Notice to Offerors

The Department of Defense Education Activity (DoDEA) serves the dependents of military and civilian employees by providing PK-12 instruction to approximately 72,000 students. DoDEA is divided into eight districts that administer 167 brick-and-mortar schools. The Americas’ Southeast and Mid-Atlantic districts have 54 schools in seven states and Puerto Rico, and for administrative purposes, Cuba. Europe’s South, East, and West districts have 65 schools in England, Germany, Italy, Belgium, Netherlands, Spain, Turkey, and Bahrain. The Pacific’s West, East, and South districts have 48 schools in Korea, Japan (mainland and Okinawa), and for administrative purposes, Guam. DoDEA also operates a Virtual High School with its main office in Virginia and teaching hubs in Germany and Okinawa.

DoDEA requires customizable, off-the-shelf, vendor-hosted web-based systemic college & career advising and planning curriculum resources for DoDEA students in grades 6-12 as well as related technical/customer support and professional development. Attachment One “Pricing Schedule CCR” outlines the complete anticipated requirement in a Contract Line Item Number (CLIN) format. The contract will cover requirements for all DoDEA locations. This solicitation anticipates a contract with a five year ordering period. After award delivery orders (DO’s) will be issued for all actual requirements.

SPECIFICATIONS AND STATEMENT OF WORK

1.0 BACKGROUND

1.1 Grades 6-12 Counseling Program

1.1.1 DoDEA’s graduation policy, Administrative Instruction 2000.1, Graduation Policy and Requirements, mandates that all high school students have a 4/6-year plan.

1.1.2 DoDEA is committed to advising and preparing students for viable college & career pathways to include 2- and 4-year colleges and universities, trade schools, apprenticeships, the military, and immediate workforce entry. DoDEA school counselors advise students on college & career going, including financial aid options and processes.

1.1.3 Currently, DoDEA does not have a standard college-and-career curriculum, or systemic mechanism in place to support college-and-career advising and planning for counselors to use with students in grades 6-12; therefore, advising, curriculum, and planning is not implemented systemically and lacks stakeholder transparency and accessibility.

1.2 General

1.2.1 Military-connected students experience high mobility rates in and out of school systems across the nation and the world; therefore, DoDEA makes a concerted effort to mitigate transitional barriers to military-connected students’ success.

DoDEA’s career technical education (CTE) program is aligned with national standards such as Advance CTE, the Employability Skills Framework, National Career Clusters Framework, and O*NET Online.

1.2.2 The following secondary level college readiness assessments and programs are offered at DoDEA: Advancement via Individual Determination (AVID), Advanced

Placement (AP), Scholastic Achievement Test (SAT) Preliminary Scholastic Achievement Test (PSAT), Partnership for Assessment of Readiness for College and Careers (PARCC), American College Testing (ACT), and International Baccalaureate (IB).

1.2.3 DoDEA has a wide variety of school configurations, including PK-12, PK-8, 6- 12, 6-8, and 9-12. Secondary level schools range in size from 80-1,000 students.
