This document is a Performance Work Statement (PWS) for a federal contract opportunity to provide a K-8 Social-Emotional Learning (SEL) supplemental resource and screener to the Department of Defense Education Activity (DoDEA).
The key requirements include providing an MTSS-aligned, vendor-hosted, web-based SEL supplemental resource and screener for grades K-8, as well as related virtual professional learning. The supplemental resource must meet the Tier III Evidence standard of effectiveness at improving student outcomes. The screener is required to be used multiple times per year and have automated scoring and reporting capabilities. The contractor must also provide public relations support, technical support, and comply with various data management, security, and privacy requirements. The contract is structured with a base year and four option years, with the supplemental resource and screener being implemented in grades K-5 in the base year and grades 6-8 in subsequent years. The technical exhibits provide detailed information on the professional learning requirements by district, region, and participant group.

K-8 Social-Emotional Learning (SEL) Supplemental Resources and Screener
1. General Information and Scope of Work
1.1 Agency
1.1.1 For school year (SY) 2024-25, the Department of Defense Education Activity (DoDEA) provides PK-12 instruction in 161 schools to over 67,000 dependents of military and civilian employees.
Student enrollment is based primarily on deployment of military troops worldwide. In the Americas, DoDEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain, and Italy. In the Pacific, DoDEA operates 46 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA also operates a fully accredited virtual high school with teaching hubs in the Americas, Europe, and Pacific. DoDEA's curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.
1.1.2 DoDEA schools have various grade configurations, with the most common being PK-5, 6-8, and 9-12.
Of our 160 brick-and-mortar schools, 100 are elementary schools with at least three of the K-5 grades; 58 are middle schools with at least one grade 6-8.

1.1.3 Military-connected students experience high mobility rates across all 50 states, the U.S. territories, and throughout the world. Consequently, DoDEA makes a concerted effort to establish a worldwide systemic education network which includes Social Emotional Learning (SEL), mitigating the transitional barriers to military-connected students’ success.
1.1.4 The Collaborative for Academic, Social, and Emotional Learning (CASEL) collaborates with over 40 states and one US territory or equivalent. All 50 states have adopted pre-k SEL competencies, and over half have adopted k-12 SEL competencies. As such, there is a high likelihood that students transitioning into and out of DoDEA will come in contact with CASEL informed SEL standards and/or competencies.
1.1.5 DoDEA has adopted College and Career Ready Standards (CCRS) in mathematics, literacy, the arts, social studies, and science, which are rigorous, research-based, and reflect the knowledge, skills and dispositions students need for success in college and/or careers and are aligned with the Common Core State Standards (CCSS), National Core Art Standards (NCAS), Next Generation Science Standards (NGSS), College, Career, and Civic Life (C3) Framework for Social Studies State Standards, and Society for Health and Physical Education Standards (SHAPE AMERICA). DoDEA has also adopted the International Society for Technology in Education (ISTE) Standards for Students and is in the process of developing social emotional standards based upon the CASEL framework.
1.2 Background
1.2.1 DoDEA has never awarded a systemic contract for this requirement.
1.2.2 DoDEA has been utilizing the CASEL framework in system-wide professional learning for approximately 2 years.
1.2.3 DoDEA’s has prioritized the implementation of a Multi-Tiered System of Supports (MTSS), i.e., a systemic framework and implementation plan that provides (1) clear expectations, (2) robust supports,
(3) improvement focused monitoring systems, and (4) shared accountability.
1.2.4 DoDEA’s work around MTSS and social emotional supports for children directly aligns with the DoD Strategic Management Plan Performance Goal 4.3.3.3 – Support for Social and Emotional Learning.
1.2.5 To secure rigorous social emotional supports for highly mobile military connected students, DoDEA seeks to select interventions and supports which are consistent with the evidence standards of the Every Student Succeeds Act. This helps to mitigate transitional barriers for military connected children by ensuring that DoDEA students will receive the same high quality, research informed social emotional interventions and supports as they would in stateside school systems.
1.2.6 DoDEA schools maintain accreditation through Cognia. The social emotional resource procured aligns with Cognia Performance Standards Key Characteristic 1: Culture of Learning. The Culture of Learning key characteristic focuses on institutions nurturing and sustaining a healthy culture of learning. In a healthy culture, learners, parents, and educators feel connected to the purpose and work of the institution as well as behave in alignment with the stated values and norms.
1.2.7 DoDEA practices are guided by the Blueprint for Continuous Improvement. The social emotional resource procurement directly aligns with multiple goals, strategic initiatives, and critical success factors such as:
• 1.2.a Support for Social and Emotional Learning – “To develop the broad set of skills required for navigating college, career, and life for all students, we will deliver comprehensive programming and support partnerships that foster social, emotional, resilience, and wellness skills.
• 2.1.a Instructional Improvement – “Develop, monitor, and continuously improve data-driven practices to foster excellence in student learning experiences.”
1.2.8 DoDEA expects the program to have documented evidence of improving student outcomes such as:
reduced problem behavior, reduced emotional distress, along with improved positive social behavior, improved student-reported agency, improved school connectedness, and improved school climate leading to improved academic performance.
1.2.9 DoDEA is committed to provide guidance, resources, and professional learning to support educators and leaders with implementing core social-emotional and behavioral practices all students have equitable opportunities to develop self-awareness, self-management, social awareness, relationship skills, and responsible decision-making.
1.2.10 Social Emotional Learning is highly related to, and supports resilience. Resilience is the ability to anticipate, prepare for, and adapt to changing conditions and withstand, respond to, and recover rapidly from disruptions.
1.2.11 DoDEA intends to use a phased rollout of the social emotional resource and screener. Beginning in the base year, the supplemental resource, screener, and professional learning shall be implemented in grades K-5. Beginning in Contract Period 1, the supplemental resource, screener, and professional learning shall be implemented in grades 6-8.
1.3 Scope of Work
1.3.1 DoDEA requires one Social Emotional Learning (SEL) supplemental resource and screener which covers grades bands Kindergarten through grade Eight (K-8).
1.3.2 DoDEA requires supplemental resources, screener, and related virtual professional learning. The former shall consist of customizable, off-the-shelf, vendor-hosted web-based systemic social emotional supplemental resources for DoDEA students in K-8 as well as a K-8 screener and related technical/customer support. The supplemental resources and associated screener shall be aligned to MTSS including age- and developmentally appropriate accommodations for English learners and students with special needs.
1.3.3 The supplemental resource will meet or exceed the Tier III Evidence standard of effectiveness at improving student outcomes.
1.3.4 DoDEA requires virtual professional learning (PL) consisting of synchronous and asynchronous webinars and/or digital modules which shall be saved on DoDEA’s professional learning management system (LMS, Schoology) for the life of the contract. The required PL is shown in Technical Exhibit #2 for the K-5 implementation and in Technical Exhibit #3 for the 6-8 implementation.
1.3.5 DoDEA prefers a solution which is aligned with CASEL and MTSS.
