K-5 Literacy Curriculum Resources Notice to Offerors
DoDEA requires curriculum materials that address the DoDEA College and Career Ready Standards (CCRSL) for grades K-5 Literacy and that meet the DoDEA Community Strategic Plan goals. The Pricing Schedule (Attachment 1) outlines the different types of curriculum materials sought in Contract Line Item Number (CLIN) format. The schedule shows the solicited broad categories of items (i.e. student materials, teacher materials, as well as the associated services) by CLIN, Item Description (offerors are to insert specific titles as outlined in the attachment one instructions), identification of whether the item is print or digital, identification of whether the item is consumable, the specific unit of issue, and the estimated quantities over the anticipated ordering period.
The Government intends to award a Firm-Fixed-Price Requirements (i.e. a type of contract that allows for placing orders against it) contract from this solicitation for the K-5 Literacy curriculum detailed herein. This solicitation anticipates that the contract will result in a five-year initial base ordering period; followed by five one-year option ordering periods for a total potential ordering period of ten years. Delivery orders (DOs) will be issued for all actual requirements.
Beyond the base period (five years), the contract will provide for five one-year option periods (Option Years 1-5, i.e., SY23-24, SY24-25, SY25-26, SY26-27, SY27-28), where the Contractor shall provide digital resources, and if applicable, consumable student materials on the basis of one-year subscriptions which will be renewable at DoDEA’s option each year.
The estimated number of K-5 students and teachers in the base period is shown in Table 1 below:
Table 1: Base Year Estimated Enrollment, Staffing, Classrooms, and Schools
Grades K 1 2 3 4 5 Total
Students 7,162 7,135 6,723 6,766 6,565 5,942 40,293 Teachers* 935 950 944 904 823 802 5,358

* English for Speakers of Other Languages (ESOL), gifted, special education teachers and support specialists are included in teacher numbers and may be included in the final purchase quantities dependent on the solution to the requirement.
** Although DoDEA has 104 schools with students in grades K-5, the number of schools with students in any given grade, K-5 varies from 92-94.
The quantity of instructional materials required during years two through five School Year (SY) SY 19-20, SY 20-21, SY 21-22, SY 22-23) is estimated to be approximately five percent of year one (SY 18-19) quantities per year. DoDEA cannot guarantee or confirm actual order quantities for the base or option years.
Please note that some documents must be submitted by non-electronic means by the time and date set for receipt of proposals detailed in the Addendum to FAR 52.212-1, Para

Statement of Work
1.0 BACKGROUND
1.1 The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees by providing pre-kindergarten (PK)- Grade 12 instruction to about 72,000 students in 165 brick-and-mortar schools. Student enrollment varies based primarily on the deployment of military troops worldwide.
DoDEA’s curriculum, resources, and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.
1.2 In North America DoDEA operates 52 schools located in seven states, Puerto Rico, and
Cuba. In Europe and the Middle East, DoDEA operates 65 schools located in Germany, England, Netherlands, Belgium, Italy, Spain, Turkey and Bahrain. In the Pacific, DoDEA operates 48 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA also operates a fully accredited Virtual High School with hubs in the US, Europe, and Pacific.
1.3 DoDEA has adopted the Common Core State Standards in English Language Arts
(ELA)/Literacy and Mathematics, which DoDEA refers to as College and Career Ready Standards (CCRS) for Literacy (CCRSL) and Mathematics (CCRSM). These standards reflect the knowledge and skills students need for success in college and careers.
DoDEA is also currently a member of the Partnership for Assessment of Readiness for College and Careers (PARCC) consortium.
1.4 DoDEA has a requirement to provide research-based, core curricular materials that address CCRSL for grades kindergarten (K) through grade five (hereafter referred to as K-5) and that meet the DoDEA Community Strategic Plan goals, which has the following key performance priorities:
