While DoDEA employs approximately 15,000 employees, this solicitation is not intended to support all

Question: Requests for assistance / referrals as outlined in section 2.2 generally come through various channels (e.g. telephone or email). However, the table references that requests for assistance / referrals will only come via email since documents must be sent and replied to within 72 hours. Is the contractor to ignore any requests that are not submitted via email?
No the contractor should not ignore requests that are not submitted via email. The table has been modified to clarify that initial and follow up discussions may be required via phone.
05 PWS All Objectives Question: As an anticipated firm fixed price contract evaluated on a LPTA basis, the phrase, “The Contractor shall provide services that include but are not limited to” should be eliminated. It is not feasible to establish pricing for requirements that are not listed. Can the Government confirm that it has listed all of the required services?
The "not limited" verbiage was removed; however, procuring a medical services contract is a new venture for DoDEA and our specialists have done their best to list all anticipated requirements.
06 Schedule B and

08 PWS Section 3 Question: Constraints identifies that the work will be performed virtually at contractor facility. Is there any geographic restriction associated with this requirement?
No, except that the vendor must be capable of responding to phone calls during the normal business hours of our different regions and be able to identify host nation capabilities in our different regions. How the vendor chooses to meet this requirement is up to the vendor.
09 PWS Section 3. Call center Question: Will the call center require staffing by personnel capable of translation? if so, what languages are call center staff required to speak?
While employees are required to provide medical documentation translated to English when submitting requests for different programs, translators may be needed in order to identify host nation capabilities and correspond with local medical facilities in different countries/regions. DoDEA does not require that the actual call centers have translators available 24/7.
10 PWS Section 3.1.3 Project
Team Leader
Question: The PWS does not identify any specific requirements; educational, certification/license, years of experience. Please advise if there is any specific requirement for this Key position?
The Project Team Lead does not require specific certifications/licenses, however, this position must be filled by someone proficient in articulating and conversing with government specialists each case reviewed.
11 PWS Section 3.1.4 Question: Personnel Qualifications identifies that there is a requirement for current certifications/licenses for personnel on this contract. Please provide a list of required certifications/licenses required to support this contract
The qualifications section of the PWS has been modified to reflect that only licensed medical practitioners require applicable certifications in accordance with the DoD

12 PWS Section 3.1.4 Question: Personnel Qualifications identifies that there is a requirement for personnel to be proficient in English and the languages of the host nations. With there being over 100 OCONUS locations, please advise what language interpreters are required for complete coverage to meet the requirements of this contract.
DoDEA does not require that the actual call centers have translators available 24/7. Also, employees are required to provide medical documentation translated to English when submitting requests for different programs.
However, translators may be needed in order to identify host nation capabilities and correspond with local medical facilities in different countries/regions. As stated in the PWS, "DoDEA operates 52 schools located in seven states, Puerto Rico, and Cuba. In Europe and the
Middle East, DoDEA operates 65 schools located in
Germany, England, Netherlands, Belgium, Italy, Spain, Turkey, and Bahrain. In the Pacific, DoDEA operates 48 schools located in Korea, Japan (mainland and
Okinawa), and Guam."

Requirements
Question: Please confirm that there is no Public Trust or other clearance requirements for the personnel on this contract.
There is no Public Trust or other clearance requirements for the personnel on this contract at this time.
14 PWS Section 3.1 Question: Are we to assume that the call center is open 24/7?
Weekends/holidays? It is up to the vendor on how to meet the requirement of being accessible during normal business hours in specific regions. For instance, since employees are working in
Japan when it is Sunday and not regular business hours in Washington D.C., the vendor can choose to employ contractors in the specific region of the customer, or have employees working virtually on weekends and holidays. The PWS has been modified, however, and removed the requirement for immediate responses during emergency situations.
15 PWS Section 3.2/3.2.2 Question 1: Are there any required security classes? i.e. computer or otherwise?
Question 2: Additionally the PWS refers to Privacy Training Requirements of
FAR 52.224-3 does the government have these already available or does the contractor need to provide the training?
1. No security classes are required since contractors do not need CAC cards and will not be accessing DoD systems or space.
2. Yes the government has online training already available.
16 Question: Due to the timing of the Q/A and the short suspense for proposal submission, would the government consider an extension to the September 11 deadline?
