PERFORMANCE WORK STATEMENT

K-12 Social-Emotional Learning (SEL) Instructional Resources and Screener

1. General Information and Scope of Work

1.1 Agency

1.1.1 For school year (SY) 2024-25, the Department of Defense Education Activity (DoDEA) will provide PK-12 instruction in 161 schools to over 67,000 dependents of military and civilian employees. Student enrollment is based primarily on deployment of military troops worldwide.

In the Americas, DoDEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain, and Italy. In the Pacific, DoDEA operates 46 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA also operates a fully accredited virtual high school with teaching hubs in the Americas, Europe, and Pacific.

DoDEA's curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.

1.1.2 DoDEA schools have various grade configurations, with the most common being PK-5, 6-8, and 9-

12. Of our 160 brick-and-mortar schools, 100 are elementary schools with at least three of the K- 5 grades; 58 are middle schools with at least one grade 6-8.

1.1.3 Military-connected students experience high mobility rates across the nation and throughout the world. Consequently, DoDEA makes a concerted effort to establish a worldwide systemic education network, mitigating the transitional barriers to military-connected students’ success.

1.1.4 DoDEA has adopted College and Career Ready Standards (CCRS) in mathematics, literacy, the arts, social studies, and science, which are rigorous, research-based, and reflect the knowledge, skills and dispositions students need for success in college and/or careers and are aligned with the Common Core State Standards (CCSS), National Core Art Standards (NCAS), Next Generation Science Standards (NGSS), College, Career, and Civic Life (C3) Framework for Social Studies State Standards, and Society for Health and Physical Education Standards (SHAPE AMERICA). DoDEA has also adopted the International Society for Technology in Education (ISTE) Standards for Students and the Collaborative for Academic, Social, and Emotional Learning (CASEL) framework.

1.2 Background

1.2.1 DoDEA has never awarded a systemic contract for this requirement.

1.2.2 DoDEA’s has prioritized the implementation of a Multi-Tiered System of Supports (MTSS), i.e., a systemic framework and implementation plan that provides (1) clear expectations, (2) robust supports,

(3) improvement focused monitoring systems, and (4) shared accountability.

1.2.3 The core intervention and supplemental resource demonstrates evidence of effectiveness at improving student outcomes at the highest level, supports students’ social and emotional growth through all the competencies.

1.2.4 DoDEA expects the program to demonstrate evidence of improving student outcomes to include the following: improved positive social behavior, reduce problem behavior, reduce emotional distress, improved student-reported agency, improved school connectedness, and improved school climate.

1.2.5 DoDEA is committed to provide guidance, resources, and professional learning to support educators and leaders with implementing core social-emotional and behavioral practices so all students have equitable opportunities to develop self-awareness, self-management, social awareness, relationship skills, and responsible decision-making.

1.2.6 Social emotional learning is highly related to and supports resilience. Resilience is the ability to anticipate, prepare for, and adapt to changing conditions and withstand, respond to, and recover rapidly from disruptions.

1.2.7 DoDEA intends to utilize a phased rollout of the CASEL SELect Social Emotional Learning core intervention. Beginning in the base year, the core intervention and professional learning shall be implemented in grades K-5. Beginning in Option year 1, the core intervention and professional learning shall be implemented in grades 6-8.

1.3 Scope of Work

1.3.1 DoDEA requires one CASEL SELect Social Emotional Learning core intervention, supplemental resource and screener which covers grades K-8. The proposed program shall currently have the

CASEL SELect designation as referenced on https://pg.casel.org/review-programs/. Note: The CASEL SELect designation does not include other designations such as “aligned to CASEL SELect”, “promising to align to CASEL SELect”, or “SEL-supportive.”

1.3.2 DoDEA requires instructional resources, screener, and related virtual professional learning. The former shall consist of customizable, off-the-shelf, vendor-hosted web-based systemic CASEL SELect instructional resources for DoDEA students in K-8 as well as a K-8 screener and related technical/customer support. The CASEL SELect instructional resources and associated screener shall be aligned to MTSS including age- and developmentally appropriate accommodations for English learners and students with special needs.

1.3.3 DoDEA requires virtual professional learning (PL) consisting of synchronous and asynchronous webinars and/or digital modules which shall be saved on DoDEA’s professional learning management system (LMS, Schoology) for the life of the contract. The required PL is shown in Technical Exhibit #2 for the K-5 implementation and in Technical Exhibit #3 for the 6-8 implementation.
