Secondary Level Humanities Curriculum Resources
1.0 Introduction, Background, and Scope
1.1 Agency: The Department of Defense Education Activity (DoDEA) serves the dependents of military and civilian employees by providing PK-12 instruction to approximately 71,000 students. Enrollment varies based on the deployment of military troops worldwide. DoDEA’s curriculum, resources, and student achievement scores on standardized tests compare favorably to those of high-performing US public schools. DoDEA is divided into three regions with a total of eight districts that administer 163 brick-and-mortar schools. The Americas’ Southeast and Mid-Atlantic districts have 51 schools in seven states, Puerto
Rico, and for administrative purposes, Cuba. Europe’s South, East, and West districts have 65 schools in
England, Germany, Italy, Belgium, Netherlands, Spain, Turkey, and Bahrain. The Pacific’s West, East, and
South districts have 47 schools in Korea, Japan, and for administrative purposes, Guam. In addition, DoDEA operates a fully accredited Virtual High School with its main office in Virginia and teaching hubs in
Germany and Okinawa.
1.2 Background: DoDEA has adopted the Common Core State Standards in ELA/Literacy and Mathematics, which
DoDEA refers to as College and Career Ready Standards (CCRS) for Literacy and Mathematics, per http://www.dodea.edu/collegeCareerReady/ccr-standards.cfm. These standards reflect the knowledge and skills students need for success in college and careers. DoDEA has also adopted the College, Career, and
Civic Life (C3) Framework, see http://www.socialstudies.org/c3 and New York State Social Studies
Standards, the Engage New Your framework, per https://www.engageny.org/resource/new-york-state-k-12-social-studies-framework. DoDEA refers to these standards as the College and Career Ready Standards -
History/Social Studies (CCRS-H/SS).
Advanced Placement® (AP®) Courses: DoDEA has been and still is encouraging high school students to take AP® courses in the sciences and humanities. DoDEA purchases new AP® curriculum materials as the course guidelines change, which occurs about every five years. DoDEA follows the course guidelines set by the College Board, per https://apcentral.collegeboard.org. The exception is AP Psychology which is offered as a year-long course in DoDEA.
Street Law & Anthropology: DoDEA last purchased Street Law textbooks about ten years ago. Enrollment has stayed fairly constant for the past five years. Anthropology is currently taught at two high schools, but new classes at other high schools may open. Anthropology textbooks have been acquired at the school or district level.
1.3 Scope: DoDEA requires student and teacher curriculum resources and virtual professional learning for the courses listed in Table 1 (below).

2.0 REQUIREMENTS
2.1 AP® Student & Teacher Materials—The Contractor shall provide student and teacher resources for one or more of the following courses. Please note that DoDEA expects to order one textbook for both AP®
Microeconomics & AP® Macroeconomics, which for convenience are called herein AP® Economics:
1) AP® World History
2) AP® US Government & Politics
3) AP® Comparative Political Systems
4) AP® Psychology
5) AP® Economics
6) AP® Literature and Composition
For each course listed above, the Contractor shall:
2.1.1 Provide student textbooks (bound or hardback and, if available, digital) and supplemental student resources, for example, web-based resources that facilitate conceptual understanding and program delivery.
2.1.2 Provide teacher edition, (if available in bound, hardback and/or digital forms) and supplementary materials to support instruction and student success on the AP® examination.
2.1.3 Provide teachers and students with formative and summative assessments aligned to the College Board standards.
2.1.4 Ensure resources for each course are aligned to the College Board standards, that is, to the most recent framework and course description, which may be found at https://www.collegeboard.org/.
2.1.5 Provide the most recent copyright dated materials. The copyright requirement applies only to the student textbook and the teacher edition (if applicable). It does not apply to ancillary material included as part of the Contractor’s collection (i.e., articles, assessments, pictures, problems included in a textbook or supplemental to the teacher or student text) created by others prior to the date listed below for each course. For the six AP® courses, the copyright date shall not be earlier than the dates shown below:

2.2 Street Law and Anthropology Student and Teacher Materials—The Contractor shall:
2.2.1 Provide the most recent edition of the publisher’s student textbooks (bound, hardback and, if available, digital) and a teacher edition (bound, hardback and/or digital).
2.2.2 Provide the most recent copyright dated materials. For both courses, the copyright date shall not be earlier than 2016. It applies only to the student textbook and the teacher edition (if applicable). It does not apply to ancillary material included as part of the Contractor’s collection (i.e., articles, assessments, pictures, problems included in a textbook or supplemental to the teacher or student text) created by others prior to the date listed below for each course.
2.2.3 Provide supplementary materials that promote student learning and achievement, such as lesson preparation/instructional strategies/graphic organizers, vocabulary development, differentiated instruction, listening library, viewing library, digital applications, and primary & secondary resources.
2.2.4 Provide student and teacher supplemental resources to include formative and summative assessments.
2.2.5 Be aligned to the DoDEA Street Law standards and the DoDEA Anthropology standards, both of which may be found at the following URL:

2.2.6 Provide digital/PDF grade-level specific documents that correlate the student textbook and related materials to the DoDEA scope and sequence for Street Law and Anthropology. The correlations shall display vertical and horizontal alignment of resources and standards.
2.3 AP®, Street Law, and Anthropology Virtual Professional Development—The Contractor shall provide a digital or webinar overview of the print and digital resources to guide teachers, facilitators, and administrators in their use. This overview may be either a digital module(s) that DoDEA can place on its learning management system (currently Schoology) or a synchronous or asynchronous webinar(s) that will be recorded and archived. DoDEA expects that the entire presentation will take approximately one hour per course. Note:
DoDEA expects the Contractor has already developed this material.
A digital module solution might, e.g., consist of a 30-minute module on the print materials and a 30-minute module on the digital materials. If the digital module solution is selected, the Contractor shall adhere to Sharable Content Object Reference
Model (SCORM) conformance, per http://www.adlnet.gov/scorm/.
The webinar solution might consist of a 45-minutes presentation and 15 minutes for questions and answers. If a webinar solution is utilized, it shall be delivered at three different times corresponding to the regions in which DoDEA teachers are located—
US, Europe, and Pacific.
2.4 General – For both the AP® and Street Law courses, the Contractor shall:
2.4.1 Provide resources that are free of racial, color, national origin, age, disabling conditions, sexual, religious, and ethnic bias, and shall present a balanced coverage multi-cultural contributions and representation, where appropriate.
2.4.2 Make all materials available throughout the duration of the curriculum adoption period, and provide the most current versions of copyrighted materials through the period of performance.
2.4.3 OCR Requirement: Provide, upon written request from Contractor Officer’s
Representative (COR), two digital Optical Character Resolution (OCR) copies of all print materials. A digital copy of these materials shall be provided in one or more of the following formats:
Digital Accessible Information System (DAISY)/National Instructional Materials
Accessibility Standard (NIMAS) with cascading style sheet.
HyperText Markup Language (HTML).
Portable Document Format (PDF), (unlocked, embedded fonts, single page).
Rich Text Format (RTF)/Word document.
2.4.4 Privacy
Ensure that individual user accounts require unique usernames and passwords, and that user accounts do not require personally identifiable information (PII)— such as first and last name, and any other unique personal information—to access online content.

Complete DoD's Privacy Impact Assessment (DD2930a), a requirement of the
Privacy Office for any cloud resource that will store information. The form focuses primarily on the kind of required information in the system and the protections in place for data, especially privacy data. This form shall not be signed by the Contractor
2.4.5 Technical Support: Provide industry-standard technical support for digital resources, at the option of the user seeking such support, via telephone or by email within one business day or less from the initial contact throughout the life of the contract to include but not limited to providing assistance with service problems, product setup, upgrades, and troubleshooting.
2.4.6 Post-Award Conference: Participate in a post-award conference with DoDEA.
The Contractor shall provide minutes of the meeting.
3.0 TECHNICAL REQUIREMENTS APPLICABLE TO DIGITAL (INFORMATION
TECHNOLOGY) CURRICULUM MATERIALS
3.1 Software and Cloud Security Requirements
3.1.1 All online resources, cloud-based services and instructional software shall meet
Department of Defense (DoD) and DoDEA Information Assurance requirements as defined below. Software, cloud services and associated websites shall undergo comprehensive testing to ensure that they pose no security risk to the DoDEA infrastructure.
3.1.2 All on-premises software resources shall support post-installation integration of
Department of Defense Application, System and Database Security Technical
Implementation Guides (STIGs) for applicable systems and applications, including Microsoft Windows Server 2016, Microsoft Windows 10, Microsoft
SQL Server 2014 Database, Microsoft SQL Server 2014 Instance, and Microsoft
IIS 8.5 Server, and Microsoft IIS 8.5 Site. SQL Server 2015 and IIS 8.5 guides are used for SQL 2016 and IIS 10, respectively, as outlined in section 1.1.1.

3.1.3 All on-premises software will be subject to static and dynamic analysis testing to ensure it poses no risk to DoDEA systems and users. This testing may include reverse engineering analysis. Additionally, software products will be assessed for compatibility with existing system configurations and software.
3.1.4 In accordance with DoD policy, cloud-based services shall undergo a supplemental series of validations, which closely mirror the Federal Risk and Authorization
Management Program (FedRAMP) Internet Cloud vetting processes and include interviews and deep system architecture inspections with the Contractor. The
Contractor shall submit a completed copy of the required Cloud Services
Questionnaire, which will include details of the proposed cloud service environment addressing the following seven areas:

2. Vendor System Management and Security Controls

3.2 System Requirements
3.2.1 Per Section 3.1 (above), DoDEA requires that any software installed and/or accessed in a DoDEA system, whether network, stand-alone or web-based environment, be compatible with standards cited herein. All software shall be completely functional on a standard DoDEA desktop without the need/requirement for administrative-level user rights or a requirement to insert media (CD/DVD) to execute the software.
Software shall not require modifications to folder permissions while executing.
Also all software shall be compatible with the following hardware baseline:

3.2.2 The Contractor shall provide the minimum desktop/server system technical specifications, available reference architectures, networking specifications and diagrams, and applicable systems configuration documentation for the proposed product solution.
3.3 Data Management Requirements
3.3.1 The Contractor shall provide a mechanism for batch administration and automation of routine data management tasks via flat file import, or representational state transfer
(REST) based web service application programming interfaces (APIs) including the provisioning and ongoing management of data objects within the Contractor’s system, including but not limited to: organizational structures; student accounts;
staff accounts; courses; and class rosters.
3.3.2 The Contractor shall provide all necessary documentation and assets to facilitate batch administration and automation of routine data management tasks, including but not limited to: roster template files (i.e. comma separated value templates);
data element/field definitions documentation; data interchange formats and schemas
(XML/JSON); and/or data dictionaries for the purpose of mapping organizational
Student Information System (SIS) data to the Contractor’s required input formats.
3.3.3 The Contractor shall provide a single point of contact to support DoDEA in performing required data integration activities within the Contractor’s system.
3.3.4 The Contractor shall configure DoDEA enterprise within its system and/or databases as the appropriate organizational entity (i.e., state, district, school) upon a request in writing from the Contracting Officer’s Representative (COR). DoDEA’s organization hierarchy consists of the following: one system, three regions, eight districts, 62 communities, and 164 schools, which includes the Virtual High School.
3.3.5 The Contractor shall set up a technical meeting with DoDEA within ten business days after award for the purposes of preparing for the onboarding of new services and the initial configuration of administrator level accounts.
3.4 DoDEA Software License Keys: The Contractor shall provide license keys and electronic downloads for software required under this Contract to the DoDEA Contractor Officer’s
Representative (COR). Software shall not be provided directly to DoDEA school, district, and/or region offices unless explicitly identified in the Requirements section of the contract or in writing by the COR.
3.5 DoDEA Information Assurance Supporting Elements / Requirements
3.5.1 DoDEA is subject to Federal law and DoD policy and guidance. These requirements include, but are not limited to, the Information Assurance requirements defined in:

DoD Risk Management Framework (DODRMF) per DoD Instruction 8510.01, which may be found at http://www.dtic.mil/whs/directives/corres/pdf/851001_2014.pdf

3.5.2 The Contractor shall provide security patches and upgrades to include third-party applications in response to public-released security vulnerabilities associated with its software solution. Software upgrades and patches shall be included in the licensing cost and be performed at the least disruptive times as determined by DoDEA.
Any deviations from this requirement will be approved in writing by the DoDEA
Chief Technology Officer.
3.5.3 All software packages shall support unattended installation methods used by enterprise software packaging and deployment systems. DoDEA currently distributes software packages via Microsoft System Center Configuration Manager (SCCM). Note:
Older 16-bit software will be automatically denied per this requirement.
3.5.4 Any portion of the Contractor's solution that:
3.5.4.1 Involves Internet access by DoDEA students shall comply with the relevant requirements of the Children's Internet Protection Act, Pub.L.
106-554, § 1(a)(4) [Div. B, Title XVII, § 1701], Dec. 21, 2000, 114 Stat.
2763, 2763A-335.
3.5.4.2 Collects or stores agency-owned or agency-controlled personally identifiable information shall do so in accordance with the relevant requirements of the Privacy Act, 5 U.S.C. See http://www.archives.gov/about/laws/privacy-act-1974.html.
3.5.4.3 Collect information from children under the age of 13 through the Internet shall comply with the relevant requirements of the Children's Online Privacy
Protection Act, 15 U.S.C.A. § 6501 et seq.
3.5.5 Contractor’s solution shall be robust enough to serve the needs of a large community of learners dispersed across the world using a variety of bandwidths and scalable to meet future growth, both in terms of instruction and the number of users.
3.5.6 All Contractor staff having access to DoDEA student and/or teacher personally identifiable information shall take the DoD Privacy Act/ Personally Identifiable
Information (PA and PPI/PII) training before gaining access to the data and yearly thereafter.

Part I -Pass/Fail Criteria: Physical and digital access for students (Pass or Fail )
a. Vendors shall address the sub-factors (1-5) for the electronic materials submitted in response. to the solicitation.
DoDEA will require web-based access to vendor digital resources for four people per course. For example, if two courses are evaluated, web-based access for eight people will be required.
Part II: Vendors shall provide a technical approach that demonstrate the Vendor’s understanding of and approach to meeting the Statement of Work sub-factors (6-9) Vendors must provide one
(1) complete set of all proposed curricular materials (print and digital) for evaluation purposes.
Volume 2 shall not exceed 30 five pages in length per course.
Note: Please note that some documents must be submitted by non-electronic means by the time and date set for receipt of quotes detailed in the Addendum to FAR 52.212-1.
Print materials will be returned to vendors. Vendors shall provide prepaid shipping labels in the administrative quotes. If prepaid shipping labels are not provided, the Government reserves the right to dispose of the materials.
3. Volume 3 Factor 2 – Past Performance. This quote volume shall:
Include three projects/references that demonstrate recent and relevant past performance of similar to those identifed in the SOW. Recent is defined as within the last five years. Relevant is defined as work similar in complexity and magnitude to the work described in the Statement of Work
(SOW). When citing each source of past performance, the following information shall be included:

Attachment 1, Past Performance Part is a questionnaire that must be forwarded by vendors to a minimum of three references. References must complete and submit the questionnaire directly to the
