Question/Confirmation/Comment Answers/Responses
01 General RFP Selected Comments Modified:
Which area Lakenheath Middle School would fall as it is actually based at Feltwell?
Lakenheath Middle School (as well as the High School) falls in both areas since transportation begins at the student's home location and not at the school. For example, if the student resides in the Lakenheath area and attends the Lakenheath
MS, then the student would need to be transported from Lakenheath to the middle school.
02 General RFP Can you please confirm how this FFP, IDIQ contract is structured. Will it be the same as the last IDIQ contract we had where all the contractors in the IDIQ group were required to submit their RFQ each year, either below or up to their previously submitted maximum price for that requested year. In effect no one contractor would be guaranteed to perform the contract for the full 5-year term
This contract is not structured as the FY18 contracts. For this solicitation, there will be one single awardeee for Lakenheath and one for Feltwell. However, an
Awardee can be awarded a single contract with both locations. Unlike the FY18 contracts, the Awardee will not be required to submit a Request for Quotes (RFQ) throughout the life of the resultant FY23 contracts.
03 General RFP If a RFQ is needed to be submitted every year, could you confirm that contractors in the
IDIQ group can state they do not wish to submit a RFQ for that year or going forward other RFQ’s in any future years.
See answer to question 2.
04 General RFP If ever there was a situation whereby all contractors in the group decided they did not wish to submit a RFQ in the same year, would any of the contractors in the IDIQ group be forced to run the contract for that year
See answer to question 2.
05 General RFP Once we have submitted year 1 & options to year 5 how much notice do we need to give to remove ourselves completely from the contracts? For example, if we were not successful on any Routes in year 1 how long until we can withdraw from all contractual obligations.
Awardee(s) will be obligated to fulfill the terms and conditions of the contract for the entire 5 year period if the Government exercises the option years. Also, see
FAR 52.212-4(m), Termination for Cause.
06 Pricing Attachment X5 Can you confirm if we need to put a price in for all of the Single Bell and Multi Bell routes or can we send in a price for only the routes we wish to operate
As stated in the solicitation, "The Offeror shall submit pricing for the base period and all option periods." This applies to both single-bell and multi-bell in the
Location the Offeror is submitting the proposal for. See answer to question 2.
07 Checklist Attachment X9 There doesn’t appear to be a X9 Proposal Checklist, but there is an X9 Proposal
Checklist is that the same document.
The proposal checklist is Attachment X8. See amendment 0002 for this update.
08 General RFP Please explain in full the paragraph (A) on page 107 of 121 of the 1449 document with regards to the minimum and maximum quantities (Far 52.216-22 min and max)
The amount stated in this clause is the minimum amount guaranteed to the awardee, which is normally fulfilled with the first task order issued against the contract.
09 General RFP Paragraph 52.217-8 page 107 of 121 of the 1449 document. Could you please tell me who is the secretary of labour? And which prevailing rates will be the revision be judged on
The United States (US) Secretary of Labor and the prevailing rates refer to contractors who are subjected to the US Department of Labor, and bound by the prevailing rates.
10 General RFP Please explain in detail paragraph 52.252-5 & 52.252-6 on page 117 of 121 of the 1449 document (Authorized Deviation in Provisions (2020))
FARs 52.252-5 and 52.252-6 authorize the use of Provisions and Clauses with
"deviation" in the solicitations and contracts. As prescribed in the Federal
Acquisition Regulation (FAR), they must be included in solicitations and contracts that include any FAR or supplemental provision with an authorized deviation.
11 General RFP Which route are in which CLIN? See the updated Route Lists issued

25 General RFP &
Attachment 1
With the route length of under 1 hour with single bell will the route time start at leaving the first school as currently we leave the first school at 14.45 and some don’t leave the next school until 15.10 which would reduce the route length to a maximum 35 minutes?
The projected bell times for this requirement is based on the information provided in the RFP, FAR Clause 52.212-1 and the PWS, para. 2.1.11.
