Text version

Is an above-average provision planned in relation to previous/comparable contracts, or can the safety attendants be put on an equal footing with “bus monitors” in comparable contracts in terms of numbers, even if they are more qualified personnel? It turns out that it is difficult to draw up a reliable budget plan for these personnel with the solicitation documents available.

The qualifications for the Safety Attendant (SA) personnel are addressed in the PWS (as updated herein Amend 0001).

The total and complete estimated quantities of Safety Attendants and routes that must be proposed/priced according this solicitation are provided within route/zone lists at Attachs X1(a) and X1(b), as well as the estimated Qtys in Attach X5 (Pricing Sheet). Each SLIN as indicated in Attach X5 must be proposed/price by unit price (U/P) as required this solicitation.

In Attach X5 the price calculation is based on the daily ridership population. In the pricing sheet there are three Clins (example base Year 0001AA-0001AC) for a required price estimation for these three different ridership populations. Does the Government provide the numbers of the daily ridership population based on registered riders ?

Yes, the Government provide the numbers of the daily ridership population based on the student population of registered riders.

Offerors are to propose a price for each range as required per the pricing sheet at Attach X5, but only one range shall be ordered per Task Order.

NOTE: Typically, only one of these Ridership Population SLINs are planned to be ordered/required at a time. The Student Ridership Population number at the time of ordering will determine which of the 3 SLINs/Population ranges will be used. However, for this Pricing Sheet and the Base IDIQ contract anticipated, please input unit prices for all Ridership Population SLINS.

For attachment X2 personnel, it is requested to fill 50 row's, but a minimum of the total number of more than 54 is required to serve all outlined routes of attachment 1.

In attachment 1 there are outlined 54 routes to be served for both zones. Therefor more than 54 personnel is required to serve all outlined routes even there are safety aids in addition to the requested drivers.

REF update to 52.212-1 Addendum – Subfactor 3 Vehicles, as follows: “The rows appearing on Attachment X3 “Vehicles” each contain fifty

(50) total rows to identify the proposed vehicles. If an Offeror is proposing more than fifty (50) vehicles to meet this requirement, then additional rows can be provided; however, this is the ONLY exception to the field constraints of Attachment X3 “Vehicles” (i.e., no other additional pages may accompany a proposal, e.g., to permit more space to describe the company’s staffing and vehicle approach or capability to address any of the other sub-factors).”

In the continuation sheet of the Form 1449 as well as in the attachment X5 under the items 0001AA to 0001AC and 0002AA to 0002AC and in the following years a price for 180 days to transport a different number of ridership population in each case, but it is unknown how many buses or routes or personnel is necessary to execute this service. Is it possible to explain the scope for this service ? The PWS does not give an answer for this questions.

The Scope of this service, vis-a-vis-a-vis number of anticipated buses/routes, is contained in Attachments X1(a) and X1(b).

Would it be possible to submit a separate bid for passenger transportation only, without the safety attendant service?

No separate bids are considered except for proposals in response to the entire reqts per the solicitation. Additionally, please refer to revised PWS, published this Amendment, for changes in Safety Attendant (SA) Objective/Tasks - most notably at PWS 3.6.3 & deletion of (former)

PWS 2.2.2.10.

Industry Question Gov't Clarifying Response/Answer

Table of Government Responses to Industry Questions

With reference to the curricular runs, we would like clarification on how the run quantities are established so that the contractor can offer a clear and precise pricing for this clin structure. Please advise.

Estimated quantities for these runs are as provided in the Pricing Sheet (Attach X5). Furthermore, REF to PWS 2.4 (for Curricular/Co-curricular Reqts) and to PWS 6 (Definitions) for how the runs are defined.

According to the pricing sheet Attach X5-CLIN AF (Safety Attendants ) and the requested estimated amount of runs it seems that all routes are manned with an Safety Attendant. Are all routes be staffed wth an Safety Attendant ? Or on which routes does an Safety Attendant has to be installed ( per example on routes where problems are appearing only , or on routes with Kindergarten riders)?

The estimated amounts indicated on the Pricing sheet (Attach X5) are the total estimated amount of Safety Attendants (SA).

REF: PWS 2.2.2, SA's shall be as ordered by the COR. Additionally, all bus routes with Pre-K student ridership's shall be ordered with a Safety Attendant.

Could you please provide the name of the incumbent for the Student Transportation Services (STS) Kaiserslautern Military Community (KMC) School Zones A (Vogelweg) & D (Sembach) Daily Commute and the contract value?

This information is provided in tailored TUPE clause (in full text) of the solicitation.

Will the Government provide the area to stage buses upon completion of the Daily Commute Services?

NO, the Government does not provide any separate area(s) to stage buses beyond STS performance (objectives & tasks) described in the PWS.

The Government provides and controls on and off-loading zones at schools on military installations, but not separate staging areas for bus storage after mission completion of STS.

If any change of the daily ridership population appears and will affects the ridershipframes - when does this changes will become effective (Immediately or next month , next week, next day )?

At issuance of each Task Order (TO) under the anticipated IDIQ contract or as modified when the ridership populations change.

Who is responsible for designing the routes? Does the Government or the contractor creates the route sheets?

The Gov't (DoDEA) is responsible for all approved route sheets, with the expectation that the awarded contractor(s) will collaborate in designing/optimizing these routes [REF: PWS 2.1.10 - Obj 1/Task2].

According to the PWS 2.1.3 the contractor shall provide students counts ( on request) for actual riderships. So we may have two different numbers of riderships - registered and counted( actual) riders. What amount of riders will determine the daily ridership on the pricing sheet - the registered ridership or the actual( counted) ridership?

The actual (i.e., counted) ridership are what is referred to in the performance task/standard of PWS 2.1.3.

The estimated amounts indicated on the Pricing sheet (Attach X5) are the estimated registered riders.

The documents do not clearly specify the number of routes, the count of stops, or the precise definitions of zones A and D - we have made assumptions regarding these details, yet explicit clarification is essential (there are altogether 34 routes, although the documentation appears to suggest a specific requirement for 21 routes).

The estimated details for these services, vis-a-vis-a-vis number of anticipated buses/routes, is contained in Attachments X1(a) and X1(b). The total estimated projected routes for each zone are provided on the two separate tabs of Attach X5 (Pricing Sheet).

Is there a foreseen requirement to utilize the bus services during weekend time and if so, what is the manner in which such services are requested?

Buses will only be used for daily commute transportation. For weekend transportation requirements, the government has vendors available to perform this services under different agreement contracts.

Is there a requirement to stage buses over weekends and holidays at the government indicated area?

NO, the Government does not provide any separate area(s) to stage buses beyond STS performance (objectives & tasks) described in the PWS.

The Government provides and controls on and off-loading zones at schools on military installations, but not separate staging areas for bus storage after mission completion of STS.

The requirement for drivers to possess reading and writing skills in German is mandated in the documentation. Is there a possibility to override this limitation? We are capable of supplying drivers who are proficient in speaking English.

These reqts as specified in PWS 3.5.2 must be met without exception. All proposed personnel do not need to be available at time of proposal, however, all personnel must be available by 1 August, according the solicitation.

Could you please clarify whether vehicle guidance for backing up operations can be delegated to the Safety Aide/Safety Attendant or will the Government provide staff on site to guide the vehicles used for the service?

A Safety Attendant/Safety Aide can be used as a ground guide when backing up the bus (when students/riders are on the bus).

Does the specified bus size Attachment X1(a) refer to the fact that prohibited or restricted seats have already been subtracted or is the number of seats required before subtraction of restricted or prohibited seats?

REF PWS 3.2 Safety, and PWS 3.2.1: The bus schematics depict the prohibited seats for students, denoted with an X, and the restricted seats, denoted with an O, which can only be used with manufacturer-approved seat belts, if so equipped. The number of seats required are before the subtraction of restricted or prohibitive services.

Is there a foreseen requirement to utilize the bus services during vacation time and if so, what is the manner in which such service is requested?

The requirements for student transportation is during the school year (Mid-August through Mid-June, Monday - Friday). The COR will notify the contractor when the school schedule changes prior to the month of services to begin.

With reference to the Safety attendant runs, we would like clarification on how the run quantities are established so that the contractor can offer clear and precise pricing for this clin structure.

Please advise.

Estimated quantities for the Safety Attendant (SA) Reqts are as provided in the Pricing Sheet (Attach X5). Furthermore, REF to PWS 2.2.2 & PWS 3.6 (for Safety Attendant Reqts) and to PWS 6 (Definitions) for how determined.

PWS 2.4.2 Curricular, Co-Curricular, and Late Activity Standards;

Can you please clarify if the Ground Guide requirement only applies to curricular, co-curricular and late activity standards or does it also apply to morning and afternoon commute runs?

For the government, a ground guide should be used for all trips, regardless of the type (curricular, co-curricular, and late activity buses).

The documentation does not detail the exact number of vehicles, vans, or buses needed; it mentions a requirement for 1-2 vehicles to be available on standby.

Exact numbers are not provided; however, comprehensive estimated details for these vehicles are contained in Attachments X1(a).
