DoDEA also requires 1-2 hours of virtual professional learning on the courseware functionality and instructional materials. Quotes are due by 0900 EST on May 3, 2024, and DoDEA prefers to make one award but expects to make multiple awards. The solicitation outlines the technical requirements, including accreditation, design, assessments, and professional learning, as well as data management, cybersecurity, and program integration requirements. Pricing shall be submitted in a separate volume.

(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from date of contract award through contract expiration date.

(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.

(c) A delivery order or task order is considered "issued" when--

(1) If sent by mail (includes transmittal by U.S. mail or private delivery service), the Government deposits the order in the mail;

(2) If sent by fax, the Government transmits the order to the Contractor's fax number; or

(3) If sent electronically, the Government either--

(ii) Distributes the delivery order or task order via email to the Contractor's email address.

(d) Orders may be issued by methods other than those enumerated in this clause only if authorized in the contract.

(End of clause)

52.216-19 ORDER LIMITATIONS (OCT 1995)

(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 1, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.

(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.

(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 10 days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.

52.216-22 INDEFINITE QUANTITY. (OCT 1995)

(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.

(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. (c) Before consulting with the Ombudsman, the Contractor is encouraged to first address complaints with the Contracting Officer for resolution. When requested by the Contractor, the Ombudsman may keep the identity of the concerned party or entity confidential, unless prohibited by law or agency procedure.

To enforce the laws prohibiting the manufacture or importation of products mined, produced, or manufactured by forced or indentured child labor, authorized officials may need to conduct investigations to determine whether forced or indentured child labor was used to mine, produce, or manufacture any product furnished under this contract. If the solicitation includes the provision 52.222-18, Certification Regarding Knowledge of Child Labor for Listed End Products, or the equivalent at 2.212-3(i), the Contractor agrees to cooperate fully with authorized officials of the contracting agency, the Department of the Treasury, or the Department of Justice by providing reasonable access to records, documents, persons, or premises upon reasonable request by the authorized officials.

1. General Information and Scope of Work

1.1 Agency

1.1.1 For school year (SY) 2024-25, the Department of Defense Education Activity (DoDEA) provides PK-12 instruction in 161 schools to over 67,000 dependents of military and civilian employees. Student enrollment is based primarily on deployment of military troops worldwide. In the Americas, DoDEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Bahrain, Turkey, and Italy. In the Pacific, DoDEA operates 46 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA's curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.

1.1.2 DoDEA’s fully accredited virtual high school (DVHS) has teaching hubs in each DoDEA region.

DoDEA’s 13,600 high school students are encouraged to take at least one DVHS course. Many students take more than one course. Almost all DVHS students are dual-enrolled in a DoDEA brick-and-mortar high school. A small number, who were formerly DoDEA students and are completing a course/series that is not offered at the non-DoDEA school in which they are now enrolled, are also taking DVHS courses.

1.1.3 DoDEA has adopted College and Career Ready Standards (CCRS) in mathematics, literacy, the arts, social studies, and science, which are rigorous, research-based, and reflect the knowledge, skills and dispositions students need for success in college and/or careers and are aligned with the Common Core State Standards (CCSS), National Core Art Standards (NCAS), Next Generation Science Standards (NGSS), College, Career, and Civic Life (C3) Framework for Social Studies State Standards, and Society for Health and Physical Education Standards (SHAPE AMERICA). DoDEA has also adopted both the International Society for Technology in Education (ISTE) Standards for Students, Collaborative for Academic, Social, and Emotional Learning (CASEL) framework, and for preschool the GOLD(R) Objectives for Development and Learning, Birth through Third Grade.

1.2 Background

DoDEA’s DVHS has grown in both the number of courses offered and students served each year. To provide instruction, DVHS educators teach the courses primarily using curriculum resources (seat licenses) provided by contractors. None of the courses listed in the table (below) have been procured in the past.

1.3 Scope of Work

DoDEA requires commercial off-the-shelf (COTS) seat-based licenses for the courses shown in the table below. The course shall be taught by DoDEA teachers. DoDEA also requires 1-2 hours of virtual professional learning on the courseware functionality and instructional materials. DoDEA prefers to make one award but expects to make multiple awards. Each course shall possess the following characteristics:

1) Be equivalent to a year-long or two-semester unit.

2) Be accessible via single sign on (SSO) via DoDEA’s learning management system (LMS).

3) Be vendor-hosted and delivered to students via DoDEA’s LMS or hosted on DoDEA’s LMS.

4) Have rolling start dates. Note: Rolling dates are necessary to accommodate the different school year calendars of our US and overseas schools.
