SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

K-5 Literacy Curriculum Resources

Vendor Q&As

1. Will you be considering supplemental literacy materials in the RFP?

Answer: The requirement is for core curriculum materials, with supplementary materials, for kindergarten through grade 5. The requirement is not solely for supplemental materials.

2. Is it possible for you to tell us who is the incumbent and what was the amount awarded in the last contract?

Answer: The previous contract was number HE1254-08-D-0003 and the incumbent contractor was Pearson Education. The contract value at the time of award was an estimated $12,339,966.00 for a base year and four option years.

3. Would the DoDEA be open to supplemental resources to support the Core Curriculum or are you requesting bids only for Core Curriculums and materials. Also, would you accept supplemental materials that are digital solutions only, or do they have to include both print and digital?

Answer: The requirement is for core curriculum materials, with supplementary materials, for kindergarten through grade 5. The requirement is not solely for supplemental materials. For students, the core curriculum materials should be print materials that are complemented by digital resources (SOW 3.2.2.a) and student supplementary materials should be a combination of print and digital (SOW 3.5.1).

4. Regarding the Oral Virtual Presentations, can minor modifications be made to the MS Power Point slide deck after the initial November 9th due date, as we finalize our presentation?

Answer: We have updated the solicitation requirements so that the Oral Virtual Presentation slides are due with proposal submission on November 17 rather than November 9. A vendor hosted proposed solution should still be included with the IT Components submission due on November 9.

5. In demonstrating the digital program live during the Oral Virtual Presentations, what details should be noted in the MS Power Point slide deck submitted by November 9th?

For example, can the slide say: Live demonstration and walk-through of components?

Answer: See answer to Question 4. Oral Virtual Presentation slides are no longer due on November 9.

6. Regarding the Oral Virtual Presentation, “Only personnel of the offeror’s in -house staff shall participate. Offerors are cautioned that consultants shall not participate in oral presentations”.

1. Can you please elaborate on this requirement?

2. Can you please define “in-house staff”?

3. Can you please define “consultants”.

Answer: The intention is for the Oral Virtual Presentation to be provided by an employee working for the company submitting a proposal, and NOT for the company to hire a consultant to deliver a professional presentation.

In house staff are employees of the contractor submitting a proposal. Consultant is a person who provides expert advice professionally and is not a direct employee of the contractor submitting a proposal.

7. Can you please confirm that the Materials Set-Up date is Friday, November 17 from

10AM-2PM ET?

Answer: Yes, the Materials Set-Up date is Friday, November 17 from 10AM-2PM ET.

8. Could there be multiple awarded vendors or will there be only one awarded vendor?

Answer: The Government intends to award a single contract for this requirement.

9. We understand that only in-house staff can participate in the Oral Presentations. Are we allowed to have more than one of our in-house staff participate in the oral presentation?

Answer: Yes, you are allowed to have more than one of your in-house staff participate in the oral presentation.

10. Does the Oral Presentation need to be presented by grade level or by the entire program?

Answer: The presentation should address the evaluation criteria for Factor 1 – Technical Capability as described in Section 4B, as well as provide an interactive overview of the offeror’s proposed digital materials.

11. Regarding the award of the final contract,

a. When does DoDEA expect to award the contract?

b. Approximately when should the vendor receive the delivery order?

Answer: DoDEA anticipates that the contract will be awarded in early February. The first delivery order will be issued shortly thereafter.

12. Regarding the estimated number of K-5 Students and Teachers, page 4:

a. In determining a correct number of teacher materials in the Price Proposal, how should vendors estimate prices for ESOL, gifted, special education teachers and support specialists?

b. Should vendors have one column for Teachers that include all the teachers and specialists throughout the school system and then another column for only Classrooms which would presumably be only classroom teachers?

Answer: Please use the quantities provided in Attachment 1 K-5 Literacy Pricing Schedule. These quantities factor in all teachers, as well as all support staff, who will require these materials. The intent is that all support staff will have only the digital materials.

SF 1449

13. On page 1 SF 1449, block 17a calls for a code. What code is it referring to?

Answer: This is referring to the contractor’s CAGE code and will be completed by the Government once contract award is made.

14. On page 1 SF 1449, block 17a also calls for a Facility Code. Where is this code found?

Answer: If applicable, this will be completed by the Government upon contract award.

Section 4A

15. Page 25: Section 4A/Part 1 – Administrative, Past Performance & Price/ 1.

Administrative c.

On page 25, the RFP states, “Failure to acknowledge an amendment may render an offeror’s overall proposal ineligible for award, and lead to rejection of the proposal by the Government.” Is there a final date for amendments?

Answer: There is no final date for amendments. If an amendment is made after an offeror submits their proposal, the offeror shall submit an acknowledgement of the amendment to be added to their proposal submission as long as it’s received before the proposal submission deadline. If the amendment requires the offeror to make changes to their proposal, the offeror may resubmit their proposal before the proposal submission deadline noting that this proposal replaces the first one submitted.

16. Page 25: Section 4A/Part 1 – Administrative, Past Performance & Price/ 1.

Administrative d.

Are the provisions as defined on page 25 of Part 1 – Administrative, Past Performance & Price requirement under 1.d. (as quoted below) fully addressed on pages 41-61 as addressed in paragraph b or are there additional steps to fulfill/address these terms?

Answer: Offerors should review all provisions in the solicitation and complete those which are required and/or applicable.

17. Page 26: Section 4A/Part 2 – Technical Proposal/ 1. Proposed Materials: a.

Because our curriculum includes authentic independent reading libraries, thematic research libraries, and class sets of all Anchor Texts, a complete set of all the curriculum materials will be more than $50,000 retail and will include a delivery of approximately 150 boxes.

We are happy to provide this to the DoDEA; however, most curriculum review teams have opted for our review sample sets instead.

These sets would be no more than 30 boxes total and would still include for every grade:

All teacher materials Samples of Core (Anchor) Texts and Read Alouds Samples from each independent library Visual representation of the complete modules

Would these sample sets meet the requirements listed on page 26?

Answer: The sample sets, defined by the bullets in the question, would meet the requirements on page 26 as long as the samples represent fully developed materials (i.e.

no prototypes or materials in development).

18. Page 27-28: Section 4A/Part 2 – Technical Proposal/ 1. Digital Information Technology Components e. i.-ii. and 6. Oral Virtual Presentation a-c

Concerning the submission of Oral Virtual Presentation slides on November 9 as discussed on pages 27-28, do we also need to include the handouts along with the slides?

Who is the audience of the Oral Virtual Presentations?

Answer: Handouts would be helpful, but are not required. The audience is the technical evaluation board which includes teachers and support staff. Please also note the response to Question 4 – the deadline to submit the Oral Virtual Presentation slides has been changed.

Attachment 1

19. Column F, I, L, O, R, W, Z, AC, AF, AI Where there are numeric values in the Est Qty columns of Attachment 1 (like 443 and 445), we can see how those quantities correspond to classroom or teacher numbers stated elsewhere in the proposal; however, can you clarify and/or confirm the smaller numbers such as 2, 5, and 10 in lines 0001 to 0032?

Answer: The quantities in Attachment 1 are confirmed though offeror’s are reminded that these are only estimates. The actual quantities will be annotated in the delivery or task orders at the time of order issuance. The smaller numbers represent estimated replacement and replenishment quantities in such cases where materials are lost or damaged and need to be replaced.

20. How many schools will be served during the contract period?

Note: The total number included in the SOW (165) differs from what is stated on page 4 (Table 1) of the RFP: 104 schools and 92-94 within any given grade (???).

Answer: 165 is the number of schools in DoDEA. For the K-5 materials, 104 schools are currently within this structure and for each grades level, 92-94 schools would be represented as we have different configurations throughout our locations based on enrollment and size of buildings (e.g. grades K-1, K-2, K-3, 2-3, K-4, K-5, 2-5, 3-5).

21. Please confirm the shipping requirements. Will vendor materials be delivered to all DoDEA locations within the continental US and locations overseas?

Answer: Materials will be shipped to all DoDEA locations within the continental United States and locations overseas.

22. What is considered a DoDEA location? Is it an individual school building or warehouse?

Answer: A DoDEA location is a school or a district office.

23. For overseas locations, will each delivery be through a freight forwarder?

Answer: Only our locations in Cuba will be delivered through a freight forwarder.

24. Please clarify the requirements for CLIN 0900 shipping line included on Attachment 1?

Answer: Insert the proposed estimated cost for shipping physical materials to all DoDEA locations within the continental United States and locations overseas. The quantities of physical materials are included in Attachment 1.

25. Are vendors required to submit full samples of its proposed curricular materials for each grade and grade level listed in the K-5 Literacy Pricing Schedule (Attachment 1)?

Answer: No. Please see the question and response for Question 17.

26. Will the DoDEA also be reviewing reading programs in Spanish?

Answer: No. DoDEA will only be reviewing programs in English for this requirement.

27. How many tables will each vendor have for the materials display on November 17th?

Please include the space/table dimensions.

Answer: We cannot confirm the number of tables available to each vendor as we do not yet know how many vendors will respond. The size of the tables is 5’x2’.

28. Would it be possible for us to obtain the actual scoring rubric that the reviewers will use in the presentations?

Answer: A scoring rubric will not be used. Evaluators will use the evaluation criteria in Section 4B of the RFP to evaluate the information provided in the oral presentations.

29. When may bidders expect to receive the DoDEAs decision of the final contract award?

Answer: DoDEA anticipates that the contract will be awarded in early February. The first delivery order will be issued shortly thereafter.

30. What are the DoDEAs expectations for vendor Professional Development solutions?

Shall PD be delivered on-site, via webinar or a combination?

Answer: In accordance with the solicitation Part 2.5.c. Curricular Materials Related Services on page 27, it is up to the offeror to describe their proposed program support tools content and delivery. Also see Section 3.8 of the SOW.

31. As a balance literacy program, our package includes student and teacher materials for Whole Group and Small Group for each grade. Is it acceptable to submit our “package” pricing and not break out the cost by the designations “complete set of student materials” and “complete set of teacher materials”?

Answer: We require pricing to be broken down for both student and teacher materials as individual items as well as in sets to provide us with maximum flexibility when we need to order additional materials (for instance if a student loses or damages a book we will have the option to buy a single book or if a student is added to a class we can order just a set of student materials without purchasing additional teacher materials as well.)

32. Our program includes both print and digital resources – everything in print is provided digitally. Is it acceptable to submit our package pricing for our complete sets and not list a separate digital cost? There is no additional charge if the number of teachers or students increase.

Answer: If there is no additional charge for digital resources you may annotate that in Attachment 1 Pricing Schedule with “NSP” (Not Separately Priced) but also provide an explanation in the price proposal narrative.

33. We understand there will be a total of 20 evaluators, can you please tell us which grade level teachers will be represented on the committee?

Answer: All grades levels K-5 will be represented.

F. Other Information

1. Offerors shall direct all communications to the attention of the cognizant individual(s) identified in this solicitation and any solicitation amendments. Communications with other Government personnel may compromise the integrity of this acquisition and result in cancellation of the requirement.

2. Signature: The proposal shall be signed by an official authorized to bind its organization.

3. Content Requirements: All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the proposal and provide an adequate basis for evaluation. Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each proposal.

4. The proposal should not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet all requirements.

Offerors shall assume that the Government has no prior knowledge of their capabilities and experience, and the Government will base its evaluation solely on the information presented in the offeror’s proposal.

5. Material Set-Up: On November 17, 2017, Offerors may set-up their submitted materials for the technical evaluation board (TEB) at the offeror’s own expense. Materials set-up is not required;

Specialist via email LeAundria.Shaheed@hq.dodea.edu with a copy to Robin.Castoldi@eu.dodea.edu and Nina.Lin@hq.dodea.edu prior to November 16, 2017 at 12:00 PM ET. If any missing items are identified by Offerors during set-up (other than from Part 1), Offerors will have an opportunity to reship/hand-carry missing items for technical review prior to the TEB start date, Monday, November 27, 2017.

G. Oral Virtual Presentations:

1. Format: Presentations must be provided virtually. Offerors shall provide a vendor hosted solution/forum

(i.e. WebEx) for the virtual presentation. This solution shall be included in the vendor’s proposal Part 2.2 Digital IT Components as well as a copy of the MS Power Point slides the vendor will use for the oral virtual presentation. (Note: one version of Part 2.2 is due on an earlier date than the rest of the proposal responses as detailed above.)

2. Time Limitation: Presentations will be limited to 2 hours. The Contracting Officer (CO) will facilitate the proceedings and a time keeper from the Government’s team will instruct offerors when to begin and end the session. Offerors are cautioned that the presentation will be concluded at the end of the allotted 2 hour time frame whether the offeror has finished or not. Once the presentation has been concluded, the Government will initiate a question and answer (Q&A) session. This Q&A session is not included as part of the allotted 2 hours for the presentation. The offeror should allow for a half hour time period for the Q&A session.

3. Offeror Participation: Only personnel of the offeror’s in-house staff shall participate. Offerors are cautioned that consultants shall not participate in oral presentations.

2. Scheduling: Oral virtual presentations will be scheduled for the weeks of November 27-December 1 and December 4-8, 2017. Offerors will be notified by electronic mail of the scheduled time of their presentation after Part 2b Digital IT Components are submitted on November 9, 2017. Offerors are cautioned that should they be late for a scheduled presentation, the 2 hour time period will begin at the scheduled start time. For example, if an offeror is scheduled to begin their presentation at 9:00 a.m., and is delayed (not as a result of a Government delay) and does not begin until 9:30 a.m., the allotted presentation time would be decreased to 1.5 hours. The CO reserves the discretionary right to reschedule any offeror’s oral virtual presentation.

3. Materials Limitation: There is no limitation on the number of slides or other written materials that comprise Part 2.6 of the offeror’s proposal. However, due to the time limitation for the presentation, offerors shall ensure they can adequately present and sufficiently complete the entire presentation within the time allotted. Offerors are cautioned that any materials presented during the presentation that were not contained in Part 2.6 of the proposal previously received by the Proposal Due Date will not be considered by the Government.

4. Q&A Session: Offerors are advised that the Q&A session that follows the oral presentation does not constitute “negotiations” or “discussions”. For informational purposes, these two words are interchangeable; when negotiations are conducted in a competitive acquisition, they take place after establishment of the competitive range and are called discussions. The dialogue generated during this session is for purposes of enhancing the level of understanding by the Government through clarification as it pertains to the oral presentation of the offeror’s written Technical Proposal (Part I). Discussions will not be permitted during oral presentations.

5. Recording of Oral Virtual Presentations: The Government will record presentations on video for purposes of accurately documenting the event and reviewing this information in conjunction with the written Technical Proposal (Part 2) for technical evaluation purposes. Information provided by the offeror during the recorded presentation which is not substantively addressed in the written Technical Proposal (Part 2) shall not be considered in the Government’s technical evaluation. Videos of offerors’ oral presentations will be retained as part of the offeror’s proposal in the official contract file and proprietary information contained therein as a representation of the Technical Proposal (Part 2) will be protected in the same manner as the Technical Proposal.

B. The Government reserves the right to remove from further consideration proposals containing less than the minimum information required by the instructions in the Addendum to FAR 52.212-1 above, or remove proposals from consideration for failing to materially comply with the Addendum to FAR 52.212-1 instructions.

C. The Government will apply a tiered approach to the technical evaluation. First, the Government will evaluate all offers against the one pass/fail factor detailed in Section II below. The Government will then perform the tradeoff evaluation described in paragraph III below of all offers deemed acceptable with respect to the past/fail criterion. The Government may determine the best value offer to be other than the lowest priced offer or other than the highest technically rated offer.

II. EVALUATION CRITERIA – PART I

First, the Government will evaluate proposals for technical acceptability on a pass/fail basis for one criteria. Proposals that fail to pass any of this factor will be removed from further consideration for award.

Criteria 1 – Current Version:

Pass: The Offeror proposed the most recent edition of its K-5 Literacy materials.

Fail: The Offeror did not propose the most recent edition of its materials.

III. EVALUATION CRITERIA – PART II

Next, the Government will evaluate proposals evaluated as technically acceptable for the following factors, applying a Best Value Tradeoff approach: Technical Capability, Past Performance, and Price. Technical Capability (Factor 1) is more important than Past Performance (Factor 2). All non-price/-cost factors, when combined, are significantly more important than Price (Factor 3). The Government reserves the right to eliminate from further consideration for award proposals rated lower than “Acceptable” for technical capability.

A. FACTOR 1 – TECHNICAL CAPABILITY

This factor is the most important non-price related factor. The Government will use a combined technical/risk rating scale to evaluate offeror’s proposed virtual resources and related services for an understanding of and adherence to the Statement of Work (SOW). The Government will evaluate the following in evaluation of the Usability and Connections Technical Capability factor::

1. Usability & Connections: DoDEA will evaluate the extent to which the materials are intuitive for ease of use

(e.g., digital resources, student materials, teacher materials, program support tools) and the extent to which they meet DoDEA’s instructional needs. More specifically, the evaluation will focus on the following:

i. Visual design of the materials (print or digital form) supports students and teachers in engaging thoughtfully with the subject.

ii. Navigation and directions are clear and easy to use/follow.

iii. Lesson and unit designs provide guidance for pacing and differentiating of instruction. (SOW

3.2.1.b)

iv. Connections between the parts of the program, assessments, and CCRSL are evident, especially in the teacher materials.

The evaluation of this factor will be based on the Offeror’s technical proposal including virtual (oral) presentation, core, supplemental, and digital student and teacher materials, and on the program support tools.

2. Building Knowledge: DoDEA will evaluate the extent to which the materials require specific tasks that support acquisition of skills and competencies that reflect CCRSL to include (1) text dependent inferences from the text, (2) academic language, (3) grammar and language conventions, and (4) varied writing opportunities. More specifically, the evaluation of the Building Knowledge Technical Capability factor will focus on the following:

i. Most questions, tasks, and assignments are text-based, requiring students to engage with the text directly (drawing on textual evidence to support both what is explicit as well as valid inferences from the text). (SOW 3.3.1)

ii. Materials provide frequent opportunities for evidence-based discussions that encourage modeling and use of academic language. (SOW 3.3.1, 3.3.2)

iii. Materials include explicit instruction of grammar and conventions standards for each grade level as applied in increasingly sophisticated contexts, with opportunities for application.

(SOW 3.4.2, 3.4.3, 3.4.5)

iv. Materials provide opportunities for students to address different text types of writing that reflect the distribution required by the standards. (SOW 3.4.4, 3.4.5)

The evaluation of this factor will be based on the Offeror’s technical proposal including virtual (oral) presentation and core, supplemental, and digital student and teacher materials.

Ratings for Factor 1: Technical Capability

The combined technical/risk rating includes consideration of risk in conjunction with the strengths, weaknesses, and deficiencies in determining technical ratings. Combined technical/risk evaluations shall utilize the combined technical/risk ratings as follows:

Combined Technical/Risk Ratings

Rating Description

Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable.

Proposal is unawardable.

B. FACTOR 2 – PAST PERFORMANCE

This factor is less important than the Technical Capability factor. The evaluation of past performance will be a subjective assessment of the degree of confidence the Government has in an offeror’s ability to successfully meet contract requirements, based on a demonstrated and relevant record of performance.

The following resources will be used for both relevancy and performance confidence assessment in determining how the offeror performed in current/past contracts:

1. Current and past contract performance, under contracts of a similar size, scope, and complexity, identified by the offeror in its proposal (Attachment 2);

2. Past Performance Assessment Questionnaires (Attachment 3) received; and

3. DoDEA may also use information obtained independently through a variety of public or private sources, e.g.: Past Performance Information Retrieval System.

Ratings for Factor 2: Overall Past Performance

1. Relevancy: The Government will consider each offeror’s demonstrated recent and relevant record of performance and experience within the last three years in providing similar work as anticipated under this solicitation. The Government will determine how relevant the effort accomplished by the offeror is to the effort to be acquired through the solicitation. Relevancy will be rated in accordance with the following Relevancy Ratings:

Past Performance Relevancy Ratings

Rating Definition

Very Relevant

Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant

Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant…
