile stand in accordance with the manufacturer’s installation instructions, including any additional reinforcement required to support the equipment.
Installation will be at 36 inches for high schools, 32 inches for middle schools and 29-31 inches for elementary schools, measured to the bottom of the board. Measurement specifications per school classroom will be provided per task order.
2.5.6 Ensure each system is user ready by connecting all cables and accessories, and making all connections to the Wi-Fi, Local Area Network (LAN), and Bluetooth.
2.5.7 Configure each IFP system to a fully operational, fully functional level. The Contractor must provide all required cables and hardware to connect IFP products to computers. Cable requirements for connecting DoDEA laptops to Interactive Displays are a Mini-DisplayPort-to-HDMI adaptor, HDMI cable and USB cable. All visible cable runs at the point of installation will be dressed in appropriate conduit systems.
2.5.8 Designate a Project Manager to communicate with the Government representative for the work and logistical matters. The Point(s) of Contact (POC) shall be able to speak, read, and write English sufficiently to communicate basic work-related information.
2.5.9 Provide all labor, materials, power tools, and lifting devices to accomplish the work specified for installation.
2.5.10 Provide transportation for contractor personnel. This will include to and from worksite requirements, and personnel transportation needs during each workday. Transportation of equipment will be handled by the contractor for re-installation of equipment.
2.5.11 Prepare the existing products for transport to the new school. The Contractor is responsible for loading and off-loading the items with the proper equipment to complete the delivery with no damage to the IFPs or carts. This includes a hand truck/dolly and the proper number of personnel to complete the delivery in a timely manner. Most DoDEA locations are equipped with loading docks and have or can access a forklift, not all. Also, most locations have a receiving/Supply room/area of varying size, not all locations.
2.5.12 Ensure that all aspects of school facilities, especially flooring and school grounds, are protected from any scratches, scrapes, or vehicle damage during installation and removal.
2.5.13 Perform work between 0730-1630 on weekdays at the school site in the time zone of each school location (local time) unless an alternative schedule is mutually agreed upon between the Government and Contractor.
2.5.14 Ensure that all installation personnel can obtain proper clearance and installation access. Ensure contractor’s personnel meets all installation/base entry cirteria. Each installation/base has different entry procedures. Specific/additional information, regarding base/installation entry, will be provided at the task order level.
2.5.15 Ensure that all delivery/installation personnel adhere to each installation’s COVID-19 regulations.
2.6 Warranty and Maintenance: Contractor shall provide 5-year original manufacturer warranty for all items ordered. Contractors shall also register and provide registered warranty by serial number and installed location to the government in a single spreadsheet by order. The Contractor shall provide manufacturer warranty paperwork for all purchased equipment, materials, and components to the government COR (Contracting Officer Representative) upon government acceptance. Interactive Flat Panel Boards, Smart TVs and mobile carts shall have at minimum, a 5-year manufacturer’s warranty. There shall be a “Removal and Re-Installation Guarantee” by the contractor to coincide with the Technologies Warranty. This means that if a board/cart should be under warranty, the contractor will provide removal and re-installation of a failed board/cart being shipped in for warranty work at no cost to the government. The contractor shall immediately replace any materially defective equipment discovered within 90 days (about 3 months) of the order delivery date.
2.6.1 Maintenance and repairs shall be included as long as hardware items are under warranty.
2.7 Maintenance and Issue Support: The service support/maintenance provider shall respond within 24 hours to requests for assistance via a service ticket and/or phone call, whichever method is identified by the service support provider.
2.8 Professional Development: Contractor shall provide professional learning experiences to DoDEA teachers, including the following:
2.8.1 At least nine (9) live webinars are available in DoDEA’s three major time zones in the first year that can be recorded and provided in short segments in Shareable Content Object Reference (SCORM) modules on DoDEA’s learning management system (LMS). These webinars shall meet the objectives of allowing teachers to understand how to use the hardware and software, as well as an understanding of how to incorporate the use of interactive display activities into an effective lesson.
2.8.2 Full playlist of video tutorials and examples sorted by content (discipline) area and age group, including tips to use the hardware and software for just-in-time support.
2.9 Shipping and Delivery: Current delivery addresses for each school, plug and voltage types, are provided in the SCHOOL ADDRESSES/PLUG AND VOLTAGE TYPE attachment. Addresses are subject to change and will be accurately reflected on subsequent delivery orders. Depending on time constraints, shipping will be either military air or freight from the Point of Embarkation (PoE) and/or commercial with DHL, UPS (Uninterruptable Power Supply), or other commercial carriers. Each delivery order will indicate the school, address, and method of shipping per item. Specific instructions will be provided in each delivery order. A brief description of the shipping method is provided below with estimated times.
2.9.1 Port of Embarkation – Freight (Europe and Pacific only) arrives at the destination in 3-5 months.
2.9.2 Port of Embarkation – Air (Europe and Pacific only) arrives at the destination in about 30 days.
2.9.3 Commercial- time varies.
2.10 Meetings: The Contractor shall:

3. COMPLIANCE REQUIREMENTS
Contractor resources, wherever applicable, shall meet the following Section 508 requirements:
3.1 Section 508 Compliance:
3.1.1 Background: Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) requires Federal agencies that develop, procure, maintain, or use information and communication technology (ICT) to endure they are accessible to people with disabilities. Federal employees and members of the public who have disabilities must have access to and use of information/data that is comparable to people without disabilities.
3.1.2 Requirement: Ensure that products, platforms, and services delivered as part of this work statement that are ICT or contain ICT conform to the Revised 508 Standards, which are located at 36 C.F.R. §
1194.1 & Apps. A, C & D at the following URL: https://www.access-board.gov/guidelines-and-standards/communications-and-it/about-the-ict-refresh/final-rule/text-of-the-standards-and-guidelines.
3.1.3 See attached ICT Accessibility Requirements Statement (ARS). All functional performance criteria apply when using an alternative design or technology that achieves equivalent or greater accessibility and usability by individuals with disabilities, than would be provided by conformance to one or more of the requirements in Chapters 4-6 of the Revised 508 Standards or when Chapters 4-6 do not address one or more functions of ICT.

3.2 Technical Support: Provide technical support for hardware and software resources. Provide technical support throughout the contract's life, including helping with service problems, product setup, troubleshooting, and warranty support. Provide technical support via telephone.

4. TECHNICAL REQUIREMENTS. All of the cyber security services identified in this section are applicable to the scope of the contract because devices will connect to the DoDEA network and/or operate in a Cloud environment to access and transmit DoDEA data, the Contractor must encrypt data at rest and provide encrypted protection for data in transit. No Cloud services are included in the scope of work, however, if the vendor software solution is cloud-based, then the vendor must complete the latest iteration of the DoDEA Cloud Questionnaire.
4.1 Cloud Storage:
4.1.1 DoDEA user data shall be maintained in DoDEA managed Cloud storage space.
4.1.2 DoDEA users will not be authorized to use other Cloud storage spaces.
4.2 System/Data Security: The contractor shall:
4.2.1 Provide any required desktop software for security testing and address DoDEA Cyber Security concerns within 30 days of software review.
4.2.2 Certify that the system, including its server(s) and network devices, are in an environmentally controlled and secure facility under controlled circumstances (e.g., authorized personnel access lists, ID cards, entry logs).
4.2.3 Certify that DoDEA’s information and data is stored in the United States, to include outlying areas or DoD on-premises.
4.2.4 Encrypt DoDEA’s data at rest, to include unique encryption keys for each customer on systems hosting multiple customers.
4.2.5 Protect DoDEA’s data in transit, e.g., secure socket layer (SSL), hashing, etc. Method of transit must be approved by DoDEA Cyber Security.
4.2.6 Notify DoDEA in writing within 72 hours of any changes made to corporate policies for data protection.
4.2.7 Maintain security standards IAW: DoD Cloud Computing Security Requirements Guide, March 6, 2017, v1r3. Provide DoDEA Cyber Security with an annual review.
4.2.8 Use only masked student data in a non-production environment.
4.2.9 Backup and restore DoDEA data to prevent loss in the case of a disaster.
4.2.10 Protect DoDEA data against all cyber-attacks.
4.2.11 Notify DoDEA within 72 hours of an identified and confirmed intrusion.
4.2.12 Perform security incident investigations upon identification of an event or at the request of DoDEA.
4.2.13 Provide an initial and quarterly cyber security overview that includes any software upgrades or changes.
4.2.14 At any time, the DoDEA CISO may request validation of contractor’s security posture.
4.2.15 The contractor shall meet the above requirements. Notifications will be sent to the DoDEA Chief Information Security Officer (CISO), Bryan Crowden, bryan.crowden@dodea.edu.
4.2.16 All personnel that may have access to DoDEA personnel must be US Citizens (including any third-party penetration/security testers).
4.2.17 All data transit must be secured with Transport Layer Security (TLS) encryption.
4.2.18 All data at rest must be secured with a minimum of AES-256 encryption.
4.3 Program and System Integration: The contractor shall:
4.3.1 Integrate with an industry standard Single Sign-On (SSO) login solution (ClassLink, Google, Azure, etc.).
4.3.2 Support Oauth 2.0, SAML for integration with Azure or Google.
4.3.3 Authenticate using Azure Active Directory (AD) or Google Authentication.
4.3.4 Support industry standard rostering (ClassLink, standard data formats such as One Roster).
4.3.5 Support the automated industry standard form of data integration using RESTful Application Programming Interfaces (API), Learning Tools Interoperability (LTI), or Secure Shell (SSH), File Transfer Protocol (SFTP) data sets (ClassLink, OneRoster, etc.).
4.3.6 Integration scheduling should be flexible to meet DoDEA’s required time limits.
4.3.7 Provide fully automated data uploads per Agency schedule(s) and Agency requirements.
4.3.8 Support SFTP capabilities that utilize a single set of login credentials.
4.3.9 Utilize a single data set of DoDEA information rather than smaller sections of data (no School, Complex/Installation, District). System will have to support DoDEA at all levels: the School, Community, District, Region, and HQ.
4.3.10 Provide detailed feedback on what caused the errors if an integration transmission results in errors on the vendor side.
4.3.11 Provide the ability for user accounts to be created automatically based on a file provided by DoDEA either nightly or on another pre-determined/scheduled feed.
4.3.12 Allow DoDEA to choose the format of users’ Login ID (i.e., an email address, and be able to create manual accounts if needed.
4.3.13 Provide a method for the user to reset the password upon the user’s initial log in or upon a requested password reset.
4.4 Data Management: The Contractor shall:
4.4.1 Provide a mechanism for batch administration and automation of routine data management tasks via flat file import or representational state transfer (REST) based web service APIs. The mechanism shall provide and manage data objects within the Contractor’s system, including organizational structures, student accounts, staff accounts, courses, and class rosters.
4.4.2 Provide all necessary documentation and assets to facilitate batch administration and automation of routine data management tasks, including but not limited to roster template files (i.e., comma separated value templates); data element/field definitions documentation; data interchange formats and schemas (XML/JSON); and/or data dictionaries for the purpose of mapping organizational student information system (SIS) data to the Contractor’s required input formats.
4.4.3 Provide a single point of contact to support DoDEA in performing the required data integration activities within the Contractor’s system.
4.4.4 Configure DoDEA enterprise within its system and/or databases as the appropriate organizational entity (i.e., region, district, school) upon a request in writing from the contracting officer’s representative (COR). Note: DoDEA’s organization hierarchy consists of the following: one system, three regions, eight districts, 62 communities, and 160 schools, including the K-12 virtual school programs.
4.4.5 Participate in a technical meeting with DoDEA within ten business days after the award to prepare for onboarding of new services and initial configuration of administrator-level accounts.
4.4.6 Ensure the transfer of any sensitive and confidential data, including personally identifiable information (PII) data, be transferred in a secure means meeting any requirements set by DoDEA’s
CISO.
4.5 Cybersecurity Supporting Elements/Requirements and Scalability: The Contractor shall:
4.5.1 Comply with the same Federal law and DoD policies and guidance to which DoDEA is subject.
These requirements include but are not limited to the cybersecurity requirements defined in the following documentation:
4.5.1.1 DoD Directive (DoDD) 8500.01E, Information Assurance
4.5.1.2 DoD Security Technical Implementation Guides (STIG)
4.5.1.3 DoD Instruction (DoDI) 8510.01, Risk Management Framework (RMF) for DoD Information Technology (IT)
4.5.2 Provide security patches/upgrades, to include third-party applications, in response to public-released security vulnerabilities associated with its software solution.
4.5.3 Provide a Plan of Action and Milestones (POA&M) for any security vulnerabilities within five business days of discovery. Software upgrades/patches shall be included in the licensing cost and be performed at the least disruptive times as determined by DoDEA in writing. Note: Any exception to this requirement must be approved in advance and in writing by DoDEA’s Chief Information Officer (CIO) or other designated official.
4.5.4 Ensure that any portion of the solution that involves internet access by DoDEA students complies with the relevant requirements of the Children's Internet Protection Act, Pub.L. 106-554, § 1(a)(4) [Div. B, Title XVII, § 1701], Dec. 21, 2000, 114 Stat. 2763, 2763A-335.
4.5.5 Ensure the solution is robust enough to serve the needs of a large community of learners dispersed across the world using a variety of bandwidths while remaining scalable to meet future growth, both in terms of instruction and the number of users.
4.5.6 Ensure contractor staff who have access to DoDEA’s student, teacher and/or staff PII take the Identifying and Safeguarding Personally Identifiable Information (PII) training before gaining access to the data and maintain training certifications on a yearly basis thereafter.
4.5.7 Provide copies of the certificates of completion of the Identifying and Safeguarding Personally Identifiable Information (PII) training to the COR, which can be audited at any time by the CISO or another designated individual.
4.6 Maintenance and Support: Shall be available for the contract. Maintenance is defined as automatic distribution of upgrades and revisions that can be accomplished through coordination with the COR. The Contractor shall not contact schools directly but shall instead coordinate the dissemination of upgrades/revisions through the COR and shall provide electronic access of the updates/revisions to the COR for testing prior to distribution.
5. PERFORMANCE AND DELIVERY SCHEDULE
Unless another timeline is indicated in the delivery orders, the Contractor shall furnish all services to be performed and all items to be delivered in accordance with the following delivery schedule:
