Item # Subject RFP/Attachment Reference Question/Confirmation/Comment Response

01 Submission/Notification RFP Page 29 Question: On page 31 of the Laurel Bay synopsis and page

29 of the Fort Benning synopsis it states to send an email to you and Dr. Mitchell to give notification if our company intends to submit a proposal in response to the solicitation no later than July 2. Is the deadline for the completed proposal

July 2, or is July 2 just the deadline for the notification of intention to submit the proposal?

July 2, 2018 is the offer due date. Notice of intent to submit a proposal is not a required in order to submit a proposal.

02 Submission/Notification Solicitation Question: These contracts have traditionally been unrestricted as opposed to a small business set aside. Is it possible to reassign them as unrestricted?

No.

03 Task Orders RFP/Reference 52.212-1

Addendum

In the Synopsis on page 31 or of 41, Addendum 1. a. it states that the government intends to award a FFP, MAC IDIQ to several offerors under this solicitation for a 10 year period.

Question: Does this mean that you expect several vendors to perform the contract simultaneously (i.e. one vendor for regular routes, one for SPED routes or one for safety attendants, for example)?

We will not break out the requirements (i.e. one vendor for regular routes, one for SPED, etc.). The vendor who receives the award is required to perform both the Daily Commute and Special Needs routes.

04 CLINs 0004/1004

Contractor Manpower

Reporting

RFP/CLINs 0004/1004 Question: It is unclear what is expected for price for line item 0004 and 1004. Why is the quantity 25? Are you asking for hours used in preparation of the report?

Quantity stated in error. This will be updated in the amendment to the solicitation.

05 Wage Determination Solicitation / Clauses Question: Will there be a wage determination for this contract, and if so, will it be forthcoming?

Yes, FAR 52.222-43, Fair Labor Standards Act and

Service Contract Labor Standards—Price Adjustment, will be added to the amended solicitation and the appropriate Wage Determination will accompany the contract when awarded.

06 Contract Manager

Responsibilities

SOW 3.1.2 Question: In 3.1.2. The requirement is that a manager must be at an accident or other emergency incident within 30 minutes. What if a field trip is beyond 30 minutes and an incident or accident occurs? Is the intent that a manager go to the scene on post, or where practicable?

For incidents that occur on routes other than Daily

Commute and SPED Daily Commute, the response time outlined in SOW 3.1.2 would not apply. The

Contract Manager or Alternate Contract Manager would need to be on scene of the incident within an appropriate timeframe and shall communicate with the

COR to indicate their estimated time of arrival.07 Missing Reference SOW F.1.1.1 Question: In attachment B it appears there is a reference to

B.1.1.1 but appears to be no such item. Can you advise what this item is?

There is no B.1.1.1. Attachment B is the Student

Misbehavior Report and is referenced in Addendum

F.1.1.1 and F.1.16.

08 Route Signage SOW E.1.3.6 Question: In 4.2 of the SOW it references addendum E 1.3.6 and back references C.4 and C.5. regarding route signs to be posted in the front windows. That appears to conflict with state regulations regarding signage in the front window.

Would it be appropriate to display route signs in the front passenger/door side window rather than the front?

Yes. Displaying the route number or name in the front passenger/door side window is appropriate. SOW

E.1.3.6. updated to reflect change.

09 SPED Curricular CLIN Solicitation Question: Why does line item 0002AC (Curricular SPED field trips) on the Fort Benning solicitation have a unit of days, instead of hours and miles like its Laurel Bay counterpart? We have no way of evaluating this line item

(length of trips, miles of trips, etc.) to give a price.

The requirements for Benning are different than the

Laurel Bay requirement.
