HE1254-17-R-0010 Amendment 0001 College and Career Advising and Planning Resources for DoDEA Schools
Vendor Q&As
1. Prior to responding to the RFI earlier this year, our company asked DoDEA what was their anticipated go‐ live date for the system. We received the following response: They are anticipating the need for a phased‐ in approach (i.e., registration, testing, school account setup, student registration, etc.). They would require the system to be available to DoDEA (for infrastructure setup and testing) in the summer of 2017.
They would require the system to be available to students for use/ registration in the late fall / early winter of 2017. Has this changed? If so, what is the new expectation?
a. DoDEA anticipates making award in late August/early September though this is subject to change. Final dates are contingent on the contract award date. Influencing contingencies to the rollout plan will be discussed and planned for in the implementation planning phase.
2. When does the DoDEA anticipate awarding the contract? Knowing this will be helpful for items such as
4.3.5: The Contractor shall coordinate a technical meeting with DoDEA within ten business days after award for the purposes of preparing for the onboarding of new services and the initial configuration of administrator level accounts.
a. DoDEA anticipates making award in late August/early September though this is subject to change.
3. What is the budget for this project?
a. We will not disclose the Government’s budget for this requirement.
4. Are you able to share details of those on the evaluation committee (names, roles, etc.)?
a. We will not disclose details of the evaluation committee.
5. We understand you are looking for a "customizable, off‐the‐shelf" system. Would it be acceptable to implement an off‐the‐shelf system, and use a time frame of 6,9, even 12 months to customize the system to fit your needs?
a. We are unable to answer this question without more specifics that identify what will need to be customized. Customization needs and timeframe will be planned for in the Implementation Plan.
6. Is it the DoDEA's expectation that the same system will be used for all schools, or is customization by location a requirement?
a. Permission levels may vary from middle to high school, but the same look‐and‐feel, resources, etc. used by all schools / grade‐bands.
7. The RFP states that presentation slides must be submitted as part of the Technical Proposal, due July 19.
Can presentation slides alter, if need be, based on feedback from DoDEA?
HE1254-17-R-0010
a. The slides submitted as part of the technical proposal due July 19 may not be altered after this deadline. See “Materials Limitation” on page 32 of the RFP.
8. 4.5.6: All Contractor staff having access to DoDEA student and/or teacher personally identifiable information shall take the DoD Privacy Act/ Personally Identifiable Information (PA and PPI/PII) training before gaining access to the data and yearly thereafter. How much time should our staff expect to spend on this training?
a. The approximate length of the course is 30 minutes.
9. Are annual, subsequent trainings as in‐depth as the initial training?
a. The same training is required each year.
10. What Student Information System (SIS) is in use today? Is it the same SIS across all schools?
a. DoDEA uses ASPEN as it’s Student Information System.
11. Can you provide more specific details on the functionality required for 3.1.5‐5: Supports delivery of effective and efficient school counseling programs through time and tasks management functions (i.e., measurement of ASCA delivery component elements such as guidance curriculum, individual planning, responsive services, system supports, and non‐counseling duties)?
a. For more information regarding the ASCA Delivery Component visit:
