Music Instrument Blanket Purchase Agreement Selected Band Instruments
1. Contracting Agency: Department of Defense Education Activity (DoDEA), Procurement
Division, 4800 Mark Center Drive, Alexandria, VA 22350
2. Description of Action:

This amount covers the purchase of 38 types of band instruments, 192 types of band instrument accessories, 12 types of string instruments, and 49 types of string instrument accessories, all of which come in varying quantities.
Subset of BPA for Yamaha Wind Instruments: The proposed action is to procure 14 Yamaha wind instruments. The total estimated cost, including shipping, is .
Description of Supplies and Services: DoDEA requires new Yamaha instruments to replace worn-out, damaged, and antiquated ones. All instruments require an industry-standard warranty. The instruments and estimated annual quantities DoDEA plans to purchase are listed below:

3. Statutory Authority Cited: 41 U.S.C. § 1901 and FAR 13.501(a).
5. Reason for Authority Cited: DoDEA has used the 14 Yamaha instruments listed above for many years. Only Yamaha brand name instruments can be used because:
In US public school systems these instruments are the most commonly used and purchased because of their affordable price and excellent durability. Therefore, when students transfer to and from DoDEA schools’ band and string ensemble classes, the transition will be smoother.
DoDEA band teachers know these instruments capabilities and limitations which helps greatly in terms of continuity of instruction.

Parts and tools are not interchangeable between different makes and models of instruments. DoDEA had to retool the repair shop with dent and valve tools, thread chasers, taps and dies, and many other tools to be able to repair Yamaha instruments to manufacturer's specification. If procurement made us purchase a different makes and models, it would cost thousands of dollars to tool up and to get the necessary training to repair instruments to other manufacturer’s specifications.
DoDEA could not accommodate the additional types of repair equipment and parts in the current repair facility, as there is limited space and an interminable variety of instrument brands, which require unique tools for each type of musical instrument.
Further, the untold number of specialized tools would be exorbitant.
Only the above-mentioned Yamaha instruments can meet this requirement.
6. Effort to Obtain Competition: Little or no effect on competition is anticipated because all of the vendors who could meet the total BPA requirement handle the required Yamaha instruments.
7. Determination of Fair and Reasonable Price: The Contracting Officer determined that the estimated price to the Government is fair and reasonable and will make a final determination before contract award.
8. Market Research: The information shown below is taken from the market research performed for the larger Music Instrument BPA, which includes all required band and string instruments. Based on this market research and professional experience, it can be asserted that most music stores sell Yamaha instruments.
